Approval of monthly stipend expenditures in the amount of $300.00 to be paid retroactive from November 28, 1994 to October 31, 1995 plus twelve (12) credit fee waiver for the position of CSUN Senate President Pro Tempore (Patrick T.C. Smith) to be encumbered out of the FY 94-95 CSUN 2702 (GenExp) account (tabled at meeting 25- 06 on January 23, 1995); VIL NEW BUSINESS A. Approval of expending an amount not to exceed $1,500.00 for host (food) expenditures in connection with CSUN-Student Government co-sponsorship with the MSU International Students and Faculty "Welcome to UNLV" reception to be held in the Moyer Student Union Rooms 201-202 at 5:00p.m.-9:00p.m. on Tuesday, February 14, 1995 to be encumbered out of the FY 94-95 CSUN 2705 (E&P) account; B. I. CALL TO ORDER SENATE PRESIDENT ROMERO called the meeting to order at 6:34p.m. H. ANNOUNCEMENTS STUDENT BODY PRESIDENT BOIXO - tomorrow will be our first admissions trip to Gorman High School, Senators Carroll and Fleischman will be going and it should go well. There is a meeting on Friday for the Presidential Candidates, we will be meeting with the first candidate Carol Harder, if you would like to attend you need to contact me because only thirty people will be allowed to attend. The bid for elections services has been sent to purchasing and has been looked over by myself and President Romero. STUDENT BODY VICE PRESIDENT LAGOMARSINO - filing is starting this week for Executive Board elections. Will have the evaluations of the Directors in the boxes tomorrow. The End of the Year banquet is all planned out. SENATE PRESIDENT ROMERO -1 have to leave for a meeting at 7:00 so Senate President Pro Tempore will be taking over. We have four Senators who have resigned they are Senators Quails, Caban, Volkert, and Ray, so if you know of anyone interested in the seats of Studies, Architecture, Health Sciences, and Hotel Administration let them know they are open. SENATE PRESIDENT PRO TEMPORE SMITH - next week there will be some Entertainment and Programming items so please come into the office ahead of time so any problems can be hashed out before the meeting. V. BOARD & COMMITTEE REPORTS A. SENATE COMMITTEE REPORTS a. Rules & Ethics, CHAIR SCHWARTZ - none. b. Campus Safety & Awareness - none. c. Bylaws, CHAIR BLOCK - none. d. Ad hoc Constitutional Revision, CHAIR CAMPBELL - none. e. Ways & Means, CHAIR FOX - there will be a meeting after the Senate meeting. f. Student Health Liaison - none. B. DIRECTORS REPORTS a. Entertainment & Programming, DIRECTOR REEVES - absent. b. Nevada Student Affairs, DIRECTOR JOHANNSSON - report given by SENATE PRESIDENT PRO TEMPORE SMITH - due to the change in meeting schedules I will be unable to give my reports. Senators Block and Campbell are on my board and I am confident that they will be able to answer any questions the Senate might have. I have been working this week with Directors Wallace and Greenhalgh, their reports will detail our activities. There will be an NSA board meeting this week report of this will be forth coming. c. Office of Student Information, DIRECTOR WALLACE - absent. d. Organizations Board, DIRECTOR PHILLIPS - card swiping went well, tickets have been distributed. There is now a section of Senate seats being pulled from Organizations, they are good seats so I would appreciate you using them. e. Student Services, DIRECTOR GREENHALGH - absent, but asked that Senators Rivera and Fleischman be appointed to his board. Motion made to close nominations by SENATOR SMITH, seconded by SENATOR VODRAZKA. Move into a vote. Motion passes 17-0-0. Seeing no objection SENATORS RIVERA and FLEISCHMAN receive the seats by unanimous acclimation. C. BUSINESS MANAGEMENT REPORTS a. Consolidated Student Business Manager - BUSINESS MANAGER CALLSON - refer to audio tape for budget break down. b. KUNV 91.5 FM - GENERAL MANAGER FULLER - there will be a Funding Drive from February 13th to the 24th, anyone who would like to volunteer would be appreciated. c. Residential Hall Liaison - none. D. FACULTY SENATE SEAT REPORTS - none. VI. UNFINISHED BUSINESS No action taken on Item A. B. Approval of monthly stipend expenditures in the amount of $300.00 to be paid retroactive from November 28, 1994 to October 31, 1995 plus twelve (12) credit fee waiver for the position of CSUN Senate President Pro Tempore (Patrick T.C. Smith) to be encumbered out of the FY 94-95 CSUN 2702 (Gen) account (tabled at meeting 25-06 