MINUTES CSUNSENATE MEETING 34-17 MONDAY, APRIL 19, 2004 CSUN SENATE PRESIDENT PRO TEMPORE CIANCI called the meeting to order at 6:01pm in the Moyer Student Union room 201. SENATE SECRETARY GOATZ called the roll. The following Senators were present: SENATOR CIANCI, SENATOR FLINNER, SENATOR CORPUZ, SENATOR SOLDANO, SENATOR MULLINAX, SENATOR THOMPSON, SENATOR HEEG, SENATOR CRAWFORD, SENATOR CAZARES, SENATOR DONNELLY (arrived late at 6:05pm), SENATOR MAYER (arrived late at 6:05pm), SENATOR SANTIAGO, SENATOR SUMNER, SENATOR FRIEDLIEB (left early at 7:13pm), SENATOR MACDONALD, SENATOR CONWAY, SENATOR JIMENEZ, SENATOR HOLMQUIST (left early at 7:13pm), SENATOR ESPINOZA, SENATOR LEE (arrived late at 6:03pm), SENATOR ZANDER (arrived late at 6:03pm), and SENATOR AUSTIN (arrived late at 6:06pm). The following Senator(s) were excused: SENATOR MACDONALD. Quorum was met with 21 Senators present. SENATE SECRETARY GOATZ was present. PLEDGE OF ALLIGANCE APPROVAL OF MINUTES The following minutes are submitted for approval: 34-11, 34-14, 34-15, 34-01, 34-02, 34-16 No action was taken to approve the minutes. SENATOR LEE and SENATOR ZANDER enter at 6:03pm. GUEST SPEAKER: DR. CAROL HARTER, UNLV PRESIDENT SENATOR MAYER and SENATOR DONNELLY enter at 6:05pm. SENATOR AUSTIN enters at 6:06pm. UNLV PRESIDENT DR. HARTER addressed the Senate. OFFICE OF STUDENT INFORMATION DIRECTOR GUIDENG: Considering that every student's tuition goes to it, would you like to go it to utility and/or to concerts? UNLV PRESIDENT DR. HARTER: I haven't given it much thought. What I have been pleased to see is that you've made a mixed array. The child care center. It's one of the model kind of centers in the nation. The fact that you support that activity. It does such high value. For students learning to be teachers. It's a synergistic program. HARTER: One of the most important things we do where is to have the public/private partnerships. The private entity must have to have a win/win when you have these relationships the business must get something out of it. SENATOR FRIEDLIEB: One of the major issues is starting tradition, what's your opinion on developing that land and do split it up? How it would split it up how they would have to have different representation. UNLV PRESIDENT DR. HARTER: So much depends on the shape of the campus that's hard to answer. SENATOR CAZARES: Where do you see the future of Greek residence halls? UNLV PRESIDENT DR. HARTER: It has to come out of the grass roots activity of the Greeks themselves. I don't think that can ever happen that the whole student body put in money. I think it's small compared to other student groups. If students want to do that should want to do that. Paying would have to come out of those resources. It came out of the local Greeks and the national houses and those chapters. SENATOR CRAWFORD: I understand that they're building a stop at the Thomas and Mack; it's totally privately funded. Taking advantage and planning for the north campus. SENATOR HOLMQUIST: There's been talk about graduate colleges, before we start talking about new graduate colleges, how do you feel to developing other undergraduate colleges like Urban Affairs and Liberal Arts? UNLV PRESIDENT DR. HARTER: Spread around the pain. SENATOR MAYER: How are we doing on endowments? UNLV PRESIDENT DR. HARTER: $84 million. VICE PRESIDENT PRO TEMPORE BROWDER: Your accessibility, more a visible entity for the traditional students and the public as well. UNLV PRESIDENT DR. HARTER: It's a twelve-hour a day job. Raising private money, going to the legislature. I don't know how I can be more visible. I probably can't. I don't think most presidents are. It's in the nature of the job. I started this because of students. Doing on behalf of students. It's a legitimate question but I don't know how to change the facts. If I were sitting in the union it wouldn't be getting me the millions we need. SENATOR CAZARES moved to recess for five minutes. SENATOR FRIEDLIEB seconded the motion. Motion PASSES UNANIMOUSLY 20-0-0. 