Cory 55 * I enolose herewith two memoranda which I received through the mall without any letter and which have a long-hand signature “Allen* at the bottom thereof, one of these memorandum being addressed to the Company and one "For the Consumption of the People*. X do not know the reason for these memoranda other than that they may have been the basis for a newspaper release by Mr. Allen as X assume they came from the office of the Public Service Commission.
