    332 VIOLATIONS OF CODES His Honor read a letter from the Planning Commission dated December 6, 1948 relative Issuance of Licenses to instances where the building code and fire zone regulations have been violated: also, that business licenses were being issued in non-commercial zones. Also a letter from 0. J. Morling, Building Inspector, was read to the Board. Thereafter Commissioner Clark moved that the foregoing matter be referred to the City Manager. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. R/W - Pauline Cline Commissioner Clark moved that the City accept the deeding of the right of way on Charles- Property ton Boulevard between fourteenth and fifteenth streets from Mrs. Pauline Cline and zone that property for commercial purposes. Motion seconded by Commissioner Baskin and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. SUBDIVISION — Commissioner Clark moved that the tentative map of Charleston Square #3 be Charleston Square #3 approved subject to the conditions set forth by the Planning Commission on February 1, 1946, October 29, 1946 and December 6, 1948. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. PETITION FOR ABATEMENT Commissioner Whipple moved that since the Board heretofore received a petition from certain OF NUISANCE - Bush property owners located in the vicinity of Bush Brothers Trucklines asking for the abatement Bros. Trucklines of a nuisance; a public hearing was held on September 8, 1914 at which interested parties and Bush Brothers Trucklines appeared. The Board took this matter under advisement and after investigation by this Board they find that a nuisance does not exist. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE REGULATING SPECIAL POLICE OFFICERS AND PRIVATE No. 377 PATROLS; PROVIDING FOR THE ISSUANCE OF PERMITS AND COMMISSION FOR THE SAME; PROHIBITING Special Police Officers THE WEARING OF BADGES AND EMBLEMS EXCEPT BY DULY COMMISSIONED PEACE OFFICERS; AND RE- lst Reading PEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, AND OTHER MATTERS PROPERLY RELATED THERETO, was reported on favorably by the committee composed of Com- missioners Clark and Whipple with the stipulation that a provision be added allowing a permittee whose permit has been revoked or suspended by the Police Department to have the right to appeal to the Board of Commissioners. Thereafter the aforementioned ordinance was read in full to the Board for a first time. Commissioner Whipple moved that Ordinance No. 377 be approved on its first reading. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO AMEND SECTION 3 AND 4 OF ORDINANCE NO. 361: OF Amendment Ord. 364: THE CITY OF IAS VEGAS ENTITLED: "AN ORDINANCE PROVIDING FOR THE IMPOSITION AND COLLECT­ION OF RATES, FEES AND CHARGES FOR THE USE OF THE SERVICES AND FACILITIES OF THE SEWAGE DISPOSAL SYSTEM OF THE CITY OF LAS VEGAS; AUTHORIZING AND EMPOWERING THE CITY TO REQUIRE CONNECTION WITH SANITARY SEWERS SERVED OR WHICH MAY BE SERVED BY SAID DISPOSAL SYSTEM; PROVIDING A PENALTY FOR THE FAILURE AND REFUSAL TO MAKE SUCH CONNECTION; AND PLEDGING THE NET REVENUES DERIVED FROM THE IMPOSITION OF SUCH RATES, FEES AND CHARGES AS ADDI­TIONAL SECURITY FOR THE PAYMENT OF THE IAS VEGAS SEWAGE DISPOSAL PLANT BONDS, SERIES OF MAY 1, 1948," AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title to the Board and referred to a committee composed of Com­missioners Clark and Whipple for report. PROPOSE LAND USE Commissioners Baskin and Clark, committee for report on the proposed land use ordinance ORDINANCE asked for additional time before reporting. LIQUOR APPLICATION Commissioner Whipple moved that the motion heretofore made on October 22, 191:8 granting a retail package liquor license for the fourth quarter of 1948 to L. Wayne Stewart and Cecil L. lynch dba Western Liquor Store at 511 E. Charleston be rescinded for the fol- lowing reasons: 1. The location does not meet with the approval of the Board. 2. Objections of residents in that district. 3. Because there are deed restrictions for the sale of liquor at that location. 4. There has been no showing that there is a liquor store license available at this time. Motion seconded by Commissioner Clark and carried by the following vote: Commissioners Baskin, Clark, Moore, Whipple and His Honor voting aye; noes, none. There being no further business to come before the meeting at this time Commissioner Clark moved that this meeting adjourn.
