Office of the Senate President University of Nevada, Las Vegas Student Government MINUTES CSUN SENATE MEETING 34-08 MONDAY, FEBRUARY 2, 2004 •CSUN SENATE PRESIDENT AMES QUIT A called the meeting to order at 6:04pm in the Moyer Student Union room 201. SENATE PRESIDENT AMES QUIT A called the roll. The following Senators were present: SENATOR CIANCI, SENATOR FLINNER, SENATOR CORPUZ, SENATOR SOLDANO, SENATOR MULLINAX, SENATOR CRAWFORD, SENATOR THOMPSON, SENATOR HEEG, SENATOR CAZARES, SENATOR DONNELLY, SENATOR MAYER, SENATOR SANTIAGO, SENATOR SUMNER, SENATOR FRIEDLIEB, SENATOR MACDONALD, SENATOR CONWAY, SENATOR JIMENEZ, and SENATOR HOLMQUIST. Quorum was met with 18 Senators present. The following Senator was excused: SENATOR DANESHFOROOZ. The following Senators were unexcused: SENATOR NISSEN and SENATOR MONTALTO. SENATE SECRETARY GOATZ was present. PLEDGE OF ALLIGANCE APPROVAL OF MINUTES No action was taken to approve the minutes from Senate meeting 34-07. EXECUTIVE BOARD ANNOUNCMENTS VICE PRESIDENT PRO TEMPORE BROWDER: Today I need your nominees for the Faculty Excellence award. Six colleges have submitted already. If you haven't taken your picture for the picture board please get with me this week. PRESIDENT MORADKHAN: The Board of Regents meeting was quite interesting. The tuition issue where out of states students moved here six months prior was addressed. The NRS has put a statute of limitation for 3 years. They are requesting that the attorney general find out if they have to go back to 1995. If anyone is effected by this, send them to the UNLV website on February 5. As far as the tuition increase, it will be heard at the Board of Regents meeting on March 18 and 19 at the DRI on the UNLV campus. I spoke to Dr. Fain and she'll be here to present the master plan to the Senate. The whole presentation will take 45 minutes. Mike Hamrick will also be here to speak. I went to the Inter-Athletic Council meeting. The teams are doing better academically then in the past. The committee revisions for Ways and Means, I had asked SENATOR CAZARES to work on it but she has told me she is to busy. I want to make a sub-committee that will only hear conference requests. If there's anyone interested let me know. You're going to see this on next week's agenda. You'll see a change in switching legal services to the literary magazine account and increasing the Senate discretionary by $15,000. SENATOR MAYER: The out of state residency deal, can you tell me about it? Students moving into Nevada and lived here for 6 months and when they enter the university and are enrolled they would qualify for it. SENATOR MAYER: Did they change it to 12 months? PRESIDENT MORADKHAN: It will be on the next agenda. SENATOR CAZARES: How does that work with the WUE program? PRESIDENT MORADKHAN: That's not affected. Once you're on, you stay on. SENATE PRESIDENT PRO TEMPORE CIANCI: Do your speeches. Wednesday is the last day to submit them. SENATE PRESIDENT AMES QUIT A: Those on the Ways and Means committee that after adjournment we will be setting a time for Friday to have a meeting. Students have waited way to long. REPORTS Senate Committee Reports SENATOR MULLINAX, RULES AND ETHICS CHAIRMAN: I passed out rules. Take a look at 8 and 9. For example if REBEL RADIO DIRECTOR GREENROCK submits something through a Senator then they have to put both their names on it. SENATOR CAZARES, CONSTITUTIONAL REVISION CHAIRMAN: I'm having a Constitutional Revision meeting for next Wednesday at 6pm. If you can't make it let her know. PRESIDENT MORADKHAN: There are revisions, when is the last day to submit them? SENATOR CAZARES: Deadline for submissions is Friday. SENATOR DONNELLY, CAMPUS SAFETY AND AWARNESS CHAIRMAN: I'm looking at having a meeting February 12. I've talked to Jen Peck about what to do. So I'll be in contact with her about ideas. Let me know ideas by the end of the week if you have any. SENATOR CORPUZ, WAYS AND MEANS CHAIRMAN: We didn't meet quorum today, so we will be meeting on Friday. It will go up to CCC. Unofficially right now