Announcements Chairman Jimenez distributed to board members a KUNV informa-tion packet. IV. Reports A. General Manager KUNV General Manager John Wennstrom addressed the board. He noted the attendance of the full board at this meet-ing was an excellent sign. He gave a report of the back-ground of the radio station, explaining it had taken at least twelve years to get the station on the air. He told the board the station license is held by the Board of Regents and that CSUN acts on behalf of the regents in operating the station. He explained that the station bylaws require that at least three quarters of all produc-tion positions be held by students, the program director is a student and as many positions as possible are filled by students. The overall cost of building the station amounts to about $200,000. All but $40,000 of that amount has been paid and the station has a $40,000 loan. The station can be operated with about 60,000 1982 dollars. The station has requested for this year's budget $51,000 in student fees and plans to generate $30,000. $30,000 has already been raised for moving the transmitter. KUNV has at this time $38,000 in cash allocated for moving the transmitter. Any excess will go toward the first loan payment. The loan will be repayed in $3,000 quarterly installments, the first installment to be made after the transmitter has been moved. The trans-mitter was to have been moved by 01 August but now a I. II. Dr. Goodall has been informed of this change. Wennstrom predicts two thirds of the station's operating expense can be paid with generated revenue after the loan has been paid. In two to three years the station may need only from $15,000 to $40,000 in student fees annually. Wennstrom reported the FCC had recently changed its rules to allow noncommercial stations to rent their subcarriers. In a year the station will publicly announce its subcarrier is available for rent. This year the station has a one year contract with High-lights, Inc., for the experimental rental of the sub-carrier. The arrangement is only experimental because normally the state must allow for bids on items such as this. In future years income from the rental of the subcarrier may directly offset student fees revenue used by the station. B. Program Director KUNV Program Director Bruce Dyer addressed the board. Dyer distributed a report on area station rankings. KUNV is sixth in the valley for 14 to 17 year olds, sixth for 18 to 24 year olds and fifth for 25 to 34 year old males of twenty stations. Dyer explained the KUNV office was fairly unorganized when he began serving as PD but is now becoming more professional. The station has introduced a new poetry show and a travel show and is working on a comedy show. The station would like to form a basketball team to compete with other local stations. When the transmitter is moved the entire valley will be able to pick up a clearer signal for KUNV. Robert Holliday is the Urban Sunrise producer, Tom Hawley is the jazz'producer and Jim Hooper is the rock producer. Dyer has worked at KUNV for about two years. General Manager Wennstrom explained the station broadcasts a Sportspage twice weekly. The station covers four sports seasons yearly with play by play coverage. This includes high school basketball and football, UNLV Lady Basketball and UNLV baseball. The station covers about 80 games a year which makes them number one in the valley for local coverage. When the station dropped news it bolstered its public affairs broadcasting. The station also serves three demographic groups no other station in the area serves. (Black, Hispanic, Senior Citizens) Because KUNV is locally programmed the DJs have a lot of artistic control. The station runs PSAs at least twice per hour, giving priority to CSUN and UNLV events. The station is looking forward to working as closely as possible with the Entertainment and Programming Board. Senator Long commented he would be able to act as a liaison as he has been nominated for a position on the E&P board. V. FY84 Radio Station (901) Budget RajEael Villanueva moved to approve the FY84 budget submitted by General Manager Wennstrom._ /Tony West sec-onded the motion. TDllscussIon "TOOK place". Wennstrom ex-plained the station will only spend for travel for sports coverage an amount equal to the amount donated for that purpose. He also pointed out a program guide will not be published unless adequate funds for print-ing are raised but that this is an important item for KUNV because unlike other stations, KUNV is a multi-format station. The electrical power expense may not be this high because after the move air conditioning is included in the rent expense and the total amount of power needed in the new location cannot be accurate-ly predicted. The motion passed UQanimously. A copy request is attached. B'.v/Approval of FY84 Fundraising Guidelines General Manger Wennstrom presented to the board a pro-posal for fundraising procedures. SejQa.tox,--I3ong-moved to approve the adoption of these guidelines, effective 2T~August 1983, with the understating that station management would work presently toward implementing these guidelines as soon as possible. Charles Martin seconded the motion. Discussion took place. Wennstrom explained that these procedures are in addition to procedures already established by UNLV and the CSUN business office and that all standing procedures will also be followed. Wennstrom explained that although the policy prevents salesman from accepting cash in the field he is reluctant to prevent salesman from accepting checks and money orders in the fields be-cause the most important skill of a salesman is closing a deal - actually getting a check. In light of this he proposed a procedure involving a donation form which will be numbered and checked out and will serve as temporary receipts. Field solicitation accounts for about 30% of the station's generated revenue. This procedure covers general operating grants, underwriting and paid commercials. New FCC rules allow noncommercial stations to sell commercials