CSUN SENATE MEETING 34-34 MONDAY, OCTOBER 11, 2004 MSU 201, 6:00PM I. CALL TO ORDER SENATE PRESIDENT AMES QUIT A called the meeting to order at 6:02pm II. SENATOR MACK 2nds 18-0-0 PASSES unanimously SENATOR CONWAY enters at 6:05 V. REPORTS A. Senate Committee Reports SENATOR CAZARES: Constitutional revisions meets next Monday at 5:00pm. SENATOR SOLDANO: bylaws met Saturday; will be on next agenda. SENATOR KRISTA DONNELLY: I heard there is an Amnesty day without fines. Either November 3rd or 11th. 1 B. Faculty Senate/University Committee Reports SENATOR MAYER: last week we had a meeting for the rec center project committee. We have a contract for .. .and rec ctr. It's coming along very nice, we had our first meeting last week for .. .athletic committee. C. Business Manager Report D. Directors' ReporSENATOR SANTIAGO i. CSUN Services: Ea Madrigal see attachment SENATOR ZANDER enters at 6:09pm quorum is at 20 SENATOR ESPINOZA: is there enough in your budget to give 500 to each organization? dir mad: it's different this yr. SENATOR JIMENEZ: how long will it take for them to receive money? DIRECTOR MADRIGAL: the funding part is not due until November 19th. They can apply 'til December 31st. By the time they actually receive their funding, we say usually about a month but it's usually about a month and a half for reimbursement. ii. Elections: iii. Entertainment and Programming: Aaron Arneson DIRECTOR ARNESON: oozeball went pretty well, I think. People have said it was the best one they've seen. Does anyone have questions regarding agenda item d, real quick? SENATE PRESIDENT AMESQUITA: out of order, right? DIRECTOR ARNESON: I think e-board approved for fall and spring. It's the second week it's been on the agenda. SENATOR ESPINOZA: are their any updates on Rebel Road trip? DIRECTOR ARNESON: no, as soon as rebel ruckus is over. I know there's an organization on campus doing a trip to Colorado. 2 SENATOR CAZARES: where is road trip to? DIRECTOR ARNESON: San Diego. iv. Nevada Student Affairs: Sherrelle Blood DIRECTOR BLOOD: Thursday was R.F.K. If anyone went, it was a very successful event. There were about 240 people there. 100 stayed after and got books signed. A lot of thank you notes. A good q and a session. Very educational. Only thing I'm working on is Michael Moore which will be Friday, hopefully. If you have any questions, maybe you can address them now. I went and saw Ernest Philips, publications director for university. SENATOR CAZARES: how is it going to be structured? DIRECTOR BLOOD: not really a forum. A monologue, interaction with audience, few surprise guests, letters from soldiers in Iraq, ... SENATOR MAYER: I have a few q's. The money is all coming out of at least three different accounts? DIRECTOR BLOOD: it'll come primarily out of my budget, some from E and P and hopefully some from senate discretionary. If we sell 5000 tickets, we get 20k back. If we sell 7, 8.. we get all our money back. I think he spoke at ASU and it was at 8. Most of his stuff has been at later times. It's already been on news 3, and 13. Fox 5 called on Friday before we even told anybody about this. I don't think we'll have a problem with getting the word out. If we make it right, we'll make our money back and have a successful event. SENATOR MACK: I also think having him is an awesome idea, but is it fair... there's been a lot of concerns, is there any way to have somebody from the other side come as well? DIRECTOR BLOOD: I heard Sean Hannidy.. .would come at a reduced price. I have e-mailed and sent a letter. Bush will be here on Thursday, even if it's not a CSUN event. SENATOR CRAWFORD: I think it's good to have balance. DIRECTOR BLOOD: first 1000 students are free. Everyone else will pay. If we have a huge showing, we can make more student tickets open. SENATOR CRAWFORD: .. .do they... to get tickets for free? 3 PRESIDENT SCHUCK: they're giving studens 1000 tickets from Thomas and Mack and we'll figure it out. SENATOR JIMENEZ: I