there are two Senators resigning from the committee. So if anyone is interested let me know. We have been building templates for the next magazine. We're looking at just plugging in the writing and artwork. Rack Systems said the racks will be here Wednesday. I dropped off a huge stack of the magazine in the S.O.R.C.E. room and when I looked again today they were all gone. He then demonstrated the new Vagus Nerve website. ELECTIONS DIRECTOR EVANS: The Executive Board packets are out. I am working with NEVADA STUDENT AFFAIRS DIRECTOR TEGANO on Pizza, Pop, and Politics. I will be doing a test run of the election double voting system next week, i. ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: Tom Kaz, the hypnotist, will be performing next week. The noon scene went well. NEVADA STUDENT AFFAIRS DIRECTOR TEGANO: The most depressing thing is that almost 7 items are on the agenda to be funded. I've collaborated with the liberal arts director. If you have any questions about this let me know about. The cost that we're contributing is low and well worth it. Sometimes we can bring in an academic under price, but one of the things we can do is to improve that by bringing in speakers that travel and pay them what they're worth. One of the things is we're getting money to you and your colleges to put on lectures. It's important that all of you talk to me about what to do. Additionally my NEVADA STUDENT AFFAIRS ASSISTANT DIRECTOR BLOOD, has been meeting with the Cannon Research center about the survey. Next Thursday at 3:30 is a board meeting. Voter registration is being done by us as well. SENATOR MAYER: Would now be the proper time to disclose that NEVADA STUDENT AFFAIRS DIRECTOR TEGANO submitted those items through me? SENATE PRESIDENT AMESQUITA: Yes it would be acceptable. 3 Office of Student Information VICE PRESIDENT CHRISTIANSEN: I'm still taking applications. Have them contact me or fill out an application. Let them know that a big thing they'll be doing is trying to start with street teams. It closes this Friday the 6. If you want something in the OSI page get it to him by Friday at 5pm. SENATE PRESIDENT AMES QUIT A: Do we email our agendas to you? VICE PRESIDENT CHRISTIANSEN: Yes, but I have no way to put them up. REBEL RADIO DIRECTOR GREENROCK: I'm concentrating on getting new directors and setting up CD's on the net. I'm trying to get my staff together. SENATOR CRAWFORD: Are you going to put a link on your site to PUBLICATIONS DIRECTOR GEORGE'S? REBEL RADIO DIRECTOR GREENROCK: I'll take care of it. CSUN SERVICES DIRECTOR IZZOLO: Thanks to BUSINESS MANAGER HILL. Now disbursements no longer do all the organizations have to go through non-profit registration with the state. We will need to back track still to find out who paid and reimburse them for it. They still need their numbers and to turn receipts into BUSINESS MANAGER HILL. Now the $500.00 is from January - December, instead of fiscal year. ( Ways and Means so they didn't meet. If there are things about that I will be at the meeting and we'll figure it out there. We'll try to get that cleared up. SENATOR HEEG: Did you say they changed how they're giving out the amount of money? CSUN SERVICES DIRECTOR IZZOLO: You need to apply only once. So you can't apply in the spring and the fall semesters of the same year. Liaison Reports Greek Advisory SENATE PRESIDENT AMES QUIT A: Leadership summit is February 8 in the MSU. Thursday is the Condom Olympics in the Dinning Commons at 9:30pm. Club Seven is being rented out by RHA, but is open for the entire school. So please tell all classes and help promote this event. I apologize for not being here, but I have another meeting that is scheduled for the same time. If there are any questions please feel free to call me in the RHA office at 895-4671. Thank you. Student Athletics PRESIDENT MORADKHAN: I spoke to Eric Calver. He said that they will have a representative here. Student Body President's Advisory Council JESSICA ADLER: Sorry I wasn't here last week. The newsletter had a few typos in