> 4^ Mr. Strong of Messrs, check into #2 July 2, 1942 a period of time. With the present improved business conditions they are reaping the advantage of vacancies which they previously paid for. (b) While it is true that living costs have increased over the depression in Las Vegas, as it has at other.points, our water rates are considered fair and equitable and I do not desire to cause a public hearing on our rate structure. (c) I have discussed with the Commission the quest ion of why hotels were omitted from the vacancy allowance in the schedule, but they can give me no information on the subject Inasmuch as the personnel of the Commission has changed since this schedule was adopted. Probably their reason was, as I outlined above, that the base rate for hotels was much lower than that for auto courts. (d) The auto court owners are entirely willing to produce reasons for vacancy allowances. My thought in recommending a 2<yf0 arbitrary vacancy allowance is that it is impracticable to make a count of the vacancies in each auto court each month and, by establishing a rate that is the same each month it would tend toward uniformity in our accounts and satisfaction on the part of the consumer.„ I shall be glad to meet with the representatives Wipprecht and Hulsizer in Las Vegas, and further the question of vacancy allowances. CC- Mr. 0. F. Ashby Mr. R. Wipprecht
