I agree.Los Angeles, April 9* 1936 Mr. A. S. Halsted: We have recently made quite an extensive investigation with respect to costs* revenue* etc.* in connection with the sale of electric current and water from our supply at various places along the railroad. As a basis for charges to be made for water on meter rates, would it be practicable from legal standpoint to fix a service charge of* say |1.50 per month for a connection, to which would be added a certain rate per thousand gallons of water consumed; i. e.* $1.50 per month plus 15# per thousand gallons of water consumed? The intent of this fixed charge is to cover estimated cost to the Railroad Company for handling of the monthly bills collectible and other minor items of incidental expense in connection with the contracts. The practical effect* as we see it* would be equivalent to establishing a graduated rate for the water* such as $1 per thousand for the first two or three thousand* with a reduced rate thereafter.
