    STATE OF THE CAMPUS ADDRESS Good evening, Ladies and Gentlemen. Tonight I have the pleasure of delivering my Spring Semester Campus Address. Tonight's speech will be contained within three main areas of topic which I will present tonight to the CSUN Senate. A partner with the administration and as an active player in the direction of the university, there has been three objectives that have been the driving force of CSUN within the last year and should become a reoccurring theme, in CSUN Student Government. These themes are: Becoming More Student Focused, Provide a Service-Oriented, Responsive, Accountable Leadership, and Communicate and Collaborate More Effectively Internally Becoming More Student Focused. All members of the student government will focus on and be committed to the undergraduate student needs and development; they will place these students at the center of what they do and how they think, thereby creating a true collegiate community within which student government can assist in creating a positive collegiate experience. Provide a Service-Oriented, Responsive, Accountable Leadership Student Government will abide by its administrative operations and structures that further C SUN's goals and provide service-oriented, responsive interactions in support of the undergraduate student's campus experience. Communicate and Collaborate More Effectively Internally Student Government will develop effective internal communication strategies and collaborative endeavors within its different branches of operation, in order to best serve the needs of its undergraduate population. These three objectives are inline with the University's Mission of becoming more student centered and therefore, CSUN needs to become student focused, as we are selves are students. From these three objectives, there arises three characteristics that should be the guiding force in CSUN Student Government Internal Operations. These three characteristics are accessibility, attitude, and accountability. Accessibility .1 Accessibility is the first in building a strong line of internal communication. By / providing access to one another in CSUN and to our constituents, then we can better serve our students. It is important tfygjt we are there to support one another and work as a team. Attitude As a department that is designed to work with students, it is important to remember the CSUN motto, "Students Serving Students." Remember, the people that you are dealing with is the reason why CSUN exists. Their fees allow us to operate. No student is ever a problem and should never be treated with disrespect. If a student takes the initiative to come to CSUN for a service, that it is our job to provide that service with a positive attitude. The Student is the most important person in CSUN. Accountability: Each position exists for a reason. Everyone here is important and the job that they do effects the entire operation of CSUN. No task is a waste and no idea is dull-witted. It is important for each of us to remember that we count on each other to work on projects and to provide input on group activities. CSUN is not about one person, its about what we as a group can accomplish for our fellow students. Therefore, I challenge everyone to transmit to those leaders who may follow after us, with higher standards, more dedication, and motivation then it given to us by our previous student leaders and to set the standard that lays before us higher for our future students, whom will work in these office, this place of learning, this place of student representation. SENATE PRESIDENT DAVY said that the preschool had a grant from the UNLV foundation, but the funds have been redistributed. 20% is going to the hotel college. We need to do major changes now because of this. I asked DIRECTOR SYMLIE two weeks ago for flyers for the open senate seats, and he never made them up. That is why there is no advertisement around school. Please get word out. No OSI page in the rebel yell tonight. Limited debate on items c, d, e. no rehashing. Don't rehash new issues. Any questions? VL BOARD AND COMMITTEE REPORTS A. Senate Committee Reports SENATOR WOODSON stated that Bylaws is meeting next Monday at 5:30 pm upstairs. Williams, Zardnt, Fauske, Ling, Moradkhan, Powell, DiLorenzo, and Fleming are on this committee. We need to pass some bylaws. B. Faculty Senate/University Committee Reports SENATOR HOMAMPOUR stated that IFC met recently. He will bring the finalized schedule soon On April 9th, at 3:30 pm, at the Lied Athletic Complex, Dr. Harter will be there. Also, the academic list for UNLV student athletics will be released soon. C. Business Manager Report $39.30 Receipt Books for office $494.00 Canon Center for health survey $74.25 Sodexho Marriott for food $607.55 (Total) D. Directors' Reports Brooke Bohlke - Director of Nevada Student Affairs Brooke is working on health survey. She is actively calling professors. After she hears back from professors, she will be telling the Senate. Jennifer Hale - Director of CSUN Services Jen is still actively working on organizations getting recognized. There is