Cahill, Ludlow [Calif.]: Referring to my letter of August 13th addressed to Mr. Ryan, suggesting application for membership in the above Bureau: I am enclosing herewith 35 copies of Santa Fe System Circulars 2119-B, covering handling of explosives on the Santa Fe System Line, and I would suggest that you issue these to interested parties under circular number of this company, with instructions that the rules of System Circular 2119-B and re-issues will govern similar traffic on this Company's lines. In this connection, will you please advise what action was taken in regard to membership in the Bureau. Yours truly, W.R.
