During the year, considerable correspondence was transferred bet- ween this Committee and our Congressional Delegation on these and other subjects, resulting in a more com- prehensive understanding of the issues. A "GOVERNMENTAL ACTION11 Bulletin, prepared by this Committee, is mailed at frequent intervals, during sessions of Congress, keeping the membership informed. HIGHWAY COMMITTEE - has been extremely active in studies and institution of meetings with offi- cials of the Ul S. Bureau of Roads, the State Highway Division and the Clark County Highway Department, as well as the Las Vegas City Engineering Department, concerning routing and placement of interchanges on the proposed Freeway; also studied and prepared for distribution Resolutions concerning the important Nipton to Cottonwood Cove Road and, most recently, the proposed short-cut road between Las Vegas and Caliente. STATE LEGISLATIVE ACTION COMMITTEE - Continually studies legislation affecting all segments of Southern Nevada business and meets with the Legislators and recommends action on vital issues. During the last session of the Legislature, this Committee was responsible for placing an observer in the Legislature, to keep the Chamber membership informed of Legislation affecting Southern Nevada, in order that positive action could be taken. History of the Legislature was mailed to each member of the Committee, daily, containing a summary of the bills introduced and the sequence of movement of these bills, by the observer. He also actively participated with the Retail Merchants Bureau in the passage of the Bad Check Law, a bill clarifying the powers of the Fair and Recreation Board, the Tuberculosis Hospital for Clark County and Old Age Lien Law. He was successful in influencing the elimination of the undesirable features in two measures to increase unemployment compensation, a bill for equal pay for women and a measure concerning improve- ment dis tricts, which would have adopted market value as basis of assessment. He was instrumental in help- ing to defeat the important Theatrical Booking B ill and a bill to set up an all-powerful Metropolitan Area Council . He also provided City and County officials with information concerning legislation affecting operation of their offices daily. Plans are now under way to expand this service this year, for the benefit of every business in Southern Nevada and the; area as a whole. RECREATION AREA DEVELOPMENT COMMITTEE - studies and recommends development of pre- sent recreational sites and is continually seeking new areas to keep up with the community growth. The Committee recently met with the State Park Commission, regarding further development in the Valley of Fire area arid the proposed development of a State Park in the Red Rock Canyon area. It is also working closely wifh a special area Committee on redrafting of a Senate $i 11 for changes in the development program of the Lai# Mead Recreation area. - EDUCATION COMMITTEE - is concerned with all problems concerning the Educational Programs of Southern Nevada. Has conducted an economic survey among the high school students in Clark County and plans are under way for a Business Education Day in the early part of 1961, designed to give teachers a better understanding of the free enterprise system and business operations. WOMEN'S COMMITTEE - A new Committee, formed this year, for the purpose of enriching the volanted! activities of the Chamber, through the efforts of women in business. The first duty of this Committee will be the coordination of activities at the Annual Installation Banquet. Following this, it will also be effective in expanding the programs of the Chamber's monthly membership luncheons and many other activi- ties of community-wide interest. The PROGRAM OF WORK, as briefly outlinedhere, is a part of the overall reorganization of objec- tives and administration, designed to created a more effective Chamber of Commerce, this program began with the Greater Las Vegas Clinic Program, over a year ago, in which a poll was taken to determine the most needed activities. In addition to the PROGRAM OF WORK, a special committee, composed of 21 business and civic leaders, made a thorough study of the economic problems of the Chamber, resulting in a "FAIR SHARE" program of dues revaluation, in order to institute an increase in operating revenue of at least 30%. It appears now, at the half-way point since the beginning of this program on July 1, 1960, that this goal will not only be realized, but will exceed the 30% figure. This increase applies to membership dues only and is not to be confused with the voluntary "LIVEWIRTE SUBSCRIPTION". "Livewire" funds are de- voted entirely to publicity and promotion .