thought that if it came from student fees, it should be free. DIRECTOR BLOOD: not necessarily. Most universities don't throw things for free. It's such a hefty price that we obviously can't do it for free. This is a huge lecture, and I would hope that we would get a 100 students out. It's a bigger game than we've ever brought. SENATOR HUERTA: do we get special tickets or anything? DIRECTOR BLOOD: we get 200 CSUN tickets. SENATOR TEMPLETON: just for the sake of Wednesday when we make a decision,... DIRECTOR BLOOD: price will be $35,500. PRESIDENT SCHUCK got it down from 20k to 12.5k. It's the Thomas and Mack that's expensive. SENATOR CRAWFORD: Have we got any departmens on campus, just to see... DIRECTOR BLOOD: we've talked to some outside groups, but we weren't able to get money. PRESIDENT SCHUCK: we didn't have enough time to DIRECTOR BLOOD: Tickets are 5, four to us, 1 to Thomas and Mack. If you guys could all come on Wednesday, I know some of you don't agree with him, but you do represent your students. If you support it and you pass it, it'll skyrocket CSUN, especially NSA. If you could show me whose going to be here. Everyone of you who raised your hands, please come. We're going forward with the advertising. I'm sending out a press release tonight. PRESIDENT SCHUCK: here's the deal. The attorney general's office, I've been on the phone with all morning. An hour ago they said we can't do emergency tonight or they'll criminally charge me. Wednesday is the soonest we can do it. But if we wait 'til thursday, we lose Thomas and Mack, advertising time. So if you said you're going to be here, and you're not, we're all ( going to look real bad. 4 DIRECTOR BLOOD: I trust you guys to be here as senators and because this is a public university. SENATOR MACK: out of curiosity, the earliest we can do this is Wednesday? PRESIDENT SCHUCKcan we video conference them in? SENATE PRESIDENT AMESQUITA: I don't think we have the technologies in the union. To my knowledge there's nothing that says they have to be present. DIRECTOR BLOOD: maybe if you tell your constituents what you want. SENATOR CAZARES: do you need help setting up anything? DIRECTOR BLOOD: I've never worked with Thomas and Mack, so yeah.. I need all the help I can get. PRESIDENT SCHUCK: I'll wait until public comment and if you're feelings f are still the same, I'll call Thomas and Mack. DIRECTOR BLOOD: if you vote no, it's going to look very bad because it's gong to be publicized everywhere. All over Vegas. SENATOR MACK: there's a rumor that the president is coming to Thomas and Mack on Thursday. DIRECTOR BLOOD: yeah. Thursday morning. SENATOR KRISTA DONNELLY: what time is he coming on Thursday? TOM STUDDERT: 8am. Tickets are available through republican... v. Office of Student Information: Michelle Bourdet see attachment DIRECTOR BOURDET: if any of you are registered on UNLV website, I will change your name... SENATOR JIMENEZ: I thought you did a great job. Henry was doing a lot of stuff. ( 5 vi. Publications: Michele Muscato ASSISTANT DIRECTOR CASADA: we did a photo session for Vagus Nerve add campaign. Is it possible to switch to another service? DIRECTOR WISTISEN: they're willing to work with us, but they haven't got the check from UNLV yet. SENATOR ESPINOZA: this is CSUN paying them for the second server? BUSINESS MANAGER HILL: last I checked everything was fine. SENATOR ESPINOZA: maybe we should cancel the check and do another one. SENATOR SANTIAGO: have you had any events yet this semester? DIRECTOR WISTISEN: just Dining Commons karaoke. We're looking into a barbecue. viii. Marketing: Manuel Cabral see attachment SENATOR MAYER: you're doing an absoloutely outsanding job. Huge turnout for R.F.K. It was probably directly related to the marketing. SENATOR SANTIAGO: how many of those posters did you make? DIRECTOR CABRAL: 4 big, 500 11x17. SENATOR BOWERS: how much do those big ones run? DIRECTOR CABRAL: 320 for 4. We've spent nearly $800 on marketing already. SENATOR BOWERS: where was it done at? DIRECTOR CABRAL: Kinko's. SENATOR CAZARES: so the printer we're getting would be really beneficial. 