on 01/23/95); Motion to remove from table by SENATOR SCHWARTZ, seconded by SENATOR FLEISCHMAN. SENATE PRESIDENT PRO TEMPORE SMITH - is there a breakdown? SENATE PRESIDENT ROMERO - there are no breakdowns. Motion to table made by SENATOR SMITH, seconded by SENATOR SCHWARTZ. Move into a vote. Motion passes 17-0-0. B. Nomination /Approval of Student Body Vice President Andre M. Lagomarsino as Interim Elections Board Director until such time needed as necessary to fill the position of CSUN Elections Board Director to regulate the 1995-96 UNLV Executive Officer Elections; Motion to approve made by SENATOR RIVERA, seconded by SENATOR SMITH. SENATOR CAMPBELL - this wording is very vague, could you explain what the term needed is. PRESIDENT ROMERO - we have a bylaw that creates that position. SENATOR VODRAZKA - so we are actively pursuing an Elections Board Director now and he is filling the position until we find one? PRESIDENT ROMERO - yes, it is their desire to carry through the ten day filing period. SENATOR FLEISCHMAN - have applications been turned in for the position? VICE PRESIDENT LAGOMARSINO - yes, and we have contacted some of the applicants, but unless they are willing to do the job for free they wont be voted on or approved. We already have the required board and there will be a service to come in and tally, so most of the work has been done already. Move into a vote. Motion passes 14-0-3. SENATORS VODRAZKA, FAYYAD, and LAXAGUE abstained. SENATE PRESIDENT passes the gavel to SENATE PRESIDENT PRO TEMPORE SMITH at 7:00p.m. C. GENERAL MANAGER FULLER - yes, they were. Motion made to amend amount to $651.50 by SENATOR VODRAZKA, seconded by SENATOR ZUREK. Move into a vote. Motion passes 16-0-0. Move into vote on the amended item. Motion passes 16-0-0. VHL PUBLIC COMMENT IX. OPEN DISCUSSION DIRECTOR WALLACE - thank you to everyone who expressed interest in going to the high schools, I spoke to admissions and we will be going to all the high schools. We have two dates in March and April. Bishop Gorman will be tomorrow morning at 8:00a.m., be at the Admissions office. I have been working on the OSI page for the newspaper and I have been working on the advertising for the Executive Board elections. President Boixo expressed to me that she would prefer that only traditional age students attend. DIRECTOR GREENHALGH - the selection of hosts for career day will begin on Saturday so get your applications in, if you don't turn them in you wont be selected. Director Johannsson and I are working on a Student Life Assessment its a questionnaire about how they feel their student life is being spent. We want to know what they think is necessary or what they would like to have. The most productive result would be for you to take these surveys to your classes so that we can get a good cross section of students. Tell your classes about 'Talk to Mic.', we will have an open microphone in the amphitheater for students to speak their mind. Lastly, I am thinking of opening the reception at career day open to all students, but it will cost me about $5,000.00 more but I want your input on this. SENATOR LAXAGUE -1 thought it was a bad judgment call for President Boixo not to announce the times for the Presidential Candidate meetings. Also for Elections Board Director, we need to advertise vigorously because I haven't seen very much advertising for the position. The 'Talk to Mic.' idea sounds interesting. PAGE 5 SENATE MEETING 25-07 / MONDAY, JANUARY 30, 1995 SENATOR FAYYAD - I think the 'Talk to Mic.1 idea sounds cool. I'm confused on the way the trips to the high schools are being run. SENATOR CAMPBELL - Again the 'Talk to Mic.' thing is really cool, everyone has the right to say what they would like to say. As for the high schools, I'm going to my high school whether she wants me to or not, and if I have to show up on the door of my high school I will be there. As for the tickets for the Senate that are missing President Boixo has them so if you want your tickets you have to find her. As for the Directors it is ridiculous that only two showed up to the meeting and Director Reeves left before she could even give a report. There was a request from MSU for a master calendar and we don't even have one made up. SENATOR TOLBERT - thank you for handling the situation at the last meeting, I was stuck in Utah, but I heard about it. Entertainment & Programming I have been disturbed about too. Director