Call to Order The thirteenth meeting of the Consolidated Student Senate was called to order by the Senate President at 4:00 p.m. in Lounge 203 of the Moyer Student Union Building. II. Approval of Minutes #12 There were no corrections or comments on the Minutes of Senate Meeting #12, therefore, they stood approved. IV. Executive Board Announcements Additional Agenda Items The Senate President announced that there were several additional Agenda items with the first under Executive Board Nominations, Item A; Shellee Willden's name should be added to this list; and second under Executive Board Nominations to add an Item B, entitled CSUN Bar Operating Policy. A. Senate Buzzbook Project The Senate President announced that Byron Blasco is in charge of this project and it probably won't go on this fall, but hopefully will go on in the Spring. The Senate President announced that there was an additional Agenda Item which was Under Item VI, Committee Reports, under F, to add the name of Robin Starlin. B. MDA and Season Basketball Tickets President Campbell announced that the Executive Board is suggesting on taking two season tickets out of the student alotment to give to the MDA as raffle prizes. He informed the Senate that last year an average of 496 were used at home games out of a 1,000 seat alotment. Minutes - Senate Meeting #13 August 7, 1979 Page 2 C. Superstar Frollics (Bob Blaskey) President Campbell announced that this event will be held on August 19, 1979 in the track field and it will be and "almost anything goes" day. Bob Blaskey was also present to inform the Senate about what the Superstar Frollics was and what it entailed. He also introduced the Senate to two of the MDA Poster Children. D. Report on Search for Assistant Union Board Director The Senate President informed the Senate that Burt Teh had asked her to serve on this Committee as a student representative. She informed the Senate also that on Monday they committee had narrowed down the choices for this position to three people who are, Joseph Poell, Thomas Musaraca, and Tim Lynch. She has their resumes and if interested they may look at them. The Senate President also informed the Senate that they got in the mail from the Computing Center in Reno for the S.E.F. Committee and she has asked the Appropriations Board to check into the feasibility of giving 500 more dollars to the S.E.F. Committee Project. Vice President Wyman informed the Senate that there would be a 1:00 p.m. Meeting of the Energy Committee on August 13 to be held in her office. President Campbell informed the Senate that he has received a letter from Roger Barnson that stated that CSUN has reserved the rights along with KORK to broadcast Lady Rebels' Basketball and baseball and only the home games will be broadcast by CSUN. Athletic Director Search President Campbell informed the Senate that Bill Ireland, Athletic Director, will be leaving in January, and he further informed the Senate that he is a member of the Search Committee to find a new Athletic Director. He announced that there were already 40 qualified candidates from several major Universities. President Campbell announced that Gordie A].sum from KFM would like to donate 1,000 records to the Radio Station. He informed the Senate that they already have several pieces of equipment that they have bought for the Radio Station. He also announced that the trailer is going through the paper work over in Physical Plant; they are drawing up the specifications and will hopefully be done within a couple of weeks. Pavilion Committee President Campbell informed the Senate that the Pavilion will be ready in about two years and that it is a $30,000,000 Pavilion. He also informed the Senate that he went to Los Angeles to inspect the contruction of the LA Forum and another Pavilion there. Board of Regents Meeting President Campbell informed the Senate that at the last Board of Regents Meeting they requested a loan for $35,000 to come out of the Special Funds Account and $65,000 to come out of Gift Accounts. He also informed the Senate that this \ Minutes - Senate Meeting #13 August 7, 1979 Page 3 item will come up for action on the Board of Regents Meeting to be held on September 21, 1979. He further informed the Senate that there will be a Board of Regents Meeting this Friday in Reno. President Campbell informed the Senate that the Executive Board and Dave Gist met with Dr. Goodall and they