No action was taken. C. Approval of funding the Tennis Club $800.00. This item was withdrawn from the agenda. D. Approval of CNN Contract. No action was taken. E. Approval of transfer of $3000.00 budget authority from the operating line 3000, to the professional/stipend line, 1100, within the Yearbook Publications account, 6-2-457-4120-907. (lateral transfer of funds). Senator Spicer moved to approve. Senator Dixon seconded. The motion passed with 16 in favor, 0 opposed and 0 abstaining. t. Approval of contract with Creative Target for providing equipment, and set up. Senator Sarnelli moved to approve. Senator Muir seconded. No action was taken. G. Approval of Constitutional Amendments. -Chadwell Senate President Varona explained .the changes. This item was introduced. Senate President Varona asked the Senate if there were any objections to add two emergency items to the agenda. There were no objections. I. Approval of contract with Robert Hastings for March 10 for $600.00 plus one night lodging. No action was taken. J. Approval of clean-up for Saturday, March 1 after Video Dance Party for $75.00 to SOMA. Senator Spicer moved to approve. Senator Novak seconded. The motion passed with 15 in favor, 0 opposed and 1 abstaining (Menke). IX.Open Discussion Senator Spicer discussed his campaign party. Senators Dixon and Adams left the meeting. Senator Novak displayed to,the Senate his cards. Senator Menke discussed the Connection and the Yellin1 Rebel issues, ijournment Senator Zayas moved to adjourn. Candidates for elective offices must be qualified to hold those offices, from the time of filing. C. Qualifications to Hold Elective Offices: 1. tCSUN membership] Matriculated CSUN members. 2. May neither file for nor hold more than one officer ship simultaneously within CSUN. 3. A cumulative Grade Point Average of not less than 2.0. 4. Judicial officers shall be installed on the date of their appointment, 4. The Chief Justice shall administer an oath of office to each Executive and Legislative officer prior to their taking office. a. No officer shall take office prior to receiving and affirming the oath of office as set forth herein. b. Executive officers shall serve a one year term, from May 1 to April 30. Outgoing Executive officers shall serve as advisors to their-successors during the first month of their successors' terms of office, 2. Legislative officers shall serve a one year term, from November 1 to October 31. 3. Judicial officers shall serve a two year term from the date of appointment. G. Vacant Offices: 1. Vacancies in Executive Offices: a. In the event of the vacancy in the office or temporary absence of the President, the Vice P r e s i d e n t shall assume the office of President for the remainder of the term or for the duration of the temporary absence of the President with all the powers and responsibilities of that office. b. In the event of the vacancy in the office or temporary absence of both the President and the Vice President, the Senate President shall assume the office of the President for the remainder of the term or for- the duration of the temporary absence of the President w i th a 11 the powers and responsibi 1 i t ies of that office. c. Vac anci es in Legisi ati ye Off ices: In the event of the vacancy of a Senate seat, the Senate shall appoint a replacement to hold office for the remainder of the term. ARTICLE V . EXECUTIVE BRANCH A . Definition: The Executive Branch of CSUN shall be the Executive officers and the Executive Board. B . Composition: The Executive officers of CSUN shall consist of the President, the Vice President, and the- Senate President. C. President: 1. The President shall be the chief administrator of the government and legal head of the organization and shall therefore be responsible for the administration and execution of all Executive actions of CSUN. 2 . The President shall be an ex officio, non-voting member of the Senate, 3. The President shall be empowered to veto, as a who 1 e any Senate action, e xcept the endor sement of resolutions, the Esue ten tation 3 susta i nmen t of irapeachmen t s , the est ab1i shme nt of commi 11ee s, and the a pp o i n t m e n t of S e n a t o r s , w i th in forty-eight hours of adjournment of the meeting at which it was passed. 4. The President shall be empowered to call emergency sessions of the Senate. 5. The President shall present a State of the Campus Address at the first Senate meeting of each semester , 6. Vice Presi dent: 1. The Mice President shall assist the President in the adm in istra ti on and e xe cu t i on of Exe cu t ive actions of CSUN. 2. The Mice President shall be an ex officio, non—voting member of the Senate. 3. The Vice President shall act as liaison between the Judicial Council arid the Executive Board. 4. The Vice President shall be an ex officio, non-voting member of all CSUN Boards [andlj. commi 11 e e s , and agencies. 5. The Vice President shall perform all other duties delegated by the Senate. E. Senate President: 1. The Senate President shall administer to, execute for, and preside over the Senate, shall be the spokes[man]person for the Legislative branch of C S U N , and shall be liaison between the Legislative and Executive branches of CSUN, 2. The Senate President shall be responsible for publicizing the agendas and maintaining the minutes of Senate meetings. 3. The Senate President shall be responsible for maintaining adequate facilities for those wishing to attend Senate meetings. 