PAYROLL WARRANTS Commissioner Sharp moved that Payroll Warrants Nos. 23618 through 24166 in the net amount of $77,413.47 be approved. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Sharp and His Honor Mayor Pro Tem Whipple voting aye; noes, none. Absent: Mayor Baker. SERVICE & MATERIAL Commissioner Fountain moved that Service and Material Warrants Nos. 1940 through WARRANTS 2101 in the total amount of $113,975.38 and a warrant to the Federal Credit Union in the total amount of $14,549.49 be approved. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp and His Honor Mayor Pro Tem Whipple voting aye; noes, none. Absent: Mayor Baker. MINUTES Commissioner Fountain moved the Minutes of June 18 and June 30, 1958 be approved by reference and the Mayor and Clerk authorized to sign same. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp, and His Honor Mayor Pro Tem Whipple voting aye; noes, none. Absent: Mayor Baker. PROPOSED ORDINANCE Commissioners Fountain and Whipple, committee for recommendation on the proposed Bus Licenses amendment to the license ordinance relative to busses, requested additional time before reporting. ORDINANCE NO. 767 Commissioners Bunker and Sharp reported favorably on the proposed Electrical Code, Electrical Code and advised the Commission that the legal notice indicating that the Code was on file had been properly published. Commissioner Sharp moved the ordinance entitled: AN ORDINANCE TO SAFEGUARD LIFE AND PROPERTY BY REGULATING AND PROVIDING FOR THE INSPECTION OF ELECTRIC WIRING, DEVICES, APPLIANCES, AND EQUIPMENT; CREATING THE OFFICE OF ELECTRICAL INSPECTOR AND PRESCRIBING HIS AUTHORITY AND DUTIES; REQUIRING THAT NO ELECTRICAL EQUIPMENT SHALL BE INSTALLED WITHOUT FIRST SECURING A PERMIT THEREFOR; ADOPTING BY REFERENCE A SPECIALIZED ELECTRICAL ORDINANCE IN TWO PARTS, PART I ESTABLISHING RULES AND REGULATIONS FOR THE CITY OF LAS VEGAS AND PART II ADOPTING THE 1956 NATIONAL ELECTRICAL CODE AS RECOMMENDED BY THE NATIONAL FIRE PROTECTIVE ASSOCIATION AND APPROVED BY THE AMERICAN STANDARDS ASSOCIATION; CREATING A BOARD OF ELECTRICAL EXAMINERS; PROVIDING FOR THE LICENSING OF PERSONS, FIRMS, OR CORPORATIONS ENGAGED IN THE BUSINESS OF ELECTRICAL CONTRACTING OR EMPLOYING ELECTRICIANS PERFORMING ELECTRICAL WORK; MAKING IT UNLAWFUL TO ENGAGE IN THE BUSINESS OF ELECTRICAL CONTRACTING OR TO UNDERTAKE THE EXECUTION OF ELECTRICAL WORK WITHOUT A LICENSE, EXCEPT AS OTHERWISE PROVIDED; MAKING IT UNLAWFUL TO SELL AT RETAIL CERTAIN ELECTRICAL PRODUCTS UNLESS SUCH PRODUCTS HAVE BEEN APPROVED BY THE ELECTRICAL INSPECTOR AND UNDERWRITERS' LABORATORIES, INC.; PROVIDING PENALTIES FOR THE VIOLATION THEREOF AND REPEALING ORDINANCES 610, 648, 573 , 743 AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO, having been reported on favorably, be approved, numbered 767 and adopted. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp and His Honor Mayor Pro Tem Whipple voting aye; noes, none. Absent: Mayor Baker. ORDINANCE NO. 768 An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 33, CODE OF LAS VEGAS, Taxi NEVADA, 1949, AS AMENDED BY ORDINANCE 486 BY PROVIDING INSURANCE REQUIREMENTS FOR TAXICABS; ADDING NEW SECTIONS; REQUIRING A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING PENALTIES FOR THE VIOLATION HEREOF, having been reported on favorably by Commissioners Fountain and Whipple, was read in full to the Board. Commissioner Fountain moved the above entitled Ordinance No. 768 be adopted. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp and His Honor Mayor Pro Tem Whipple voting aye; noes, none. Absent: Mayor Baker. REZONING ORDINANCES The Commission having been advised that the two proposed ordinances covering rezoning Combined in One applications approved by the Board, namely, Z-2-58, Z-3-58 and Z-46-56, and Ordinance Z-4-58, having been combined in one proposed ordinance along with rezoning application Z-5-58, requested that the first two proposed ordinances be removed from the agenda. PROPOSED ORDINANCE Thereafter an ordinance to cover the aforementioned rezoning applications, entitled: REZONING AN ORDINANCE TO AMEND SECTION IV OF ORDINANCE NO. 378, REFERRED TO AS SECTION 10, CHAPTER 24, OF THE LAS VEGAS CITY CODE, 1949, BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS, AND CHANGING THE ZONING DESIGNATION OF CERTAIN AREAS OF THE SAID MAP, was read by title and referred to Commissioners Fountain and Sharp for recommendation. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO ADOPT THE UNIFORM HOUSING CODE, 1958 Uniform Housing EDITION, WHICH PROVIDES FOR TEE PUBLIC HEALTH AND SAFETY BY PROVIDING MINIMUM Code REQUIREMENTS FOR THE PROTECTION OF LIFE, LIMB, HEALTH, PROPERTY, SAFETY AND WELFARE OF THE GENERAL PUBLIC AND THE OWNERS AND OCCUPANTS OF RESIDENTIAL BUILDINGS; PROVIDING FOR THE ENFORCEMENT OF ITS PROVISIONS; PROVIDING FOR PERMITS AND INSPECTIONS; PROVIDING PENALTIES FOR THE VIOLATION THEREOF; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDNANCES IN CONFLICT THEREWITH, was read by title and referred to Commissioners Bunker and Sharp for recommendation.
