Box 1149 Las Vegas, Nevada Gentlemen: We have made a study of the proposed plan for providing a supplemental water supply for the urban areas within the boundaries of the Las Vegas Valley Water District, for the accomplishment of which plan the voters of the District have authorized the issuance of bonds in the principal amount of $8,700,000. This letter is submitted as a statement of our conclusions with reference to the feasibility of the proposed plan from an engineering and fiscal viewpoint. In connection with this study we have visited the Las Vegas valley, have in­spected the water supply facilities of the Las Vegas Land and Water Company and those of the Basic Management, Incorporated, at Lake Mead, and have reviewed the following engineering reports concerning the sources of supply available to this valley: a. "Las Vegas Valley Water District, Las Vegas, Nevada, Report on Water Supply," by Greeley and Hansen, Engineers, Chicago, Illinois; October, 19^-9 • b. "Report to Colorado River Commission of Nevada, Investigation of the Feasibility of Increasing the Capacity of the Water Supply System Which Serves Henderson, Nevada, from Lake Mead," by Ralph W. O'Neill, Consulting Engineer, Glendale, California, and James M. Montgomery, Consulting Engineer, Pasadena, California, Febru­ary, 1 9 5 2 . c. Water Resources Bulletin No. 5— State of Nevada, Office of the State Engineer, entitled "Geology and Water Resources of the Las Vegas, Pahrump and Indian Springs Valleys, Clark and Nye Counties, Nevada, prepared in cooperation with the U. S. Depart­ment of the Interior, Geological Survey; 19^8. We have studied in detail the report entitled "Las Vegas Valley Water District, Report on Proposed Supplemental Water Supply and Reinforcement of the Distribu­tion System" by Mr. James M. Montgomery, dated March, 195^. This report covers the specific project proposed to be accomplished by the District. The principal phases of the project include the acquisition of the plant, property, and business of the Las Vegas Land and Water Company used and useful in the production and distribution of water in the City of Las Vegas and environs; the acquisition of certain capacity rights in the water production and trans­mission system of Basic Management, Incorporated, a corporation owning and