4. The Senate President pro tempore and Vice President pro tempore shall serve as ex officio, non-voting members of the Executive Board. 4. The Executive Board shall nominate candidates tor-all appointed posits o n s unless o t h e r w i se specified in the Constitution or its bylaws. 5. Each Execut i u ^ of f i cer shall receive a Regents' Grant-in-aid, in Econ.juction] conjunct i on with CSUN -funds, equal to the cost 0+' tuition and f e e s . 2. Each Executive o-f-f i cer shall receive a minimum stipend o-f $75.00 per month, but in no esse shall a n y o -f -f i c e r or official r e c e i v e s t i p e n d s ; n a. n amount greater- than that received by the Presi dent. 3. Outgoing Executive officers shall receive remuneration during the month they serve as advisors to their successors. 4. Thh remuneration o-f the Executive officers is contingent upon their- abiding by an employment limitation of fifteen hours per week, unless that limitation has been waived by the Senate. ARTICLE VI. LEGISLATIVE BRANCH A . Definition: The Legislative branch of CSUN shall be the Senate and its committees. B. Composition: The Senate shall consist of twenty representatives. Each college shall receive at least one Senate seat and the remaining Senate seats shall be apportioned according to the percentage of CSUN enrollment at MMLV. Students who have not declared a major shall be considered as a college for-r- epresen tat i on purposes. C . Powers and Responsibilities: 1. The Senate shall be empowered to enact any legislation that falls under the jurisdiction of C S UN g 0 v e r nm e n t . 2. The Senate shall be empowered to enact Eantilx am e n d , and waive by1 aw s by a t w ©—thirds [majority] vote. 3. The Senate shall be empowered to sustain impeachment charges by a two-thirds [majority] vote. % 6. Senate approval is required for disbursement of CSUN funds. The Senate may, by a two-thirds vote, permit the Executive Board to make expenditures of up to $500.00 without Senate approval • Such permission may be rescinded by .a simple majority vote. All such expend!tures roust be reported to_the_Senate. 10. The Senate shall have final authority to approve or disapprove the annual CSUN budget. 11. The Senate shall be empowered to waive the fifteen hour per week employment limitation upon Executive officers by a two-thirds [majority] v o t e . 12. The Senate shall be empowered to assign and alter stipends for officers and officials by a two-thirds [majority] vote unless otherwise specified in the Constitution. 13. The Senate shall be empowered to override Presidential vetoes by a two-thirds [majority] v o t e . 16. The Senate shall be empowered to initiate, amend, and rescind operating po1 icies of CSUN a n t i t i e s . 17. The Senate shall be empowered to initiate ConstitutionaI am e ndments by a two-thirds vote . 18. The Senate shall be empowered to establish standing and ad hoc committees. 19. The Senate shall require the regular attendance of the Senators. A Senator who accumulates three unexcused absences in any six month period within a session shall be dismissed from the Senate, unless the third unexcused absence is overridden by a two-thirds [majority] vote of the Senate, which is to be considered as its first item of business following Roll Call of the next regular-meeting of the Senate after [which] the third unexcused absence was issued. 20. The Senate shall be empowered to approve and disapprove nominations for vacant Senate seats. 21. The Senate shall require a quorum of two-thirds of the current Senate membership, 22. Neither proxy votes nor absentee ballots are permitted during Senate meetings. 23. The Senate shall maintain records through a secretary, 24. No Senate shall elect a Senate President pro tempore to serve in a session other than its own. ARTICLE VII. JUDICIAL BRANCH A . Definition: The Judicial Branch of CSUN shall be the Jud i c i al Counc i1. B. Composition: 1. The Council shall consist of five to seven voting members. 2. The Council shall not render any decision until five Justices have been appointed. C . Eligibility: To be eligible for appointment to the Council, a student must Chave an overall cumulative G.P.A, o-f not less than 2.75 and be student in good standing] be a _ m a j r i c i a ^ t e d _ ^ ^ overall Srade Point Average of not less than 2,/5, be in pood standing, and complete at least six credits each semester while in office. D . Chief Justice: 1. The Chief Justice shall preside over all Council mee t i ngs. 2. The Chief Justice shall be responsible for publicizing the agendas and maintaining the roi nutes of al 1 Counc j ] rnee t i n g s . E. Associate Chief Justice: 1. In the e v ent of a v a c a n c y in t h e p o s i t i o n o f Chief Justice, the Associate Chief Justice shall assume the position o-f Chief Jest i ce until a new Chief Justice can be appointed. 2. In the event of the absence of the Chief Justice, the Associate Chief Justice shall assume the position of Chief Justice for the duration of the absence , F. Powers and Responsibi1ies: 1. The Council interprets the Constitution, a. The Council may decide the constitutionality of acts of or within CSUN entities when requested to do so by an Executive officer- or Senator, b. The Council may invalidate an improperly conducted election. The decision must be rendered within two weeks of the election in quest i o n . c . The Council may decide appeals initiated by CSUN members [of] on decisions of CSUN entities. 2 .