to noprofit organizations. The form attached to the proposal will be revised and submitted at the next meeting. The motion passed unanimously. A copy of the proposal is attached. General Manager Wennstrom presented to the board a proposal for the FY84 fundraising strategy (see attached). Tony West moved to approve the proposal. Senator Long "seconded the /notion. Discussion took place. Wennstrom pointed out that underwriting donations are used to support specific programs and mention acknowledging donations are made during the C. Rafael Villanueva moved to approve KUNV's proposal ~Tor~TIwenty percent commissions for those responsible for underwriting, general operating grants and paid commercials. Senator Long seconded the motion. Discussion took place. The motion passed unanimously. D. Approval of KUNV Affadavit .Rafael Villanueva moved to approve the proposal by members to read the explanation__of KUNV Transmitter Operator Responsibilities and sign an__.a_ffadavit attesting to the fact that they have read the memo and that they meet the requirements and to approve the affadavit sample submitted. Tony West seconded the motion. Discussion took place. Wennstrom explained the station was inspected by the FCC three weeks ago and the biggest complaint was the station's logs and that this policy should help alleviate the problem. The motion to approve the proposal and the affadavit passed unanimously. E. Official Response of FCC Visit, If Required The response of the FCC has not been received yet. VII. Open Discussion The board discussed the transmitter move and future meeting times. Wennstrom announced he would be on vacation 12 through 2 8 August. Wennstrom invited the board members to listen to KUNV and provide feedback. X, Adjournment Chairman Jimenez adjourned the meeting to the call of the chair at 12:39. KUNV is required to strictly abide "by all rules, regulations, and procedures established by the University of Nevada, the Consolidated Students, and the Federal Communications Commission in the solicitation of all funds, grants, donations, and other monetary receipts connected with the operation and management of KUNV. This document does not supersede any pre—existing rules, regulations and procedures established by the University of Nevada, the Consolidated Students, or the Federal Communications Commission. The solicitation and collection of these funds shall be under the direct supervision of the KUNV General Manager; the deposits and permanent record of KUNV's fund-raising activities shall be under the direct supervision of the CSUN Business Manager. page 2 CASH PAYMENTS Cash payments can be accepted only at the CSUN Business Office. The procedure will be as fallowss 1) The Business Office staff, acting for KUNV, will accept the cash payments and issue receipts according to established CSUN regulations. At no time will the cash or the Cash Payment Receipt Book be taken from the Business Office by KUNV staff. 2) The yellow receipt copies will "be forwarded to KUNV. 3) KUNV will prepare appropriate deposit forms according to established CSUN regulations. The deposit forms, yellow receipt copies, and other necessary paperwork will be submitted to the CSUN Business Office, 4-) The Business Office will deposit the cash directly. t HOW-CASH PAYMENTS 1} KUNV will issue receipts for all non-cash payments in accordance with established CSUN regulations. Only the KUNV- General Manager, the Program Director, or secretarial staff may issue said receipts. The Non-Cash Payment Receipt^ . Book and associated paperwork must be kept in a..secure -area at all times. 2) Receipts must indicate whether the payment, is tax-deductable (such as pledges, grants, underwriting) or non-tax-deductable_. {such as paid commercials, advertising, ticket sales, etc.) page 2 Hm-Caah. Payments. Continued 3) Appropriate deposit forms will be completed according to established CSUN regulations. Each deposit form will "be assigned an identifying number. On the blue receipt * f copies contained in the Non-Cash Payment Receipt Book, the correct deposit form number will be written. h) The deposit form, checks or money orders, yellow receipt copies, and other necessary paperwork will be attached - together and submitted to the KUNV General Manager. 5) The General Manager will inspect the deposit materials, verifying that the deposit form number listed on each blue receipt copy in the book is accurate. The- General Manager will initial next to each deposit form number in the Receipt Book as a part of his inspection. The materials will then be submitted to the CSUN Business Office for deposit. 6) All checks or money orders not yet- attached to deposits forms will be kept in secure conditions in the Deposit Envelope. FIELD SOLICITATION page 2 Cash payments cannot be accepted in the field unless prior permission has "been obtained from the Radio Board and all procedures have been approved:in advance by the CSUN Business Office (for special projects such as benefits, concerts,~concessions, and merchandise sales Authorized KUNV representatives may accept non-cash payments as General Operating Grants, Program Underwriting Donations, and paid commercials according to the following procedure.' • ' ' 1) The General Manager, Program Director, and secretarial staff will issue blank, numbered, KUNV Grant/Underwriting/Commercial forms to KUNV representatives who sign for them in the G/U/C log. 2) Representatives will complete the form and give the donor a copy of the form at the time that the payment is accepted. 3) Representatives will personally present.the check or money order and the G/u/C form to the General Manager, Program Director, or secretary, who will write and sign a receipt in the Non-Cash Payment Receipt Book. b) The receipt will include the G/u/c form number,and the G/u/C form will indicate the receipt number. 5) Representatives will initial the receipt at the time it is writtenj the representative is personally accountable for any check or money order he/she has accepted until he/she has initialed the receipt. 