McLain Introduced By: Senator Carroll Summary: This bill will make revisions to Bylaw 37, Senate Committee Guidelines. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: I. PURPOSE Establishes Senate Committees and guidelines for appointment. II. STRUCTURE A. Senate Committees are chaired by Senators B. The Senate Secretary may be a non-voting recorder of any Senate Committee, Sub-committee, or any Ad Hoc Committee of the Senate, pending the Senate President's approval. III. SENATE COMMITTEE APPOINTMENTS A. Each Legislative Session will appoint Senators to chair Senate Committees unless otherwise designated in the CSUN Constitution or another bylaw. B. The Chair of each Committee shall select the members of the Committee unless otherwise designated in the CSUN Constitution or another bylaw. 1. The Senate shall confirm all appointments to Senate Committees that the chair has selected. 2. The Chair will submit all nominees to the Senate President for placement on the agenda. 3. The Senate Committee nominations and appointments [change in order] shall appear on the agenda prior to the Executive Board nominations. 4. The Committee will select a Vice Chair 5. Any student at large may be nominated and appointed by the Senate to any Senate Committee as a voting member. However the number of "student at large members" cannot exceed the number of Senatorial members. IV. SENATE COMMITTEES CONSIST OF THE FOLLOWING: A. Senate Bylaws as defined by Senate Bylaw #1. B. Senate Rules and Ethics as defined by Senate Bylaw #31. C. Senate Ways and Means as defined by Senate Bylaw #15 [as an Ad Hoc Formation Committee.] D. Impeachment Committee resulting form recommendations form the Rules and Ethics Committee, Executive Board, or Senate Investigations. E. Any Investigative Committee of Ad Hoc Committee that the Senate enacts. F. Senate Student Campus Safety and Awareness Committee as defined by Senate Bylaw #32. V. REPRESENTATIVES The following representatives will be Senate appointed: [A. KUNV Liaison Seat to KUNV Radio Station.] B. Rebel Yell newspaper as a voting member to the Rebel Yell Advisory Board. ATTACHMENT 2 26-03 Non-discrimination Policy for the Consolidated Students of the University of Nevada, Las Vegas Equality in employment, services and programming The Consolidated Students of the University of Nevada, Las Vegas, (CSUN), pledges continuing equality in employment practices and in the offering of services and programming to its members. CSUN programming encompasses both educational and entertainment events. With reference to employment, the objective of CSUN is to recruit, hire, train, promote and retain the most qualified persons at all job levels. This objective will be accomplished without regard to: race, color, creed, sexual orientation, age, gender, religion, national origin, disability, socio-economic status, veteran status or organizational affiliation. With reference to services and programming, the objective of CSUN is to promote and offer accessibility, admission and equal opportunity to all its members. This objective will be accomplished without regard to: race, color, creed, sexual orientation, age, gender, religion, national origin, disability, socio-economic status, veteran status or organizational affiliation. In furtherance of this policy, CSUN is committed to the enforcement of other non-discrimination policies within the University and Community College System of Nevada as they pertain to the students of UNLV. CSUN will strongly encourage all recognized member organizations, including the campus newspaper and radio station, to promote a discrimination free, non-hostile environment. This policy envelopes all events, services and employment positions where funding, wholly or in part, is financed by CSUN. CSUN complies with all federal, state and local laws that prohibit discrimination. Exceptions are limited to situations where age and gender are essential bonafide occupational requirements, disability is a bonafide occupational disqualification or where minimum age requirements are prescribed by law. Inquiries which concern compliance with this or other pertinent non-discrimination policies should be directed to the chief administrative officer of CSUN or his/her designee. ATTACHMENT 3 26-03 Title 4 - Codification of Board Policy Statements Chapter 8 STUDENT RECRUITMENT AND RETENTION POLICY, EQUAL EMPLOYMENT OPPORTUNITY POLICY AND AFFIRMATIVE ACTION PROGRAM FOR THE UNIVERSITY AND COMMUNITY COLLEGE SYSTEM OF NEVADA Section 1. Introduction >The University and Community College System of Nevada is guided by the principle that there shall be no difference in treatment of persons because of race, color, creed, religion, national origin, disability, sexual orientation, age, gender, veteran status, club or organizational affiliation, and that equal opportunity and access to facilities shall be available to all. This principle is applicable to every member of the University and Community College System of Nevada community, both students and employed personnel at every level, and to all units, facilities, and services of the University and Community College System of Nevada. < >This principle governs the admissions and subsequent treatment of students and employed persons in all colleges, as well as participation in UCCSN sponsored or affiliated extracurricular activities. It is a guiding policy in the employment of students, either by the University and Community