.Kps# Hr. R. I . Wedekind, Commerce Attorney, Southern P a c ific Company, San Francisco, C alifo rn ia. August 6* 193? R e a r S i r : Please re fe r to your le t t e r o f July 16, 1937, to Messrs. Duffy, Bradshaw and me, regarding exchange o f w eight agreements and weight schedules with Inspection Bureau to he established by Intercostal Steamship Freight Association. In my opinion the exchange o f such agreements and schedules would not v io la te the provisions o f subsection (11) o f section 16 o f the Interstate Commerce Act. According understanding, the only information which would be given the Steamship Inspection Bureau would be ah agreement providing that the c a r r ie r would accept, under certain circumstances, the shippers weights rather than ascertain these weights by actual weighing* raatlon concerning the weights and sizes o f standard packages or the shipper would also be given to the Steamship Bureau. However, the information thus given would not be information concerning the "nature, kind, quantity, destination, consignee or routing* o f any p a rticu lar shipment. I t appears to me that a l l suoh information is now eventually acquired by the steamship lin e handling th« shipment, through the b i lli n g and ascertainment o f weight by the steamship lin e . However, I think the suggestion made by Hr. Bradshaw that a provision be inserted in the weight agreements to cover the situation , is a good one and should be followed. Very truly yours, R, S. Bennett. os — Hr. o» b . Duffy, Mr. L. ft. Bradshaw, Mr. H. C. Hallmark, Mr. w. F. Lincoln. ECR:S
