ANNOUNCEMENTS STATE OF THE SENATE ADDRESS given by SENATE PRESIDENT ROMERO "Senators, ladies, gentlemen and guests Welcome to this our 2nd meeting of the Student Senate of UNLV for this the 25th Session. Senators, you have a duty. A duty not Senate Minutes 25-02 Monday, November 14, 1994 page 2 to do everything or nothing, but to do what you are charged with via Constitutional Authority. Of all the responsibilities expected, the most important is one word, just one word. 'STUDENTS'. Advocate, protect and motivate your fellow peers. A lot goes on here at UNLV and you must become aware of issues surrounding campus and student life. The knowledge and relationship you will gain from your experience as a Student Senator will hopefully help you on your educational journey. I know you will learn a lot, not only of politics, but also of policy and procedure. But remember politics can be fun. For those new Senators, I say this: ASK. Ask questions about what you don't understand, there are some great people who are your peers as Senators and those who are in the office who can be of great resources. You will get a lot of questions from fellow students about our spending, and that's okay, because we are spending their money, but remember in making decisions someone has to say "yes" and someone has to say "no". Some people will be happy and some people will be disappointed. Your job is to make that decision and be responsible for it. Our Business is public and is open for scrutiny and at times that can be a headache because of the volume of work we do, but it comes with the territory. Thank you, a sincere thank you from the bottom of my heart for taking on this responsibility of serving students. Thank you for your time and service. We have a lot to do tonight, so I wont detain you much longer. Just remember a quote from a great Previous Senate President "Lets work as a team, lets work together and make this an awesome experience, for you and for the students. Thank you, and Good Evening. STUDENT BODY PRESIDENT BOIXO announced that this week was a big one, the football game against Reno on Saturday; she went to a ticket distribution meeting and was able to get good seats for the students and organizations; she hasn't gotten much response from anyone about the yearbook or the library; thanks to all the Senators who came to talk to her about the bills. V. BOARD AND COMMITTEE REPORTS A. DIRECTORS REPORTS a. Elections, DIRECTOR MANGUAL - no report, if anyone needs to get hold of him just leave a note with the receptionist, he will be in to get messages regularly. b. Entertainment & Programming, DIRECTOR REEVES - report given by Nadia Akhavan - when they get to item K they don't need to take action because it has been absorbed into L but L will need to be amended up to $300.00. c. Nevada Student Affairs, DIRECTOR JOHANNSSON - tomorrow NSA will be having a meeting to revise the Operating Policy; she needs to work on a computer so she will be working at home this week if anyone needs her. d. Office of Student Information, DIRECTOR WALLACE - absent e. Organization Board, DIRECTOR PHILLIPS - at 4:00p.m. tomorrow Senate Minutes 25-02 Monday, November 14, 1994 page 3 she will be having the basketball lottery, they will be swiping ID's; think about being on the Ways & Means committee. f. Student Services, DIRECTOR GREENHALGH - only has three boxes of blue books left, he has ordered more but if they don't get here in time they will try to have an alternate plan. g. Yearbook, EDITOR HAGEN - has formed a committee, and has been talking to the different schools on campus to get ideas for their schools; President Boixo is working on getting them space for the yearbook. Point of Personal Privilege by SENATOR FOX. B. BUSINESS MANAGEMENT REPORTS a. Consolidated Student Business Manager - will report at end of the meeting. b. KUNV 91.5 FM - Don Fuller - looking forward to working with the new Senate; KUNV has been going at 100%; will be covering some of the basketball games; hoping that the grants will take the burden off the Senate. c. Residential Hall Liaison - Dave Wiener - a group students from the dorms went to the Washington State University Conference to improve leadership skills. VL UNFINISHED BUSINESS A. Override of Presidential veto issued October 26, 1994 by the Student Body President Boixo of (per veto notice) "Items G, H, I, J, under item VI of New Business on page 2 of CSUN