Ashbyt I enclose oopy of let tar frost Mayor Or agin gardiag proposed installation of 34 inch eater Main Charleston Boulevard, which is self explanatory* It is apparent from Mr* Cragln’e letter that we have the full oooperation of the olty authorities and he verbally advised me that the plumbers are "bending over backward* in their efforts to avoid any semblance of holding up this construction lob* In conference with the Mayor this morning he advised me that Larry MoVeil’s plumbing foreman, Mr* Baulcngle, was unsuccessful in passing the special plumber9a examination given him last night (December 16th) but, in opite of this, the members of the Plumber! 9 Union are agreeable to the pipe line Job proceeding under his supervision either under a permit, under the license of one of the local plumbers, or without any permit at all. Ve further discussed this with one of the local plumbers this afternoon *Red* Chambers who operates the Independent Plumbing Company and he advised us It would be perfectly alright for the Job to oommenoe tomorrow morning or at any /time and that the minutes of the plumbers9 nesting would show that no objection was raised about this, And, if a permit or plumbers9 license is required when Mr, Baulcngle gets ready to start the plumbing work on the reservoir, this can be done under hie (Chambers) Master Plumbers9 permit if one is required* Under these olroumetanoes he stated there is no reason why tha Job could not begin and he so advised Mr. Bau- longie by telephone to Los Angeles this afternoon* I I am, of oouree, very much Interested in having the line in plane so an adequate supply of water will be available for the south part of town during the coming summer, and will be glad to assist in any way that I can in ironing out any local difficulties that may arise*