6 SENATOR ESPINOZA: question n press release packets? DIRECTOR CABRAL: they're already put out. It's well written, it's going out either tonight or tomorrow morning. Pretty much any medium of communication. SENATOR ESPINOZA: so we're advertising it, would we have to send another press release and cancel it? DIRECTOR CABRAL: yeah. SENATE PRESIDENT AMESQUITA: he had these big things for R.F.K. and they were so impressed, R.F.K. wanted one, the company that came with him wanted one, too because they were so impressed with his work. E. Liaison Reports i. Greek Advisory ii. Multicultural Student Affairs THOMAS STUDDERT: Congratulations to DIRECTOR BLOOD. Regardless of our political affiliation it's nice to see students working at this magnitude. The biggest update is it's homecoming week. Tonight is opening ceremonies at Club 7. Be sure that if you're coming you bring your rebel card. Variety show on Thursday. We need a lot of students at the variety show. We are working on attempting to do some trams to ruckus. Parade is on Friday at 5:00. I appreciate you guys working with our offices as well as... tailgate and game on Saturday. October 18 is disability dinner where students can experience what it's like to live with a disability at 6:00. You can sign up at info desk. Impact assessment... I would like to recommend a cosga.tamu.edu conference. It's the leading student government conference in the nation. I'd like to propose, that you do some research. I'd like to take one e-board, one director, and one senator with me. So if you're interested in going.. .it's in February. Registration doesn't open until the end of October. SENATE PRESIDENT AMESQUITA: unfortunately, the 18th is Monday, we have a meeting. iii. Residence Hall Association SENATE PRESIDENT AMESQUITA: they're having a ucc in warner, Wednesday night. It's a guess whose straight, gay, bi, they ask q's and you guess at the end what you think their preference is. At 7:30. 7 iv. Student Athletics SENATOR MAYER: I went to the BYU game. We won. BYU wasn't too happy. Next meeting is at the end of the month. I'll come to the senate meetings and talk about it once a month. v. Student Health Advisory Committee SENATE PRESIDENT AMESQUITA: same as last time. Dermatology on Tuesday, Wednesday, Thursday. Free H.I.V. testing on Thursday. Flu shots not happening. Unsanitary issue nationwide. If it does come here, it'll be on a priority basis, elderly and children. vi. ROTC SARGEANT DENISE RAMOS: nothing major this week. We cancelled.. .this morning. Wednesday we'll do a pt test. Wednesday afternoon, basic rifle.. .class in front of base. 10k road march on Friday at Redrock. vii. Leadership Advisory Board SENATE PRESIDENT AMESQUITA: meeting on Thursday. It's supposed to be a CSUN representative. That person typically has to attend leadershape. F. Rebel Yell Report VI. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT GOATZ: elections went pretty smoothly. There have been minimal complaints. We're evaluating what went right and wrong. That's about it. SENATOR MACK: Peter, with the elections and the internet, what were your true thoughts? VICE PRESIDENT GOATZ: I thought it was awesome. We gave the students so much time to vote. Definitely some bugs we need to work on. If the people running for office didn't do their job in getting out the vote, the students have the opportunity to put their biographies on line. SENATOR MACK: the problem was that the computers were going on and off and people in the hotel college told us we should be ashamed of ourselves. VICE PRESIDENT GOATZ: definitely the university.. .now we realize we need to buy the equipment, which DIRECTOR BOURDET has already started. 