an information session on Saturday at 1:00 pm. It is not mandatory for organizations to attend. It will different from previous years. Sean McClenahan - Director of Entertainment and Programming Not present. Senator Bowers gave report. We are not going to vote on item b tonight. Board decided to go with PNJ productions for Rebelpoolza. SENATOR ZARNDT- why did we go with PNJ as opposed to who we had last year. SENATOR BOWERS said that the committee voted on PNJ, and they were much more qualified. Jason Smylie - Director of Office of Student Information Not present. VPPT GREEN said he is making the flyers for the open senate seats and the OSI web page will be up shortly. He needs bios from senators. Holly Wainscott - Director of Elections Holly stated the elections packet is on the agenda tonight. There were some issues with posting. You currently have the revised packet. There has been an available, tentative packet for these rules, but there is a warning on the front. Packets are in Debra Fetting's office so they are limited. Filing ends February 14th. Using web sites during campaigning is up to the Senate. Holly passed out her proposal for campaigning and the web. VTL OLD BUSINESS There was no old business VIII. NEW BUSINESS A. PRO TEMPORE MORADKHAN move to nominate the following students; Carl Knauff, Diana Berry, Sabrina Sommer, Kyla Masenburng, Jessica Glicken, Steve Lockwood, seconded by SENATOR DUNNING. SENATOR ZARNDT asked where these students came from SENATE PRESIDENT DAVY said the advisory councils SENATOR DI LORENZO asked what their majors were Move into a vote on action item A (21-0-0) Item passes B. Action Item: Discussion/Approval of contract of PNJ in the amount of $65,000. As submitted by Senator Bowers; SENATE PRESIDENT DAVY ruled this out of order C. Action Item: Discussion/Approval of Spring 2001 Executive Board Elections. As submitted by Senate President Pro Tempore Moradkhan; SENATOR POWELL moved to approve, seconded by SENATOR BOWERS. SENATOR BOWERS asked whether it needed to say packet? PRO TEMPORE MORADKHAN moved to amend inserting after elections the word "packet" seconded by SENATOR MACDONALD. There was no discussion. Move into a vote on the amendment (21-0-0) Amendment Passes Discussion on item as a whole: SENATOR POWELL moved to insert DIRECTOR WAINSCOT'S proposal seconded by SENATOR DUNNING. " III. Campaigning F. Campaigning with a website is permitted with the following Constraints: 1. Website may only be up during official campaigning 2. Website may not contain any links to or from the site. 3. Web site will be monitored by elections board for appropriate content. 4. All material posted on a website must directly pertain to that candidate's campaign. 5. Any expenditures or donations made to design/obtain web site must be included with campaign expenditures. IX. Fines 17. Any candidate who uses e-mail to campaign to persons unknown to the candidate or violates web site regulations will be fined fifty percent (50%) of their initial filing fee, per offense" Discussion on item as a whole SENATOR DILORENZO asked what Item F. Line 2 meant SENATOR POWELL said to and from other web sites SENATOR HOMAMPOUR said if you visit a web site, you are taking the incentive to get information about that candidate. I have been emailing Presidents around the country, and getting information. The UNR campus allows web campaigning. The internet is a strong tool. Yield the floor to Phil Burns. Phil Burns believes UNLV is a commuter campus. It is his experience that the vast majority of the student utilize the web. We are creating better access to our students. I urge CSUN to help commuter students. To remove the web site, doesn't seem to be a wise decision. SENATOR SALSAA states that PRESIDENT MORADKHAN also talked to the UNR President. This proposal by Holly is similar to how they are doing it at Reno I have no problem with this. Yield the floor to PRESIDENT MORADKHAN. PRESIDENT MORADKHAN spoke to the President at UNR. They tired it out last year. The link available has to be the one listed on the flyer. SENATOR SALS AA this helps out because you cant talk to everyone during campaigning. SENATOR POWELL says he wants to increase the access to students. SENATOR FAUSKE is torn with this. We have to factor in that a lot of students are commuter students. Also, students do not have the same knowledge of computers. IT is an unfair advantage. With no computers during campaigning, candidates have to rely on their speaking skills. People might be able to win due to defaulting. You can trace copies and receipts. It will be hard to trace money and expenditures with computers. SENATOR BOWERS questioned the web site only being up during campaigning. Instead of candidates campaigning, they will be in the computer lab taking down his or her web site. SENATOR GEFFEN asked if the filing fee was a fifty percent increase. Yield the floor to Holly Wainscott WAINSCOTT said everything in the packet is amended from last week. SENATOR GEFFEN believes people are not afraid of losing fifty percent of their filing fees. Disqualification is better. People