To do apy and all things necessary and proper to ths accomplish­ment and advancement of the aforementioned purposes* 6* We oertify that the signers of this petition constitute not less than 6 per oest of the owners of areal property within the boundaries of s aid proposed district as evidenced by the current tax roll of Clark County, as prepared by the county assessor of said county*