8 SENATOR MAYER: this is the question that everyone's been asked. Do you know who voted off campus? VICE PRESIDENT GOATZ: there's no way to know. I know people came up to me and said, "Hey I voted form home." SENATOR JIMENEZ: you don't know.. .were there more last year than this year? VICE PRESIDENT GOATZ: I don't know. I'm almost positive last year's turnout was way higher. SENATOR JIMENEZ: the business college kind of surprised me. The other thing was the paper ballots. The only place we could do that was upstairs, right? Who was in charge of the paper ballots? VICE PRESIDENT GOATZ: when we figured out what the problem was , we'd give them a paper ballot. Four out of every 100 students, we had this problem that we discovered. SENATOR CRAWFORD: can you give us the ...? Are you going to buy the cables. SENATOR BOWERS: what kind of promotions do you guys do? VICE PRESIDENT GOATZ: we did it on-line. SENATOR TEMPLETON: you're doing this for homecoming, too, right? VICE PRESIDENT GOATZ: yes. There's only one polling location. SENATOR TEMPLETON: that was good, the paper ballots. I held my seat by 5 votes. SENATOR ESPINOZA: with the popups, is there anway we can get in touch with O.S.I, and technology so...? Not a lot of students go to unlvcsun. VICE PRESIDENT GOATZ: with huge events, not little things. It's definitely possible. PRESIDENT SCHUCK: when you click on internet explorer, that page was connected to the popup. SENATOR CAZARES: did the popups work in the engineering building? VICE PRESIDENT GOATZ: probably not. PRESIDENT SCHUCK: what's the homepage go to? 9 SENATOR CAZARES: the college website. SENATOR MACK: Henry and Goatz you did an awesome job. I did get awesome feedback from a lot of people. SENATOR SANTIAGO: for homecoming you can only vote in one place? VICE PRESIDENT GOATZ: yes. you can vote in a computer lab, but there's only one polling location. PRESIDENT: I just sent out the email to Joe Santiago at Thomas and Mack. Tickets are going 5 dollars each. You cannot call in to unlvtickets and you can't pick up at their outlets. You can printout on compter or on campus. We secured all 200 seats for anyone in this room who wants those seats. Talk to me or Manuel, also for administrators, etc. every single problem we had could have been fixed if we knew going into it. Ultimately I really don't think anyone was disenfranchised. There were a million places where people could vote on campus. I thought it was a big bonus for us. The scanner system that SENATOR MAYER looked into they're checking for bottles and cans. Now thye're looking early on. I'll be checking out the system Friday night so we don't have problems on Saturday. Make sure you're here on Wednesday. SENATOR CRAWFORD: printout ticketsSENATOR SANTIAGO at unlvtickets? PRESIDENT SCHUCK: there will be a pop up window at unlvtickets.com. They'll take a dollar off every ticket. SENATE PRESIDENT AMESQUITA: once again, in case you haven't realiazed, voting on unlv will never be the same again. There will never be a candidate who doesn't put vote at unlvcsun.com. If you haven't realized, last year, you could only vote for 20 hours. This year you could vote for 30 hours consecutively. In spite of up and downs, people could still walk over to any computer lab, and still have access. Hopefully we will be able to have more foresight and work out problems. National disability month. As well as today is national coming out day. Rebel variety show, reminder. I'm the last act. It's 5:30 to 7:30. We did pay 5k to cosponsor this event, so please be there. Following that is rebel ruckus. Kind of what SENATOR CAZARES said earlier, we were really stretched on Thursday with the R.F.K. If we had more help, it wouldn't have been that bad. We had manuel, Sherrelle, and Michelle. It's a collective effort. I would definitely ask that you come and see what you can do this week. Senator applications for nursing and science are due October 28th by 5 o'clock. New applications are up online, also, tenetative plan for those returning, retreat is planned for October 24th most likely during the day. Make arrangements to be there. SENATOR CRAWFORD: what day will senate be voting on senators? SENATE PRESIDENT AMESQUITA: they have to vote on open seas. Have to break the tie first in urban affairs. 