3 ANGELA MERCADANTE: The goal is $100.00 per person, $1000.00 per team. It's been advertised on Fox 5. It's going to be open for the public. $5.00 person and $2.00 child. Those are negotiable and we have a list running for people running. SENATOR CAZARES moved to amend inserting, "Senate" before, "Discretionary". SENATOR FLINNER seconded the motion. C. Action Item: Approval of an amount not to exceed $962.50 to be paid to the American Cancer Society in support of the UNLV "Relay for Life" to be held on April 30, 2004. Costs to be encumbered from the CSUN 2702 FY 03-04 Senate Discretionary account. As submitted by Senator Donnelly. (See attachment 34.17.03). Amendment PASSES UNANIMOUSLY 18-0-0. SENATOR LEE: How much money do you need? ANGELA MERCADANTE: $962.00. There's an estimate on the back. We have an entertainment chair. We've gotten everything reduced for the intramural field and staging. SENATOR ESPINOZA: You said you have bands and DJs are they donating their time? ANGELA MERCADANTE: Yes. SENATOR SUMNER: Can we put a CSUN banner up? ANGELA MERCADANTE: Yes you can have a banner and a full-page ad in the program. VICE PRESIDENT CHRISTIANSEN: Has this stuff already been paid for or is this a reimbursement? ANGELA MERCADANTE: There are two invoices. Those fees have been adjusted and they are outstanding. VICE PRESIDENT CHRISTIANSEN: The remaining $200.00? ANGELA MERCADANTE: We were hoping to have it paid directly because whatever we don't get donated we would have to take it out of what we raised. SENATOR CAZARES: This is going to ACS? ANGELA MERCADANTE: The $250.00 is going to Source 1. We will pay through what we have already raised. This will help for those fees to be raised. 5 None Residence Hall Association None Student Athletics None Student Body President's Advisory Council JESSICA ADLER: We have a meeting Thursday in Fireside at 3pm. You are all invited. It's the last of the semester and my term. Student Health Advisory Committee None ROTC CADET ACOBA: Basically next Wednesday we'll have a military awards ceremony and soon we will be having a military ball around May 1 other than that theirs no new events to report. Leadership Advisory Board None Senate Committee Reports SENATOR MULLINAX, RULES AND ETHICS CHAIRMAN: I'd like to see the Rules and Ethics members after this meeting please. SENATOR DONNELLY, CAMPUS SAFETY AND AWARENESS CHAIRMAN: I'd like to see the Campus Safety and Awareness members so we can set up a meeting. SENATOR CORPUZ, WAYS AND MEANS CHAIRMAN: Meeting tomorrow, 6pm, Senate Chambers. There will be quorum. I'll see ya at 6pm. I'll be working the rest of the week on the budget. SENATOR SOLDANO, BYLAWS CHAIRMAN: Bylaws will meet at the same time on Wednesday the 21. Faculty Senate/University Committee Reports SENATOR MAYER: The Rebel Yell Advisory Board appointed the new editor in chief. It's Justin Chomintra. He was the best one in terms of experience. Two of the other candidates are staying on. They have some really good ideas. 7 OFFICE UNLV Postal $7.03 Postage - March OFFICE Vegas Trophies $7.65 Name badge for SENATOR MAYER TOTAL $1,402.76 SENATOR AUSTIN enters at 8:34pm. SENATOR FLINNER leaves at 8:35pm. SENATOR SUMNER: You said we had to pay a late fee? BUSINESS MANAGER HILL: Yes $75.00. SENATOR MULLINAX: Can that come out of the Senate President's pocket? Director's Reports PUBLICATIONS DIRECTOR GEORGE: You got the disk so hopefully we can get it done. We'll put a rush on it and it will be done by April 26 so it will coincide with REBEL RADIO DIRECTOR GREENROCK's event. On the agenda it says for 4,000 copies. He doesn't know the exact amount you get. We'll be making a lot of things as possible. ELECTIONS DIRECTOR EVANS: Voter turn out was awesome. 2,092 voted. I have a board meeting 7pm Thursday in MSU 201. Good luck with Jeff and this weekend. VICE PRESIDENT CHRISTIANSEN: Look at the info, sheet. $15.00 to the day of the show then $20.00. Share this info, with your students. We've sold 150 presale tickets. With the remaining we are going to sell out the 2,500 to the public and we are prepared to turn people away that aren't there. This will be a good money maker for us. There will be a noonscene tomorrow. $2,000.00 for free food on the north side then more for the amphitheatre. If you didn't get your two tickets contact Jeff. PUBLICATIONS DIRECTOR GEORGE: NEVADA STUDENT AFFAIRS DIRECTOR TEGANO is working on her final analysis. The survey is in the field and they are having a good report from it. OFFICE OF STUDENT INFORMATION DIRECTOR GUIDENG: Spent the rest of my budget on the recycling program. Right now I'm trying to get it functional but not pretty. Like I explained before it's simple. I'm trying to do it slow. The previous director just went at it. It's made up of codes. It's not too fun. Once it's done it will stay running forever. It's got populated. Until then, speaking of which I hope your e-mail is current cause I will e-mail you your screen name and password. 