has “togas — Hay IS* 1344 1 33-3 Mr. Lsc< A, MeIIam#®s Confirming our conference today. X believe we should file with the State toglneer a blanket protest against promiscuous drilling.of Artsalan wells in the has togas Talley, toe reasons for this are twofold j (a) An alarming decrease in the production of our individual wells. (b) Increasing demand# on the present available *»ppiy. toe decrease in production of wells and springs was discussed with State Engineer represent at ires in confer* ence at has togas, Say 34, and X wm sure that they are also aware of the fact that steps should he taken to conserve the supply la the underground channel. In the past it has been my understanding that when an application Is filed and after its publication no protests have been received, the State Engineer has no other course than to grant the application, toe purpose of filing a blanket protest 1* to- encourage the State Engineer to withhold approval of future applications until it is known that the water will be put to a beneficial use m d that it will not detract from the supply furnished to the 01ty of has togas. With regard to increasing demands, yew are aware of the fact that approximately 1500 new homes have been constructed in this vicinity in the past' eighteen months and while further mass construction appears to be at a stand- still, nevertheless we are me*'beginning t© feel the heavy demand from heusse already built* lew residents are planting lawns all over the city and new lawns require an immense amount of water. To be specific, our mas&mum output last year during the heaviest month (August)' averaged 1 million gallons per dsyj last Friday when the temperature resold 96° her® we wore required to produce the same amount, ~3 million gallons per day, and have by no means reached the peak of the scums* requirements.
