Los Angeles, California Bear Larry; I enclose copy of letter I wrote Mr. Ray Marks who looks after legislative matters for the three railroads in Nevada and think you al^ht be interested In the bill re­ferred to In the letter. You are# of course, familiar with the original act creating the Las Vegas Valley Mater District. Under that act, the Board of Directors were authorized to issue such bonds as were necessary to finance the district# the act specifically providing that the bonds should be self-liquidating both as to principal payment, amortization and interest* Nevada Senate Bill 185 now proposes that these bonds become a lien upon all of the property In the district and what is of vital Interest to all property owners in th4 district, the proposed bill provides that any taxes levied in the district shall first be used to take care of the operational expenses of the district and the re­payment of the bonds and interest, and if such taxes plus other taxes levied shall exceed the constitutional tax limit the o b lig a t io n s of the district shall fee first met irre-gpeotlve of the fact that such obligations might be of such magnitude that there would be a serious depletion of tax money for other county functions. Since you are not only a large taxpayer In the county but are Interested in county improvements which may be made by taxes, I felt you would be extremely Interested in this bill.