6} Representatives must return all unused forms to the General Manager, Program Director, or secretarial staff. The representative and the authorized staff member must initial the G/U/C log at the time the unused forms are returned. page 2 Field Solicitation. Continued ?) This request will include the full name of the representative with signature, full address, social security number, amount to be_paid, and specific documentation of the grant, donation, or payment in the form of receipt number and G/u/c form number. SPECIAL PROJECTS All arrangements for fund-raising activities not specified above (such as benefits, concerts, concessions, merchandise sales) must be approved in advance by the Radio Board. Attendance at the KUNV FM Operator Lecture (offered at the beginning of each semester) 2. Possession of a valid FCC restricted operator permit 3. Attendance at a KUNV Board Class 4. An official written appointment as a permanent, temporary or substitute KUNV staff member by a KUNV Producer, or the KUNV' Program Director or General Manager. 5. A current KUNV staff application on file in KUNV'S personnel file. 6. Submission and approval of an audition tape recorded and announced by the applicant. DEFINITION OF RESPONSIBILITIES: "At a radio broadcast station, whenever it is "on the air" it must be under the control of a licensed operator. Other, unlicensed persons may use the microphone (announce), run the tape decks, edit news programs and so forth, but the hour by hour technical control of the transmitting system-involving modulation, operating power and, possibly, antenna pattern— are the responsibility of the operator." --Broadcast Operator's Handbook, FCC KUNV 91.5 FM page 1 of 3 page 2 of 3 (cont. Definition of Responsibilities.) "Transmitter operators are responsible for proper operation of the equipment. A KUNV FM Operator may only make minor routine operating adjustments only of external controls necessary to turn the transmitter on and off, to compensate for voltage fluctuations in the primary power supply, and to maintain modulation levels of the transmitter within prescribed limits. The operator is not permitted to make repairs, handle maintenance nor make adjustments. . - It is extremely important that transmitter operators know how to read and evaluate the required meters and monitors, and to know when adjustments are to be made or when the station;s First Class operator should be notified of impending problems. The operator must also know when the transmitter should be turned off because of serious malfunction. Detailed charts or instructions should be available to the operator so that he can readily determine that the transmitter is operating correctly and within the terms of FCC rules and station license. —FCC Rules and Regulations 73.93, 73.265, and 73.565 POSTING OF OPERATOR PERMITS': "The operator must post his permit or posting statement at the place where he is on duty at the transmitter control point, (KUNV, Master Control Room). FCC Form 759 is a posting statement used by operators employed at more than one station. The permit is posted at one station and FCC Forms759 are posted at other stations where the operator is employed. The station license.and other operating authorizations must be posted at the transmiiter control point with all terms visible. —FCC Rules and Regulations 73.92, 73.264 and 73.564 SUMMARY OF RESPONSIBILITIES: 1. To be familiar with and keep current with-the provisions of applicable laws, rules, treaties, and regulations governing KUNV. 2. To accurately and completely keep the KUNV Operating (Transmitter) and Program Logs. Specifically, to sign on and off duty with full signature and exact times when you actually go on and off duty on both logs, to take and log required meter readings once every two hours, and to take appropriate action, including consulting management, if any problems with the transmitter occur. Operators are reminded that the following additional information is also kept in the operating logs: a) Time transmitter signs on and off, including emergencies, if any. b) Time programming begins and ends, including emergencies, if any. c) Tower Light Observation d) EBS Tests received by KUNV e) EBS Tests broadcast by KUNV f) Major technical difficulties 3. To note the exact times all programs, station ID'S, and other announcements are broadcast on the Program Log. 4. No Log or preprinted log or schedule which becomes a log may be erased page 3 of 3 or obliterated during the period of required retention. Corrections must be made by striking out the erroneous portion or by a corrective explanation on the log or attached to it. Any corrections or changes, no matter' by whom made, must be initialed by the person keeping the log prior to his signing off- duty,. An explanation must be made on the log or an attachment, dated and signed by the person who keot the log or other officials of the station, depending on whether the log was a" program or-operating log, if changes must be made'after the opperator has signed off "duty. — Rules and Regulations 73.111, 73.112, 73.113, 73.281, 73.581, 73.582, and 73.583 5. To insure that FCC Rules and KUNV procedures concerning station identification; program underwriting, donor, and non-profit commercial announcements; tape delay situations; re-broadcasts; and obscenity, equal time, fairness doctrine, and personal attack guidelines are strictly enforced. 6. To maintain proper security of KUNV Studios, Control Rooms, and equipment and to abide my KUNV'S posted "Station Policy", "Production Studio" and "Program Format" guidelines. 7. To courteously answer the telephone, offer to take messages and handle requests of telephone callers and visitors. 8. To attend KUNV General Staff and Producer's meetings and to abide by all legal directives, oral or written, made by KUNV management. All staff members are encouraged to re-read the FCC Publication, "Broadcast Operator's Handbook," and the other materials included in KUNV'S FM Operator Lecture handouts, available from the General Manager.
