Los Angeles - December 18, 1953 80-11 Mr. Wm. Reinhardt: I had a talk with Mr. Coulthard this morning about the directors* meeting of the Las Vegas Valley Water District yesterday, and he feels quite optimistic that they have talked the O'Melveny firm out of bringing the proposed law suit. Their present plans are to introduce a validating act in the special session of the Nevada Legislature, which has been set for January 5th, which they believe Will cover the situation at least in part, I have instructed our legislative representative in Reno to get behind this validating act and lend all the support he can to the passage thereof and I know of no reason why there should be any opposition thereto. Mr. Coulthard now is optimistic that the bonds will be ready to be sold by February 1st, but he admits this may be wishful thinking. At the meeting of the directors they did not again bring up the question of the three bids, and I reminded Mr. Coulthard of the fact that you had not received any reply to your letter to Mr. Campbell, and until we did we were going ahead the way we have in the past. He stated he^would try to stir up a reply, but stated the directors felt they should still have the three bids. The famous prospectus which was supposed to have been published by December 15th is still in an embryo stage and there has been' no definite date set for its publication. E. E. Bennett