enjoyed talking to him. Senate President Pro Tempore, Jeff Wild, informed the Senate that there were only $7.12 in the Senate Party Fund. He also passed the floor to Dennis Berry, Yell Editor. Dennis Berry informed the Senate that they have changed the publication dates of the Yell to Thursdays so they may include business of the Senate Meetings, Basketball games, etc. The Senate President Pro Tempore announced that he would like to see all members of the S.E.F. Committee after this meeting adjourns. V. Executive Board Nominations A. UNLV Against Distrophy (Ad Hoc Committee) "Skip" Kelley moved to approve all members as submitted to become members of the UNLV Against Distrophy Ad Hoc Committee, was seconded, and passed with one abstention. B. CSUN Bar Policy At this time the CSUN Bar Policy was submitted and will be voted upon at the next Senate Meeting. VI. Committee Reports A. Appropriations Board There was no report of the Appropriations Board, however. Vice President Wyman informed the Senate that there will be a meeting of the Appropriations Board about three weeks from now and she will inform the Senate to the exact date of that Meeting. B. Entertainment & Programming Board Dave Gist read the Minutes of the last Entertainment & Programming Board Meeting. Marie Ropell moved to approve those Minutes as read, was seconded, and stood approved. C. Elections Board There were no report of the Elections Board. D. Publications Board There was no report of the Publications Board. E. Bylaws Committee Jeff Wild read the Minutes of the last Bylaws Committee Meeting and informed the Senate that the Bylaws Committee withdrew Bylaw Proposal No. 9 through the decision of the Bylaws Committee and the Elections Board. Minutes - Senate Meeting #13 August 7, 1979 Page 4 Senator Wild then read Bylaw Proposal #14 which will come up for consideration at Senate Meeting #15. Jeff Wild then moved to approve the Minutes of the last Bylaws Committee Meeting, was seconded, and stood approved. 1. Proposal #9 Proposal #9 was withdrawn by the Bylaws Committee. 2. Proposal #10 Jeff Wild moved to table this proposal until we can resolve the problem with the "lay man's" interpretation of the word "profits," was seconded, and passed unanimously. 3. Proposal #11 Jeff Wild moved to approve Proposal #11 as submitted by the Bylaws Committee, and was seconded by "Skip" Kelley. Discussion took place and Cindy Simia called for the question, was seconded, and passed with none opposed. A vote was then taken on Bylaw Proposal #11 which passed with one opposed and one abstention. This now becomes Bylaw #8. The Senate President announced that we just broke a CSUN record by now having more bylaws than CSUN has ever had. 4. Proposal #12 Jeff Wild moved to approve Bylaw Proposal #12 as submitted by the Bylaws Committee, was seconded by "Skip" Kelley, and passed unanimously. This now becomes Bylaw # 7. 5. Proposal #13 Jeff Wild moved to approve Bylaw Proposal #13 as submitted by the Bylaws Committee, was seconded by "Skip" Kelley, and passed with one abstention. This now becomes Bylaw #"8. F. Energy Committee 1. New Members - Susana Reyes, Robin Starlin There was no report of the Energy Committee, however, Vice President Wyman informed the Senate that the next meeting of the Energy Committee will be held on August 15 at 1:00 p.m. in her office. Chuck Weinberger moved to approve both Susana Reyes and Robin Starlin as members of the Energy Committee, was seconded and passed unanimously. B. Radio Committee There was no report of the Radio Committee. VII. Old Business A. Classification of CSUN Radio Station Manager as a Professional Position (vote) President Campbell moved to reclassify the position of CSUN Radio Station Manager from one of classified to one of professional, and was seconded. Discussion took place and "Skip" Kelley called for the question, was seconded, and passed with one opposed. A vote was then taken on the main motion which passed unanimously. B. Intramurals Operating Policy (vote) Ray Corbett announced the following changes in the Operating Policy: On Page No. 7, Article X should be changed to Fees; on Page No. under Article I, Section B, number 3, the Council will consist of one Senior Manager and three managers from both the men's and women's programs; and on Page No. 19, Article XIX, Section C, 1 and 2, both should include two awards - one mens and one womens. New Business A. Season