I wish to r e i t e r a t e my f u l l appreciation of Mr. G r e e n e ’s report, which will be of vary great v a l u e to us not only in the Immediate future but In years t o come, and a m herewith submitting m y recommendations only to indicate w h i c h of the items should in ray judgment be given first • consideration. If all of the rive items listed in the report a r e adopted, it is m y u n d e r s t a n d i n g that most of the cost thereof w o u l d be c a p i talised In R a i l r o a d Company * a accounts, but of course the Water Company w o u l d be required to pay a p p r o x i m a t e l y 8 0 $ of the c o s t of o p e r a t i o n through monthly rentals to the R a i l r o a d Company, including d e p r e c i a t i o n and interest on the additional investment, and it la desirable to avoid the "Rent for Pipe Lines* g e t t i n g out of proportion to our present earninge.
