    Mr. Wm« Reinhardt: lour memo September 14, file 1-7334, regarding proposed construction of water mains In Block 4, lay-fair Tract #2s This installation has been badly delayed, first because of difficulty in securing pipe; later by sub-divider* s difficulty in obtaining easements and finally by the subdivider*s apparent attempt to evade putting the water line in at all. When he first started develop­ing the block, he agreed to advance the cost of water main installation under Rule 9-*A, but when he found that it would be about one year before the pipe could be ob­tained he objected to having several thousand dollars of his money tied up for that length of time when he oould be using It to build another house. Recognizing the fairness of his position, we told him to go ahead and buy the pips himself and after it arrived here we would then offer him the usual refund contract. This he agreed to do* After the pipe arrived, he ran into difficulty in securing an easement through lot 3 in Block 4 and, to overcome this obstacle, we agreed to omit the pipe line through this lot. Subsequently, he found other excuses for not installing the water main until we received con­siderable complaint about inadequate service to the 20- odd houses constructed therein. About a month ago, Mr* Shldler disposed of his interests here and moved to Boise, Idaho, where he is constructing houses. However, I contacted his son, went over the situation with him and he agreed to fulfill the previous commitments. Oopy of his letter September 24, received this morning, is enclosed under which he agrees to Install the line and purchase the pipe from us. We recently received a carload of 6-inch pipe and there is sufficient on hand to take care of this in­stallation. I attach revised estimate of cost, based on current prices, which is somewhat in excess of the Work order authority Issued January 25, 194?, W0-568,Deo&u8e of higher material costs.