aren't afaird in losing their money. SENATOR ALTMAN said computers can cause problems and disadvantages. SENATOR DAYANI asked since flyers have to approved ahead of time, how are they web sites going to be approved. Yield the floor to Holly WAINSCOTT said the elections board will bee the address of all the sites. SENATOR DAYANI said they web sites will already be up then. SENATOR HOMAMPOUR said the web sties can be saved on to a desk, and then uploaded from there. You don't need to put it on the internet to show the elections board. SENATOR DUNNING yields the floor to PRESIDENT MORADKHAN. PRESIDENT MORADKHAN says that Reno allows web sites for more than the two days of campaigning, it's the whole two months. SENATOR DUNNING believes that taking down and putting up the web site isn't fair. People don't care if flyers are left up in the classroom. SENATOR WILLIAMS asked what official campaigning meant SENATE PRESIDENT DAVY said not just the election days, but the whole period. DAVY stated that the debate on the amendment is over. Move into a vote on the amendment: (10- 10-1) Oppose SENATORS WOODSON, MACDONALD, FAUSKE, DAYANI, GEFFEN, CHASIN, MARTINEZ, DUNNING, MORADKHAN ,HUGHES Abstain: SENATOR BOWERS SENATORS BOWERS said she voted no on the packet as a whole because we spent 10 minutes talking about the amendment. It had nothing to do with the Internet. SENATOR SALSAA wants to amend the amendment. Lets make it more specific. Like what web sits can be used (i.e., yahoo) SENATOR HOMAMPOUR voted no because people who are in graphic design can do a better job than those we aren't. SENATOR WILLIAMS states as time goes by, the future is relying on information. Those who have the information, have the power. Change is what will save everything. SENATE PRO TEMPORE MORADKHAN brought up the fact that a web site previously came to CSUN a while ago. We failed the item in the senate because of the possibility of students reaching into the web site. IF it happened with the fbi, it can happen to CSUN. Also, how do we rate the fair market value? SENATOR FAUSKE as time goes by, one thing remains the same, if you have an idea, do not wait until the last two days to present it. EF you want something , start early. Present it to Holly ahead of time so she can make the necessary steps. SENATOR DILORENZO says taking down a web site takes only minutes. You can print out what is on your web site, and the elections board can randomly go to those sits. SENATOR MARTINEZ says it is just as easy to put something on as to take it off. Items can be randomly put on the web sites. Things can be changed very easily. SENATOR AOKI believes that we should pass this. This is a heated topic. We need to pass it so the next senate can find the loopholes. SENATOR DUNNING asked do we have people watching to see if people take down flyers? This is the same thing. SENATOR MACDONALD if I want to make a new flyer, than I have to get that flyer approved? How does this work with the web sites? SENATOR BOWERS says make a new amendment or stop talking. Unless me have another amendment, we are arguing for nothing. Let's get to the packet as a whole. SENATOR DFLORENZO move to amend item F, section 3 by inserting" randomly" after content and striking "the site" for section 2 and inserting" other sites" seconded by SENATOR HOMAMPOUR. Move into a vote on the amendment (12-9-0) (SENATORS WOODSON, FAUSKE, MACDONALD, DAYANI, GEFFEN, CHASIN, MARTINEZ, BOWERS, AND MORADKHAN oppose) Motion carries Discussion on the item as a whole; SENATOR DAYANI said there is already SENATE PRESIDENT DAVY said it will Move into a vote (21-0-0) Motion passes SENATE PRESIDENT DAVY called a recess at 6:45 pm SENATE PRESIDENT DAVY calls the meeting back to order at 6:52 pm D. PUBLIC COMMENT {in accordance with N.R.S. 241.020 (2>(c)(3)} SENATOR HUGHES: I met with the dean. The theater and dance department is going great. A dance club is staring soon. SENATOR ZARNDT: Democracy worked tonight. SENATOR CHASIN: Met with her assisting dean. Passed our surveys. She will change her office hours. SENATOR DAYANI: Have a good week SENATOR HOMAMPOUR thinks that the 3F amendment is a good idea. Glad it was passed. Try something before you say you don't like it. Thanks again for passing it. SENATOR FLEMING: Met with the dean of her college tonight. There is a special job fair for liberal arts students. I will try to attend. It's at the Barrick Museum. SENATOR MACDONALD: pass SENATOR FAUSKE: Please respect the directors so they can look over items in enough time. SENATOR WOODSON went on a cultural leadership retreat. It was great You should check it out next year. It will make you a better leader. If you are confused, just ask. No one will get mad at you. Bylaws committee meeting is coming up. I'm glad that I can make a web site, but there are certain reasons why. Come and talk to me and ask me. I think more senators need to spend office hours together. Stephanie Davy Amv Snlrlann SENATE PRESIDENT CSUN ELECTION RULES Revised January 2001 I. FILING A. Each candidate must complete a filing form which may be obtained from the CSUN Student Government Offices located in the Moyer Student Union- Room 311 from 8:00 a.m. to 8:00 p.m. Monday through Friday. Packets must be returned between 8:00 a.m. and 5:00 p.m. Monday through Friday. B. Filing Deposit: 1. Each candidate shall at the time of filing pay a filing fee to CSUN. 2. The filing deposit amount shall be thirty dollars ($30.00) for Senate offices, and fifty dollars ($50.00) for Executive offices. 