Ashfey: Referring to my telegram R-20 of October 9 end subsequent telephone conversation regarding installation of 6-inch line In Block 7, Pioneer Heights, Las Togas, which the Public Service Commission of Nevada are pressing Mj.. Bracken to install: The present regulation covering extensions to existing lines, which was approved some time ago by the Public Service Commission, reads as follows: •9(-a). Whenever an application for water service is received which will require the company to extend its water mains or service pipes more than fifty feet, exclusive of the service pipe of each customer to be served (as shown in Buie 9 of this company1s rules and regulations), the customer or customers shall enter into a contract to advance sufficient money to cover cost of making such extension. The amount advanced shall be refunded to the applicants advancing same at the rate of 50% of the customers* monthly bills for water for a period of ten years, or until the full amount advanced has been refunded, whichever occurs first. All such refunds shall be made by deducting the amount thereof firom the customers* monthly water bills.** While this regulation does not definitely so state, the inference is that the company would be required to extend its water lines to accommodate a new service when the extension called for is not more than 50 feet. There are now five applicants requesting service in Block 7, Pioneer Heights tract, and an additional three services (making a total of eight) when multiplied by the 50 feet above mentioned would equal the total length of the block, or 400 feet. I have suggested to Mr. Bracken that in this case, and if acceptable to the Public Service Gommission^in all future cases, if the property owners in any block will pay for eight services in the case of a 400-foot block, or a proportionate lesser number if the block is less than 400 feet in length, the company will extend its lines to provide service, this regulation of course to apply only to bloekSwhich adjoin areas presently being served and where lines are presently available for Los Angeles, October 13, 1940. extension