Reeves couldn't even come down here and help the Mastercard Acts representative. We need more entertainment on campus. SENATOR FLEISCHMAN - the 'Talk to Mic.' thing is a great idea, I hope that there are not problems. As far as the high schools are concerned, I think anyone who would like to go should be allowed to. The Adam Sandler thing went I thought that was poorly planned and taken care of. The Mastercard Acts event had a poor turn out, I was disappointed with that. I was worried about making quorum tonight, and as for the Directors turn out I know they have classes, but I left early from class last semester when I got this position I'm sure they can work something out. They are stipend positions and they are required to be at the meetings. SENATOR ANDERSON -1 didn't think the career day reception being open to all students was a good idea, but in retrospect I can see that it is, I want to encourage you all to attend. With 'Talk to Mic.'just be aware that you cannot restrict what people are saying. SENATOR RIVERA - President Boixo is doing it again, there are federal laws in this country, but I'm just going to show up at my high school anyway and if she doesn't like it too bad. There will be copies of the parking findings out, I already sent copies to the Regents and James Embrey at the newspaper. SENATOR EISEN - I'm interested to see how the 'Talk to Mic.' thing goes. Also, I wanted to let you know that I agree with everyone else about attending the high schools, I think the age requirement is ridiculous. Alumni carry more weight that others, and as far as age there are so many different areas on this campus and I would think that it would be more important to have students that could answer their questions. SENATOR VODRAZKA - age requirement is ridiculous. I am impressed that President Boixo is going to all the schools, we were complaining that she doesn't do her job and she PAGE 6 SENATE MEETING 25-07 / MONDAY, JANUARY 30, 1995 is willing to go to off campus as President to talk to these students. What we also need to take into account is that if there is someone more qualified to go they should be allowed. SENATOR PIDA - What President Boixo is trying to prevent by not announcing the times is people coming in in the middle of the meeting. We are down to the last few candidates so it is important that you come in and see them because you need to see how they react to questions and relate to students, looking at them on paper is totally different. We don't have an Elections Board Committee because the members of the board last semester were freshmen and had not credits prior to the elections, by a bylaw in our constitution that would nullify the election so these members would have to be reappointed. SENATOR MCLAIN - I think everyone else said everything. SENATOR CARROLL - I'm glad I get to go tomorrow. My question with Adam Sandler is why were we selling tickets before the event was approved, I wish Entertainment & Programming was here to answer questions. SENATOR FOX - as far as traditional age students going to the high schools, we shouldn't be allowing anyone who has been out of high school more than four years go to the schools because that wouldn't be fair either. That is ridiculous you can't get through many of the schools in four years. With the directors, we do have a problem. I don't mind that some of the time they can't be here, but they still need to get a report to us. SENATOR WONG -1 agree about the directors, I had to beg with my professor to let me switch class times so that I could be sure I could make the meeting. SENATOR ZUREK - everything has been said. SENATOR SCHWARTZ - I have to agree with what has been said already. I agree with Senator Vodrazka it is good to see President Boixo getting involved but if someone else is more qualified they should go, and the age thing has to go. Other than that with the Mic. I hope it works, if its an on going thing just so everyone is aware if you plan to run in the elections you cannot use it to campaign. SENATE PRESIDENT PRO TEMPORE SMITH - the KUNV thing, I have done it every year and you just have to sit and answer phones. There are now Outstanding Student Recognition forms in your boxes. Altered Olympics was a really good time. The Entertainment & Programming that is coming up I put on the agenda myself and have been planned a month in advance, and I got reprimanded for going over someone's head.