3. If a candidate is cited and deemed in violation of election rules, the Board may retain a portion of the filing fee for each infraction, but no more than the filing fee. 4. The filing fee, or portion not retained, shall be refunded to the candidate as soon as possible following the election. Candidates must file for their refund within 15 days following the election. C. A candidate meeting for the purpose of explaining election rules shall be held on the last day of filing. Candidates and/or proxies must attend. IL QUALIFICATIONS FOR CANDIDACY A. Qualifications for candidacy are set forth in the CSUN constitution in Article IV, Section C. (See attachment to packet) B. Each candidate will be required to sign a waiver giving the CSUN Business Manager access to his/her academic records to determine eligibility. m. CAMPAIGNING A. Candidates must abide by the Election Rules operating policy of the Elections Board overseeing the elections. Failure to do so will result in penalties discussed in the Election Rules. B. Official campaigning begins on the final day of filing for an elected position, following the required candidates meeting. The exact time will be provided by the election director at the required candidates' meeting. 1. Handbills, candy, and other handouts may only be distributed on the actual days of the election. C. Official campaigning includes, but is not limited to, the following: 1. Speaking to individual students, classes and organizations as an official candidate. 2. Distributing campaign materials. a. Campaign material is defined as anything with the candidate's name on it or which implies a certain candidate. D. Candidates are not allowed to post campaign materials on the UNLV campus, with the following exceptions: 1. Personal property as pertains to residence hall bulletin boards; 2. Personal property of supporters; 3. Kiosks and bulletin boards on campus. a. Each candidate is limited to one (1) flyer per bulletin board or kiosk. b. Flyers placed on bulletin boards and kiosks may be no larger than 81/2 by 11 inches in size. 4. All postings must be done in compliance with the rules set forth by that building. When in doubt, ASK!!! E. Candidates are not allowed to campaign or be sponsored by any private business outside of UNLV; 1. Examples: writing on the windows and/or posting campaign materials inside of a local business. 2. Writing on or painting or posting materials on car windows constitutes off-campus campaigning. F. No campaigning or campaign materials will be permitted within twenty-five (25) feet of a polling booth during election days. Any campaign material within twenty-five (25) feet will be removed by Election Board members. G. All yard signs (stakes) will only be allowed after 10:00 pm the night before the election and during the days of the election and may only be posted in designated areas, on the map given by director (must be in accordance with UNLV posting policies and procedures). 1. Yard signs may be no larger than 11 inches by 14 inches. Any campaign materials exceeding this limit will be considered a banner. 2. Signs must be taken down within 5 hours after the polls close on the second day of the election. H. Candidates shall submit samples of all campaign materials prior to distribution. Materials will be approved for both purpose and quantity. The material shall be kept on file until all election disputes have been settled. 1. Samples will be approved by the Elections Board Director or Election Board Members and at designated times only. 2. Any candidate who is sponsored by a campus organization (i.e. money or supplies given for campaign) must submit the material to be approved and cost accounted for. a. Endorsements (recognized by organization in a publication) are not included. 3. Samples of any material used must be submitted to the Elections Board. a. ie: candy, t-shirts, pencils, flowers, etc. I. All fines shall be assessed by majority vote of members present at Election Board meetings provided that a quorum is present. Quorum is defined as fifty percent plus one of the current membership of the board. 1. Candidates/Proxies have the right to speak in defense of violations at the meeting the fines are being assessed. 