9 meeting to take notes. I want to thank all of you for going and to continuing to go. When the Rebel Yell discredits anyone from student government they're discrediting all of student government that's no way to support your student government and NEVADA STUDENT AFFAIRS DIRECTOR TEGANO has written a response back to them. A retraction is not that big though. SENATE PRESIDENT PRO TEMPORE CIANCI: Shirts. You guys have told me that you do want to have them, but I'm buried with school and work. SENATOR DONNELLY has said she would help me out with it. Talk to one of us if you would like to help as well. Unfortunately, Phi Alpha Delta will be on the agenda again because the law school will not disburse the funds. I've talked to dean Fry so I can hopefully route it thought there if not we'll go through SIA. It's been almost a year since it's been approved. As far as mailboxes, I've begun talking to Vegas trophies and those should be in relatively soon. And as soon as the bookcases are in we'll get rid of that grey thing. PUBLIC COMMENT ADRIAN JUARTA: This Friday will be the chicano poetry night. It is this Friday in the alcove at 6:30pm. Were going to have spoken word, art, and music. If you guys have any questions our phone number is on the flyer and I've applied for the college of engineering spot. UNFINSHED BUSINESS SENATOR CAZARES moved to postpone new business action item A until Senate meeting 34-18. SENATOR LEE seconded the motion. A. Action item: Approval of the Rebel Yell's Articles of Incorporation. As submitted by Senate President Pro-Tempore Cianci. (See attachment 34.17.01). SENATOR CRAWFORD: Why? SENATOR CAZARES: Because they just picked their new editor in chief so in case that he has any new changes. Motion PASSES 16-1-1. SENATOR CRAWFORD opposes. SENATOR CONWAY abstains. SENATOR CAZARES moved to open nominations for unfinished business action item B. SENATOR AUSTIN seconded the motion. B. Action Item: Election of one (1) member of CSUN Student Government to serve as the representative to the Leadership Advisory Board at UNLV. 11 PRESIDENT MORADKHAN: Please choose a representative that can make all these meetings. VICE PRESIDENT PRO TEMPORE BROWDER: Another reason why you're here is that there was two stories? DUGAN: That was never the case. I asked that the conversations needed to start and if the selection would happen afterwards. I would think that his part would be his absence from meetings. SENATOR ESPINOZA moved to nominate Peter Goatz. SENATOR JIMENEZ seconded the nomination. SENATOR CAZARES moved to nominate SENATE PRESIDENT PRO TEMPORE CIANCI. SENATOR FLINNER seconded the motion. SENATOR AUSTIN moved to postpone unfinished business action item B until Senate meeting 34-18. SENATOR MAYER seconded the motion. Motion PASSES 10-8-0. SENATOR ZANDER, SENATOR MULLINAX, SENATOR THOMPSON, SENATOR HEEG, SENATOR DONNELLY, SENATOR ESPINOZA, SENATOR CRAWFORD, and SENATOR CAZARES oppose. SENATOR AUSTIN: Do you need a calculator? SENATE PRESIDENT PRO TEMPORE CIANCI: Your out of order SENATOR AUSTIN. Your comment is unnecessary. All I'm trying to do is verify the vote count. SENATOR FLINNER moved to move out of the order of the day to new business action item A. SENATOR HEEG seconded the motion. Motion PASSES UNANIMOUSLY 16-2-0. SENATOR MULLINAX and SENATOR CRAWFORD oppose. NEW BUSINESS SENATOR FLINNER moved to approve new business action item A. SENATOR HEEG seconded the motion. A. Action Item: Approval of an amount not to exceed $1,500.00 to be paid to William F. Harrah College of Hotel Administration for TCA 490 Capstone (National Student Council Conference.) Costs to be encumbered from the CSUN 13 SENATOR FLINNER moved to approve new business action item D. SENATOR ZANDER seconded the motion. D. Action Item: Approval of an amount not to exceed $10,000.00 for UNLV Rebel Recycling Program. Cost to be encumbered from the CSUN Reserves account. As submitted by Senator Zander. SENATOR FLINNER moved to