35th senate will break tie after inauguration, then 3 new seats. I will probably invite the people who tied to the retreat. I'll think about that. SENATOR CONWAY: it makes sense to invite both of them so we can feel them out and get a vote on them. SENATE PRESIDENT AMESQUITA: it will be in town. Since I paid for the last one, this one I'm looking to a house rented out on Eastern and Serene. They probably should know. I'll be invitig the senators to come to meetings. I'm very much encouraging them to come to the meetings. VII. PUBLIC COMMENT DERREK ...: I'm from Holland. I came down here to work on the Kerry Edwards campaign. I came here and I thought in Holland we have two groups who go to polls. Seniors and students. It's 31% of people age 25.. .go to polls. As a representative of the Kerry campaign, I'm just here to call upon all of you go get out the vote whether you are a republican or a democrat. I'm especially here to talk about student outreach which goes through you. you're our window through everyone else. We are trying to improve that by speaking to you. You are a large role in getting out the vote. There are locations all over town where you can vote. It's not restricted, so go out and vote. When you talk to people and talk to your friends, go out and vote. Were trying to get a group together to get people to drive to the voting sites. We need volunteers. We need people to fill up phone banks, etc. We have different locations. Wednesday we have a debate.. .Timbers on west Tropicana. Senator Kerry will be here Thursday morning. It shows that this state is really important. It's a swing state. CHRIS KARISMA: I was the student body president at Berkeley ... People can keep other's attention for about 30 seconds. Congratulations, I know your terms are almost up. You have a republican bringing Michael Moore to campus. What we want to do is get all the students to vote. If we can put together these students to vote, that'd be really special to me. Fred, what would you do with 4k? SENATOR SANTIAGO, what would you do with 4k? When I first started working for Kerry, Kerry has a plan to give every family who has a student to make a college education more affordable. A 4k tax credit to every student in a public university. Before I go back to d.c., I'm going to try and put together... SENATOR MACK: I respect your enthusiasm, .. .Bush... Vegas Thornton: couple things, .. .the faculty is a good resource, they have something called.. .so teachers remind students about elections. I spoke with Chris Karr from republican.. .to speak. The Bush daughters are available but it wouldn't be available until.. .November. Tickets for Bush event are available on rnc.gov website. Something you might want to think about. It's about 200 a month. It connects you directly to national press. 11 PRESIDENT SCHUCK: I totally stole that chris guy's stuff during campaigning and I just wanted to tell him while he was here. VIII. UNFINISHED BUSINESS A. Action Item: Approval of an amount not to exceed $5,000 for Rebel Card Swipers for tailgates and Rebel Ruckus. Costste to be encumbered from the CSUN 2702 FY 05 Reserves account. As submitted by Senator Sumner. Ruled OUT OF ORDER. B. Action Item: Approval of one (1) CSUN member to serve as the Election Director for a term ending April 30, 2005. As submitted by Senate President Pro-Tempore Cianci on behalf of the Executive Board. SENATOR MULLINAX: move to postpone until 34-36 SENATOR FRIEDLIEB 2nds PRESIDENT SCHUCK: we'll open back up. SENATOR DEARMAS: as far as Chris Ho, I don't know your sentiments, if we recommend a name, is that something you don't want to get into now? SENATE PRESIDENT AMESQUITA: you can recommend to e-board. It's not something we want to get into right now. PRESIDENT SCHUCK: michelle bourdet spent 14 hour days here during elections and she really did the elections director's job so we're going to try and compensate her for that.. .look on agenda. 