2. The Elections Board will notify Candidates/Proxies by phone, before fines are assessed. J. Notification Process: The Director or Board members will try to notify each candidate of their fines, one time by telephone (this includes leaving a message). Fines will also be posted in the CSUN Office, MSU 311. It is the candidates' responsibility to be aware of his/her fines and to appear at elections board meetings. K. All candidates must adhere to UNLV posting policies and procedures. IV. CAMPAIGN EXPENDITURES/LIMITATIONS A. Campaigns for any office shall be the subject to the following rules: 1. The candidate shall be limited in his/her expenditures (including monetary donation) on all leaflets, posters, raw materials, and any other advertising to the following: a. CSUN Senators: $200.00 b. CSUN Executive Board. $500.00 2. Receipts will be required for all goods and services purchased or donated: a. For all goods where receipts are unavailable (amateur, self-made, or non commercial items), all candidates are expected to turn in an approximation of the fair market value; it shall be indicated on the candidates spending and contributions statement, the final fair market value will be determined by the Election Board. It is the candidate's responsibility to ensure the market value is appropriate according to the Elections Board, to avoid any over spending. b. For any organized activity that promotes a candidate or ticket, or any organized activity that hinders another candidate or ticket, provided it does not violate Article IV, Article V and Article VIII of the CSUN Elections Rules. c. Any candidate's signs that are destroyed prior to the election may be replaced by the candidate without reduction from their budget, provided proper evidence is shown to the Elections Board that the signs were destroyed. 3. Candidates who share expenses must each turn in a matched copy of receipts divided equally. 4. Contributions shall be defined as any gift, money, professional service, or donation that a candidate may receive, or have received, on his behalf for the purpose of campaigning. The value of such contributions must reflect the fair market value and must be indicated on the candidates spending and contribution statement. 5. Any on campus events (i.e. organization BBQ, charity fundraiser, concert) that may be for the benefit of a candidate must be in compliance with all university regulations. 6. Applicable Nevada Statutes will govern contributions to candidates and their campaigns. Elections Board may set further limits. 7. Each candidate will be required to submit to the Elections Board one complete statement of all campaigning expenditures and contributions. These statements must be supported by receipts for all amounts; the statement shall include expenditures/contributions incurred by 7:00 p.m. on the second day of the primary elections for all candidates. These statements are to be updated and turned back in by 7:00 p.m. and on the second day of the general election for Executive Board. These statements must be submitted on the proper form to the Elections Board Director or Elections Board Member and must be time stamped at the time it is turned a. If at any time during the tenure of the elected officers it shall be proven that the officer submitted a false or misleading statement, it shall be deemed an impeachable offense. b. If it is determined that a candidate submitted a false or misleading statement, that person shall be brought before the Elections Board for disciplinary action. c. The candidate will ultimately be held responsible for their documents to be time stamped. d. If a candidate spends $0 .00, runs unopposed, or does not run in a primary election, an expenditure sheet must still be filled out and turned in by the designated time. This is for record purposes. Not turning the contribution and expenditure form will result in disqualification. V. CONDUCT OF CANDIDATES A. Candidates must attend all required candidate meetings scheduled by the Elections Board Director. 1. If a candidate is unable to attend a meeting, a proxy shall be designated by the candidate to attend the meeting. 2. A proxy form from the candidate authorizing the proxy shall be turned in during Roll Call at the Required Candidates Meeting. 3. The candidate is responsible for all the information at the meeting, even if a proxy attends the meeting in their place. B. All protests, challenges, and complaints must be submitted in written form to the Elections Board Director or an Election Board Member and time stamped at time submitted, within three (3) days after the alleged infraction. 1. All candidates will be notified by the Elections Board Director, by phone, if there is a complaint against them, and will be asked to attend the next scheduled Election Board meeting in their own defense. (See notification policy Section III. I) 2. All fines will be posted in MSU 311, following review by the Elections Board Director. C. All candidates are expected to conduct themselves in a manner which would best represent CSUN and UNLV during his/her campaign. 1. Questionable conduct by a candidate or his/ her supporters will be brought before the Elections Board and subject to disqualification. 2. Conduct unbecoming includes, but is not held to: a. threatening the Election Board Director, Election Board Members, other candidates, students, UNLV staff and representatives etc. b. any profanity or abuse toward any of the above people mentioned 3. No disturbing behavior towards the Election Board Director or Election Board Members will be toler