amend the item by striking, "CSUN Reserves", and inserting, "$5,000.00 from OSI (Discretionary), $2,000.00 from NSA (Lecture), $1,000.00 from CSUN Services (Pencils), $1,000.00 from Publications (Literary Magazine), and $1,000.00 from Publications (Marketing)". SENATOR AUSTIN seconded the motion. D. Action Item: Approval of an amount not to exceed $10,000.00 for UNLV Rebel Recycling Program. Cost to be encumbered from the $5,000.00 from OSI (Discretionary), $2,000.00 from NSA (Lecture), $1,000.00 from CSUN Services (Pencils), $1,000.00 from Publications (Literary Magazine), and $1,000.00 from Publications (Marketing) account. As submitted by Senator Zander. Amendment PASSES 17-1-0. SENATOR CONWAY opposes. CARA PIKE: I've been here longer than Harter 1989-94. I started as an undergrad. Student government was really helpful in getting it started that got the $1.00 per semester fee. Spring of 2000 we were short on our funds and the program was going to have to close for two months and was helpful by giving us money. It's for student recycling bins. Our program in the past has been focused on the faculty and staff. We need to start to provide them to students. The planning initiative award was a grant to see if students could utilize them properly. We found out that students were able to properly use the bins. Napcorp, we got an award for ten student bins to find out if the indoor or outdoor bins were more successful. SCOPE, they have been the first group to adopt a bin. I'm asking for you to be the second one to adopt the bins. The price of steal is increasing every week. That will buy approximately ten bins. We will put on the bin sponsored by CSUN or whatever wording you would like. Where businesses or student groups could adopt a bin to dedicate them. You would be very helpful. SENATOR CAZARES: Is there a profit to it? PIKE: We will be generating revenue; it typically doesn't pay for itself. We have to pick it up, sort it, and bail it. The revenue generated pays for the ten student workers. SENATOR ESPINOZA: $1,000.00 per bin? Is that the actual bin? PIKE: They charge you for doing a good thing. We have to put the signs on them and then keeping them up costs us a bit. They are $1,000.00 each. The vandalism is absolutely atrocious. You can select where they are placed. 15 Motion PASSES 16-1-1. SENATOR HEEG opposes. SENATOR CONWAY abstains. NEW BUSINESS SENATOR CAZARES moved to combine and approve new business action items B, G, andH. SENATOR SUMNER seconded the motion. B. Action Item: Approval of a contract for "Happy Campers" to perform at "Rebelpalooza" on April 24, 2004. As submitted by Senator Holmquist on behalf of Director Long. (See attachment 34.17.02). G. Action Item: Approval of an amount not to exceed $2,000.00 to be paid to Sodexho for food for Noonscens on April 20 and 22, 2004. Costs to be encumbered from the CSUN 2702 FY 03-04 Entertainment and Programming (Noonscene) account. As submitted by Senator Holmquist. H. Action Item: Approval of an amount not to exceed $4,000.00 to be paid to Thomas and Mack for food for "Rebelpalooza" on April 24, 2004. SENATOR MULLINAX moved to combine and approve new business action items F. SENATOR SANTIAGO seconded the motion. F. Action Item: Approval of the third issue of the Vagus Nerve Creative Magazine. As submitted by Senator Mullinax on behalf of Director George. Motion PASSES UNANIMOUSLY 18-0-0. 17 SENATOR SOLDANO: Bylaws, 6pm, Wednesday. Yield. SENATOR CRAWFORD: I think we should check our animosity at the door. I think there's a time and place for everything. I think we can be political in our statements. Yield. SENATOR SANTIAGO: The Polynesian festival went really well. It turned out better than expected. A lot of families went. Thanks to everyone that came. Junior will be here next meeting. Yield. SENATOR SUMNER: I just want to say that there is a lot of people that work for CSUN and there is no reason to call out other people in other organizations. I just want to commend SENATOR HEEG and SENATOR FLINNER to find other ways to get funding. If your not going to use the tickets, I'll find a use for them. Yield. SENATOR CORPUZ: 6pm tomorrow Ways and Means. SENATE PRESIDENT PRO TEMPORE CIANCI, you did better than Amesquita. Rebelpalooza go out and support it. It's good. Go out and support what you vote for.