it. I'm always taking articles. Jessica.adler@ccmail.nevada.edu I'll be delighted to help you in any way to help with that. As far as the councils, we decorated the men's basketball team on Saturday and they won. We were unable to do it today. We've opened the chair positions again. I sent out a letter last week to all the member's of the council and just giving them a recap. We have 5 meetings scheduled for this semester. Next Thursday, the 12, in MSU 210N and all of you are welcomed to come. CSUN SERVICES DIRECTOR IZZOLO: How's the hotline? ADLER: I'll see what I can do but it's in ruins. I have all the documentation but nothing has happened. Student Health Advisory Committee None ROTC Cadet: We have our first website up with a link on the UNLV website. CCSN cadets are now taking classes here. It's located on the corner of Swenson and Tropicana. We have cadets make it on the Dean's list, and some going to active duty, and one to the reserves. Leadership Advisory Board SENATE PRESIDENT AMES QUIT A: We are meeting every Tuesday at 6:30pm. LAB will have a meeting to meet with a doctor of economics next week. Rebel Yell Report CHELSEY ANKENBAUER ADVERTISING ASSISTANT, REBEL YELL: The contest tomorrow has changed. We can no longer give out the $200 bar tab at Freakin' Frog. 5 You will be getting a burrito a week. A party pack for 25 people. Women will get tickets to "Men" and guys to "Showgirls". You need to fill out the waiver if you're going to participate. We will be having contests from 10:30am-lpm. If all of you sign up, I will bring you all a burrito. Saturday from 3pm-8pm, 15% of what you buy will go to save the Rebel Yell. The fastest time within the 6 rounds wins the party, and tickets. And the winner of the round wins a burrito a week for the rest of the year. For all the organizations, whoever brings in the largest number you will receive a party for 50 people. Plus, a movie night at the Frog without the alcohol. PUBLIC COMMENT Diana Higa, part of the Rebel Pride Council: I'm here to state that we have our applications out for all of our committees. I'm going to pass out these applications. CSUN funds almost all of our events, and we'd like to see some representation on our committees. They can also apply online. Mason Collins: I just wanted to show my face and say I'm running for the Senate seat next week. UNFINSHED BUSINESS SENATOR FLINNER moved to open nominations for action item A of unfinished business. SENATOR CAZARES seconded the motion. Motion PASSES UNANIOMOUSLY 18-0-0. a. Action Item: Election of one (1) student to serve on the UNLV search committee to locating a Dean of the University College. As submitted by Senate President Pro Tempore Cianci. (See attachment 34.07.02). SENATOR SUMNER moved to nominate SENATOR DONNELLY. SENATOR CIANCI seconded the nomination. There were no further nominations. SENATOR DONNELLY received the seat by UNANIOMOUS ACCLAIMATION. SENATOR FRIEDLIEB moved to approve unfinished action item B. SENATOR CAZARES seconded the motion. b. Action Item: Approval of Senate Bill 34-05, which proposes increasing the membership of the Scholarship Committee. As submitted by Senator Soldano. (See attachment 34.08.01). SENATOR SOLDANO moved to amend the item by striking, "8" and inserting, "at least 6 " . f> SENATOR CIANCI seconded the amendment. SENATOR MAYER: Was it originally from 6-8? SENATOR SOLDANO: Yes, but that's not how it was changed. SENATOR CRAWFORD: It was nine, but we didn't want to make it too big. So we made it 8. SENATOR MULLINAX: Whatever you do, a cap is a good idea. SENATOR FRIEDLIEB: I think that we did spend quite a bit of time in Bylaws on this, and I think we should stay on what we have. Amendment PASSES 14-4-0. SENATOR MULLINAX, SENATOR FRIEDLIEB, SENATOR JIMENEZ, and SENATOR MAYER oppose. SENATOR CRAWFORD moved to amend the item by inserting, "but not more than eight" after "at least 6". SENATOR FRIEDLIEB seconded the amendment. SENATOR THOMPSON: How many do you want on the committee? VICE PRESIDENT PRO TEMPORE BROWDER: I wanted 