motorcycle, or any other vehicle whatever regardless of the power by which the same is drawn or propelled, strikes or collides with any unoccupied vehicle, the driver of such vehicle and all persons who have or assume authority over such driver, shall immediately cause such vehicle to stop and shall ascertain the name of the owner of the vehicle so struck, or the license number thereof, and shall immediately make a full report of such collision, with all details and circumstances thereof, to the Chief of Police of the City of Las Vegas. Section 3. Chapter 36 of the Code of the City of Las Vegas, 1949, is hereby amended by adding the following to be designated Section 41.01 of Chapter 36. No person shall drive upon any street or highway within the City at such a slow speed as to impede or block the normal or reasonable movement of traffic, except when reduced speed is necessary for sale operation or because upon a grade or when the vehicle is a motor truck or motor truck towing another vehicle necessarily or in compliance with law proceeding at reduced speed. Section 4. Chapter 36 of the Code of the City of Las Vegas, 1949, is hereby amended by adding the following to be designated Section 76.01 of Chapter 36. No person shall open the door of a motor vehicle on the side available to moving traffic unless and until it is reasonably safe to do so, nor shall, any person leave a door open upon the side of a vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers. Section 5. Section 140, Chapter 36, is hereby repealed. Section 6. A11 ordinances or parts of ordinances in conflict herewith are hereby expressly repealed. Section 7. Any person violating the provisions of this ordinance shall be guilty of a misdemeanor and shall, be punished by a fine of not more than Five Hundred Dollars ($500.00; and by confinement in the City Jail for not more than six (6) months, or by a combination of both. Section 8. This Ordinance shall be in full force and effect upon its publication as in the next section provided, and final passage. Section 9. The City Clerk and the Clerk of the Board of Commissioners of the City of Las Vegas shall cause this Ordinance to be published once a week for two successive weeks immediately following its first reading and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas. s/ C.D.