18-0-0 without SENATOR KRISTA DONNELLY, SENATOR MAYER C. Action Item: Approval of Senate Bill 34-37, which proposes changes to Statute 204.00, the Fair Shake Act. As submitted by Senator Crawford, Senator Huerta, and Senator Templeton. Action Item: Approval of a 6 credit fee waiver to be paid to the Assistant Director of Entertainment & Programming for the Spring semester of 2005. Costs to be encumbered from the CSUN 2702 FY 05 Entertainment and Programming (Discretionary) account. As submitted by Senator Corpuz on behalf of Director Arneson. SENATOR MULLINAX: move to approve SENATOR KRISTA DONNELLY 2nds 20-0-0 PASSES unanimously E. Action Item: Approval of Nicholas Gianopoulos to serve as the Assistant Director of the Office of Student Information for the term ending April 30, 2005. As submitted by Senate President Pro-tempore Cianci on behalf of Director Bourdet. SENATOR ZANDER moves to approve SENATOR ESPINOZA 2nds SENATOR CONWAY: it's the same guy that's been helping the whole time? SENATE PRESIDENT AMESQUITA: yeah. VICE PRESIDENT GOATZ: Dave can't find his grade verification form. SENATOR KRISTA DONNELLY: move to amend the item by inserting after 2005, "pending grade verification." SENATOR TEMPLETON 2nds SENATOR MULLINAX: we can't give the person money if he doesn't make the grades anyway, so why do we have to put that? What's the point of putting it? VICE PRESIDENT GOATZ: we have to know if he's eligible to hold the position to begin with. SENATOR CONWAY, SENATOR JIMENEZ oppose SENATOR CAZARES abstains 16-2-1 amendment PASSES SENATOR TEMPLETON, SENATOR CONWAY, SENATOR FRIEDLIEB oppose SENATOR JIMENSENATOR ZANDER, SENATOR CAZARES, SENATOR HUERTA, SENATOR SANTIAGO abstain 13 13-3-4 item PASSES NEW BUSINESS A. Action Item: Approval of an amount not to exceed $1500.00 to be approved for the airfare and lodging of Henry Schuck and Loren Mack for attendance at the Board of Regents meeting in Reno, Nevada on October 13 -15, 2004. As sumitted by Senate President Pro-Tempore Cianci on behalf of Student Body President Schuck. SENATOR JIMENEA: Move to approve SENATOR KRISTA DONNELLY 2nds SENATOR CAZARES: move to amend striking and Loren Mack. SENATOR JIMENEZ 2nds SENATOR JIMENEZ: if he doesn't want to go, I'll go so I'm wonderingif I could put my name on it. 20-0-0 motion PASSES unanimously. SENATOR CONWAY: motion to amend by inserting Henry Jimenez after Schuck. SENATOR MACK 2nds VICE PRESIDENT GOATZ: Schuck's going for a day and you're totally increasing the cost by sending him. SENATOR JIMENEZ: I told Henry I wanted to go to the one in Vegas, but I figure if Mack doesn't want to go, I want to go because I plan to be in that position one day. PRESIDENT SCHUCK: I'm there for a day and I'm coming back for ruckus. It's half the day, really. I was going to skip this meeting completely. The only reason I'm going is for the shuttle and textbooks. SENATOR CAZARES: why was Loren Mack on this agenda? SENATOR MACK: because I was going to go. Henry explained it'd only be for a short period of time. SENATOR CONWAY and SENATOR MACK withdraw motion for amendment. 14 IX. SENATOR HUERTA: so the issue is that we don't want to pay for two people. I think SENATOR JIMENEZ should go. We already have it on the agenda for two people. SENATOR JIMENEZ wants to be the student body president one day. SENATOR FRIEDLIEB: how does it read as of right now? SENATE PRESIDENT AMES QUIT A reads SENATOR FRIED LIEB: no point in sending more people than needed. DIRECTOR BLOOD: I just wanted to tell you guys, that's the reason I don't go the the Board of Regents anymore. It's such a small part and you uys paid so much student funds to go. It's totally cool to go and learn, it's literally like boring. SENATOR CORPUZ leaves early at 7:00pm 16-2-0 SENATOR BOWERS and SENATOR HUERTA oppose PASSES without SENATOR MAYER B.