9, but that's just for me and this will stay for years to come. SENATOR CIANCI: This in addition to the Senate President, Vice President, and the Vice President Pro Tempore. It's not just 9 people. SENATOR MAYER: This was a compromise to 8, and we wanted to lower by one person, but we thought it was low enough to make quorum. SENATOR SUMNER: So you think one more person would cause a problem? SENATOR MAYER: This was a compromise. SENATOR MACDONALD: The problem isn't the number, it's that people commit themselves and don't go. You need to go to it. But if people aren't going to go they're, not going to go. SENATOR CIANCI: Today is a perfect example of this, but yet we still couldn't make quorum. Another problem with these numbers thing is always having the ability to tie in case it came up. And the point of it is to have a smaller committee so we don't have everyone in the meeting. 7 SENATOR CRAWFORD: We had talked about that too. About quorum and the even number, but u can't predict absences. So when they set it for a number but in the end you can't base the numbers off that issue. Amendment PASSES 17-1-0. SENATOR SOLDANO opposes. Item as a whole PASSES 17-1-0. SENATOR CIANCI opposes. NEW BUSINESS SENATOR MACDONALD moved to approve new business action item A. SENATOR CRAWFORD seconded the motion. a. Action Item: Approval of an amount not to exceed $2,750.00 for the William F. Harrah College of Hotel Administration: National Society of Minorities (NSMH) Annual Conference. Cost to be encumbered from the CSUN 2702 FY03-04 Senate Discretionary Account. As submitted by Senator MacDonald. (See attachment 34.08.02). SENATOR CRAWFORD moved to amend the item by striking, "$2,750.00" and inserting, "$3,000.00". SENATOR HEEG seconded the motion. a. Action Item: Approval of an amount not to exceed $3,000.00 for the William F. Harrah College of Hotel Administration: National Society of Minorities (NSMH) Annual Conference. SENATOR FLINNER and SENATOR THOMPSON oppose. SENATOR MACDONALD moved to approve new business action item B. SENATOR SUMNER seconded the motion. b. Action Item: Approval of Ea Madrigal to serve as the Assistant CSUN Services Director for the remainder of the term ending April 30, 2004. As submitted by Senator Corpuz. 8 Motion PASSES 16-0-2. SENATOR FLINNER and SENATOR THOMPSON abstain. SENATOR SUMNER moved to postpone new business action item C until the next meeting. SENATOR FRIEDLIEB seconded the motion to postpone. c. Action item: Approval of a six (6) credit fee waiver to be paid to the Assistant CSUN Services Director for the Spring 2004 semester. EXECUTIVE BOARD SUMMATIONS VICE PRESIDENT CHRISTIANSEN: I attended the Nevada Student Alliance retreat this weekend. We discussed about insurance coverage. We're the only university that has to do it. They'll be doing a what's going on with the turn over. I think it would've been better if it weren't for it being at the end of everyone's term. PRESIDENT MORADKHAN: I need to see the Senators for Hotel Administration and Urban Affairs. NSA meeting alliance agenda had on it a report from the controllers. All the controllers got together the way the salary structures are not uniformed. We do our stipends right and they will be taxing us on the stipend and the fee waivers. I'm looking into this and in the future we will be taxed on. The refrigerator was removed under my orders because of the smell. So I won't be signing off on student funds if you can't keep it clean. The microwave will move to the director's chambers SENATE PRESIDENT AMES QUIT A: Next meeting is going to be really long. I'm totally for combining and approving items that are similar. If you combine unlike items it makes it a lot harder. I know sometimes people make amendenments to stuff and it makes it easier if they're of the same type like all the stuff from Ways and Means. Discretionary, please come to the table with something there are concerns if we could see something just in a sub account for conferences so we can line item it for something which is more responsible.
