0 Las Vegas - October 16, 1944 W 3-1 Mr. Frank Strong: I enclose copy of let t e r from City of Las Vegas u n d e r date of October 9 regarding our monthly bill for water served to the CityPark. Their new auditor feels that inas m u c h as our rate schedule provides "Municipal Buildings - belonging to the City of Las Vegas, and grounds exclusive of Public parks-Free." that we should grant them an adjustment covering the amount of w a t e r u s e d by the City Hall and the l a w n surrounding it, I explained to Mr. Fennessey that the check valve he mentions cannot be closed Inasmuch as its opera t i o n is a u t o ­matic, and it merely serves the purpose of preven t i n g water from our mains run n i n g down into the City well. The w a t e r from our mains is d e l i v e r e d in front of the City Hall through a meter, from wh i c h point it is pi p e d into the City Hall thence out the back to t h e ” City Park. I am at a loss to know h o w any basis for adjustment could be arrived at wit h o u t the use of separate meters. At"any rate I do not feel that any adjustment is in order inasmuch as we have no control over the use of the water after it is once delivered inside the property line, and the fact that they u s e d a portion of the water in the City Hall is no concern of ours. We have not b i l l e d separately for the City.Hall, but the meter rate for City Park is 5^ per 100 cu. ft. Will be g l a d to h a v e ' y o u r reaction to their r e ­quest. My file does not indicate that sale of w a t e r to the City Park is covered w i t h formal contract, and I believe we should have one drawn at this time to cover. Also a separate connection a h e a d of the m e t e r could be made to serve the City Hall free of charge and the balance passing through the meter w o u l d be p r e ­sumed to have been u s e d in the City Park. cc: Mr. E.