Basketball Tickets Donated to MDA (vote) President Campbell moved to allocate two season basketball passes from the student alotment for the MDA to raffle off at the Superstar Frollics, was seconded, and passed unanimously. IX. Open Discussion Vice President Wyman reminded the Senate about the Bus trip to Reno for the UNLV vs. UNR football game, sign up now with Rene in the CSUN Offices. Jeff Wild announced that he will be taking contributions for the party fund, and that he would like to see the members of the S.E.F. Committee at the end of this meeting. X. The Elections Board shall have the power to take the following actions against any candidate for CSUN office for violations or infractions of CSUN Campaign Policy by the candidate or his campaign workers. A. Fines, no one of which shall exceed the amount of the current campaign spending limit. A candidate subject to fine may waive such by declaring terminations of candidacy at the time the fine is handed down. "Termination of candidacy" shall not in this context, include expiration of the CSUN I election campaign period. B. Disqualification. C. Withholding of filing fee. II. The Elections Board shall investigate any legitimate protest against a candidate for CSUN office. A "legitimate protest" in the context of CSUN elections is one which is written, signed by the plaintiff and principal witnesses, and submitted to the Elections Board. There must be at least three witnesses to the alleged infraction if no physical evidence exists. The validity of a protest shall be determined by the Elections Board upon investigation. III. A candidate for CSUN office is responsible for the actions of his campaign workers in regards to the campaign. IV. The candidate shall not, in any way, obstruct the view of the posted material of any other candidate. BYLAW ft 8 Senate Item Submission Policy Items whose consideration for approval or disapproval must occur no sooner than the second Senate Meeting following the Senate Meeting at which they are submitted shall include: A. Appointment of all CSUN officers and officials; B. Sustentation of impeachment charges; C. Dismissal of CSUN officials; D. Assignment or alterations of stipends and grants-in- aid for CSUN officers and officials; E. Disbursement of CSUN funds; F. The annual budget; G. Amendments to the CSUN Constitution; and H. Referendum and initiative proposals. All other items for consideration of approval or disapproval may be acted upon during the Senate Meeting at which they are submitted. Bylaw Proposal #11 Two-thirds Senate Approval for Grants-in-Aid I. Statement The CSUN Senate shall be empowered to approve a Regents' Grant-in-Aid by a two-thirds affirmative vote. Bylaw Proposal #12 Creation of an Ad Hoc Constitutional Amendment Committee I. Statement Any proposed Constitutional amendments brought before the CSUN Senate, must first be given to an Ad Hoc Constitutional Amendment Committee for study and recommendation. Bylaw Proposal #13 Creation and Establishment of an Impeachment Committee I. Shall be defined as in the context of Paragraph II. II. A. If the CSUN Senate votes that the charge(s) of impeachment merit(s) investigation, then an Impeachment Committee shall be established. B. The Impeachment Committee shall be established by the Executive Board and shall consist of a UNLV Administrator and two CSUN Senators. BYLAW if 7 Judicial Council Case Procedure I. Definition A. Judicial Council cases shall be defined as conflicts accepted by the Council for resolutions. II. Submission A. All potential cases must be submitted to the Chief Justice in writing. B. All submissions must include: 1. The actions or decisions being protested. 2. The protester's name. III. Notification A. A copy of the submission shall be sent to the parties to the case within one (1) day of Council acceptance. Answers to the submission may be filed by any party to the case within six (6) days of Council acceptance. IV. Testimony A. Contestants or their counsels may call upon any person to give testimony, unless unanimously denied by the Council. V. Time Limits A. The Council must render a decision not less than seven (7) nor more than twenty-one (21) days of the date that charges were filed. B. If the Council cannot render a decision within twenty-one (21) days of the date that charges were filed, it must give public notice of its failure to do so. \ BYLAW if 7 Judicial Council Case Procedure I.