Senate Agenda 24-36 (tabled at Senate Meeting 25-01 on Nov. 7, 1994); Motion to take item off the table by SENATOR SCHWARTZ, seconded by SENATOR LAXAGUE. SENATOR EISEN stated that they were vetoed as a whole and they should have been vetoed individually, this could be a misinterpretation of the veto procedure . PRESIDENT ROMERO stated that it would be sent to Judicial Council so that they could give a final decision on the issue. SENATOR SCHWARTZ stated that he believed that it should be passed now and then sent to the Judicial Council so that if it is found to be valid the paper work can be started. SENATOR MORROW yielded the floor to BUSINESS MANAGER CALLISON who stated that this would have to be approved by the Board of Regents because it would be f Senate Minutes 25-02 page 4 Monday, November 14, 1994 coming out of the Professional Salary account and it has already been budgeted for the year. SENATOR VOLKERT stated that the new Senate should be able to look over the bills more closely. SENATOR MORROW asked if these could be amended? PRESIDENT ROMERO stated that they could not. SENATOR SCHWARTZ stated that the bills can be rescinded once they are passed. SENATOR CAMPBELL stated that since there is not currently a bylaws committee one should be created and the bylaws sent back to it. SENATOR CARROL stated that this is a new Senate and that these matters should be expedited. SENATOR BLOCK arrives late at6:45p.m. SENATOR SCHWARTZ stated that if it was to be re-submitted this Senate Session would not receive any of the benefits because they cannot pass money for themselves. Move into a vote. Motion passes 12-4-1. SENATORS LAXAGUE, MORROW, CAMPBELL, and MCLAIN opposed. SENATOR EISEN abstained. Motion to move out of the order of the day to item B made by SENATOR VODRAZKA, seconded by SENATOR SCHWARTZ. Move into a vote. Motion passes 18-0-0. B. Approval of Organizations Board Funding Request for Rebel Ballroom Club to be encumbered out of the 2704 (Org) account; Motion to approve by SENATOR VODRAZKA, seconded by SENATOR BLOCK. Motion to override bylaw 15 by SENATOR BLOCK, seconded by SENATOR SCHWARTZ. Move into a vote. Motion passesl3-l-4. SENATOR WONG opposed. SENATORS CAMPBELL, MORROW, VOLKERT, and FAYYAD abstained. f Senate Minutes 25-02 page 5 Monday, November 14, 1994 SENATOR VODRAZKA yielded the floor to DIRECTOR PHILLIPS she explained that the paperwork was lost by the previous Director and that they have been trying to find out what has been going on since. Joyce Allen-Scott stated that this was strictly to reimburse the members that had to pay out of their own pockets when the funding didn't go through, they have gotten outside groups to help fund them for the coming events. Motion made by SENATOR SCHWARTZ to insert $500 after Rebel Ballroom Club, seconded by SENATOR QUALLS. Move into a vote. Motion passes 18-0-0. Move into a vote on amended item. Motion passes 17-1-0. SENATOR FAYYAD opposed. Motion to move Out of the Order of the Day to item G by SENATOR VODRAZKA, seconded by SENATOR RIVERA. ( Move into a vote. Motion passes 18-0-0. G. Approval of Organizations Board Funding Request for Rebel Christian Fellowship to be encumbered out of the 2704 (Org) account; Motion to approve by SENATOR MORROW, seconded by SENATOR QUALLS. SENATOR VODRAZKA yielded the floor to DIRECTOR PHILLIPS who stated that this group does this activity every year and are very prominent on campus and in the community. Motion to amend item to include $275.00 after Rebel Christian Fellowship made by SENATOR SCHWARTZ, seconded by SENATOR VODRAZKA. Move into a vote. Motion passes 18-0-0. Point of Personal Privilege by SENATOR TOLBERT at 7:00p.m. Move into a vote on amended item. Motion passes 17-0-0. SENATOR RIVERA yielded the floor to Susan Thompson who spoke to the Senate to ask for their support for this program to internationalize UNLV. SENATOR CARROL leaves the room. Move into a vote. Motion passes 15-0-1. SENATOR PIDA abstained. C. Approval of Organizations Board Funding Request for Delta Zeta to be encumbered out of the 2704 (Org) account; Motion to approve made by SENATOR SCHWARTZ, seconded by SENATOR LAXAGUE Motion to amend the item to include $400.00 after Delta Zeta made by SENATOR BLOCK, seconded by SENATOR QUALLS. Move into a vote. Motion passes 15-1-0. SENATOR ZUREK opposed. Move into a vote on amended item. Motion passes 12-4-0. SENATORS QUALLS, EISEN, CABAN, and ZUREK