College System of Nevada, or by outsiders through the system. All student services, including financial aid, placement, student government, tutoring, and counseling, are governed by the concept of equal opportunity. < The same principle is applicable in UCCSN - owned or UCCSN - approved housing, in the use of food services, student unions, and all other University and Community College System of Nevada facilities. (B/R 11/88) >In the employment of all personnel, the University and Community College System of Nevada recognizes that as a public agency it has a further commitment: It is obligated to support Federal and State policies which seek to achieve equal opportunity in employment for members of minority groups, women and the disabled. As used in this document, minority groups will be those groups defined in, but, not limited to, HEW guidelines. Two important concepts are embodied in Equal Employment Opportunity: < 1. Nondiscrimination 2. Affirmative Action >Affirmative action requires more than employment neutrality. It requires the University and Community College System of Nevada to make additional efforts to recruit, employ, train, retain and promote qualified women, minorities, disabled and all other traditionally underrepresented persons. The affirmative action concept requires positive action to overcome the effects of long-established and persuasive forms of exclusion and discrimination; otherwise, a benign neutrality in employment practices will tend to perpetuate the status quo indefinitely. < Section 2. General Policy of the Board of Regents on the Recruitment, Admission and Retention of Students. Participation by members of minority groups, women, disabled persons and other traditionally underrepresented or protected groups in higher education and extracurricular activities is a priority issue with the Board of Regents. Increasing student participation and the completion of postsecondary educational programs and participation in extracurricular activities by persons in these groups is important and necessary and will require innovative and diverse approaches for their recruitment, admission and promotion and retention in the University and Community College System of Nevada. Each institution is encouraged to devote significant resources to support the recruitment and retention of students from these groups. Each institution should prepare and implement a plan of action to provide outreach to potential students, or organizations which can find such potential students, for their admission to the University and Community College System of Nevada. Financial incentives should be developed for the financially disadvantaged to encourage their admission and retention in the system. Additional resources should be devoted to activities designed to encourage all students from these groups to continue their education in the System.< >In short, it is the responsibility of the Board of Regents and the officers and employees of the University and Community College System of Nevada to help diversify our society, help promote a discrimination and hostility free atmosphere and establish social justice by actively taking measures to ensure that the growing population of minority groups, women, disabled persons and other protected groups are prepared to participate fully in the life of our state and our nation. At the very least, this requires that the Board, its officers and its employees take active steps to recruit and retain students from these groups in the postsecondary educational programs of the University and Community College System of Nevada. < Section 3. General Policy of the Board of Regents on Equal Employment Opportunity >It is hereby resolved that the reaffirmed policy of the University and Community College System of Nevada shall be to promote equal opportunity of employment and access to all system, and system affiliated, programs for members of minority groups, women, disabled persons, traditionally underrepresented and protected groups in all positions. The affirmative action necessary to implement this policy shall include, but not be limited to, active recruitment among minority groups, women, the disabled, traditionally underrepresented and protected groups and the creation of programs designed to lead their qualification for both academic and classified positions.< This affirmative action is not discrimination in reverse; rather, it is a program designed to expand the group of qualified people whose ranks appointments can be made. >Further, affirmative action requires that the rank and salary of minorities, women, the disabled and other protected groups presently employed by the University and Community College System of Nevada be evaluated annually in order to insure that rank and salary determinations are made in an equitable manner. < University of Nevada, Las Vegas Student Government Office of the Senate President Whereas, the day to day operation of C.S.U.N, is hindered by the inability to keep all master keys in one secure location. Whereas, these keys are currently being held by Vice President Mills,, Therefore, be it resolved that the Consolidated Students of the University of Nevada, at Las Vegas hereby request that Vice President Joe Mills return all master keys ,in his possession to acting Business Manger Lori Callison, Passed this day of October, 1995 in the 25th Session of the CSUN Senate with 1 j in favor, |_opposed, and ) abstaining from the vote.
