"A s basic large-scale industry develops in Eldorado Valley, special and service industries will undoubtedly find other areas in Southern Nevada more appropriate and conveniently located for their particular operations. Ample areas are available in Las Vegas Valley for additional industries that would not be objectionable from the standpoint of their effect upon the residential, resort and recreational economy of Las Vegas. In Henderson there are also substantial' tracts of land available for industries that could utilize the raw materials available from the Basic Management industry group.” Planned industrial development of Southern Nevada’s natural resources, which include all of the essential basic elements and factors, is a desirable means of further improving the balance and stability of the present economy,* as well as contributing to the economic growth of the area, it was declared. It is also foreseen that it would result in influencing a more favorable attitude toward the area by investors and financing institutions. th e southern part of the state <is the most logical area for such development due to is close proximity to the substantial Southern California market and its access' to Lake Mead Water, it also was noted. Substantial benefits are expected to accrue to the entire state by creating a better balanced statewide economy and by adding greater value to mineral resources qnd diversifying tax revenues. Pending final outcome of the proposed Congressional legislation, the Eldorado Valley land embraced in the contemplated industrial devel-, opment i program has been withdrawn from all forms of entry, sale, lease, selection or disposal of any kind under the public land laws it was announced, This was accomplished several months ago, pending completion of studies, by filing a formal application for withdrawal with the United States Bureau of Land Management in accordance with Federal statutes and an Executive Order issued in 1952 which proyijle for such protective procedure when it is in the interest of the general public.