opposed. D. Approval of Organizations Board Funding Request for Student Nurses Association to be encumbered out of the 2704 (Org) account; Motion to approve made by SENATOR CAMPBELL, seconded by SENATOR RIVERA. Motion to amend item to include $500.00 after Student Nurses Association made by SENATOR SCHWARTZ, seconded by SENATOR CAMPBELL. Move into a vote. Motion passes 16-0-0. SENATOR RIVERA yielded the floor to Karen Paige who explained the fundraiser. Move into a vote on the amended item. Motion passes 16-0-0. Approval of Organizations Funding Request for Tau Beta Lambda (Tau Beta Pi) to be encumbered out of the 2704 (Org) account; Motion to approve made by SENATOR VODRAZKA, seconded by SENATOR BLOCK. Motion to amend the item to include $250.00 after (Tau Beta Pi) made by SENATOR SCHWARTZ, seconded by SENATOR CAMPBELL. Move into a vote. Motion passes 17-0-0. SENATOR VODRAZKA stated that they were just recognized nationally so they are going through a name change and wanted to make sure they were covered. Move into a vote on amended item. Motion passes 17-0-0. F. Approval of Organizations Board Funding Request for Phi Alpha Delta, Pre-Law Fraternity to be encumbered out of the 2704 (Org) account; Motion to approve by SENATOR MORROW, seconded by SENATOR RIVERA. Motion to include $$500.00 after Pre-Law Fraternity made by SENATOR SCHWARTZ, seconded by SENATOR CAMPBELL. Move into a vote. Motion passes 15-1-1. SENATOR CAB AN opposed. SENATOR QUALLS abstained. H. Approval of entertainment/sound system vendor contract(s)/monies in an amount not to exceed $2,000.00 of the "Naildrivers" entertainment Performance/production to be held on Friday, November 18th, 1994 at 10:30a.m. to be encumbered out of the 2705 (E&P) account; Motion to approve made by SENATOR CARROL, seconded by SENATOR RIVERA. Motion to amend to delete the hand written portion under part 7 that states to see attached made by SENATOR CABAN, seconded by SENATOR SCHWARTZ. Move into a vote. Motion passes 15-0-2. SENATOR LAXAGUE, and CAMPBELL abstained. Senate Minutes 25-02 page 8 Monday, November 14, 1994 SENATOR CAMPBELL yielded the floor to DIRECTOR CALLISON who stated that she could not do the deposit that they are asking for so if the Senate approves it the contract will be sent back with the revisions that they will be paid in one check. Motion to delete the rest of the handwritten portions made by SENATOR CAB AN, seconded by SENATOR SCHWARTZ. Move into a vote. Motion passes 16-0-1. SENATOR CAMPBELL abstained. Move into a vote on the amended contract motion. Motion passes 13-0-3. SENATOR WONG, BLOCK, and CAMPBELL abstained. I. SENATOR CAMPBELL stated that for clarification item M is for item L. Move into a vote. Motion passes 17-0-0. Point of Personal Privilege by SENATOR MORROW at 7:30p.m. FLOOR IS YIELDED TO BUSINESS MANAGER CALLISON WHO GAVE AN ENTIRE FINANCIAL BREAK-DOWN TO DATE: REFER TO TAPE FOR EXACT BREAK-DOWN. Point of Personal Privilege by SENATOR BLOCK at 7:45p.m. Vm. OPEN DISCUSSION SENATOR VOLKERT-Senate needs to get a handle on items so that there are not continual amendments. SENATOR CAMPBELL-she got the impression that the costumes were being supplied by someone else, there needs to be more communication from the Directors. SENATOR EISEN would like to see the item about the bills go to the Judicial Council. SENATOR VODRAZKA stated that in the future the financial reports would be much shorter and on December 1st Tau Beta Lambda is having a blood drive. Senate Minutes 25-02 Monday, November 14, 1994 page 10 SENATOR PIDA stated that he was appalled that the Senate would approve a contract written in chicken scratch, the Directors are just like the Senators in that after their third unexcused absence they are removed from their position, they need to be here to give their reports to the Senate. SENATOR WONG Welcome to the new Senate Session. SENATOR SCHWARTZ he has not been getting his Faculty Senate Committee Meeting paperwork on time and he believes that it is the cause of someone within the Student Government office, he will be filing a Judicial Council case if he doesn't start getting his paperwork. SENATE PRESIDENT ROMERO anyone interested in being on the Rules & Ethics committee let him know; next week Committee Chairs will be chosen; apologizes for not having the amounts for the funding requests on the agenda; there will be a Parliamentary Procedure class preceding the next meeting.
