CSUN SENATE MEETING 34-10 MONDAY, FEBRUARY 23, 2004 MSU 201, 6PM CSUN SENATE PRESIDENT AMES QUIT A called the meeting to order at 6:04pm in the Moyer Student Union room 201. SENATE SECRETARY GOATZ called the roll. The following Senators were present: SENATOR CIANCI, SENATOR FLINNER, SENATOR CORPUZ, SENATOR SOLDANO, SENATOR MULLINAX, SENATOR THOMPSON, SENATOR HEEG, SENATOR CRAWFORD, SENATOR CAZARES, SENATOR DANESHFOROOZ, SENATOR DONNELLY, SENATOR MAYER, SENATOR SANTIAGO, SENATOR SUMNER, SENATOR FRIEDLIEB, SENATOR MACDONALD, SENATOR CONWAY, SENATOR JIMENEZ, SENATOR HOLMQUIST, SENATOR ESPINOZA, SENATOR LEE, SENATOR ZANDER, and SENATOR AUSTIN (arrived late at 6:06pm). Quorum was met with 23 Senators present. SENATE SECRETARY GOATZ was present. PLEDGE OF ALLIGANCE SENATOR AUSTIN enters at 6:06pm. APPROVAL OF MINUTES SENATOR CIANCI moved to approve minutes 34-07, 34-08, and 34-09 as published. SENATOR SUMNER seconded the motion. SENATOR MACDONALD moved to amend minutes 34-07 on page 15 by inserting, "member" in between "" and striking, "elections board director, elections board member". SENATOR FLINNER seconded the motion. Amendment PASSES UNANIMOUSLY 23-0-0. SENATOR FLINNER: The Chancellor's name is Nicholas. Minutes 34-07, 34-08, and 34-09 as amended, PASSES UNANIMOUSLY 23-0-0. EXECUTIVE BOARD ANNOUNCMENTS VICE PRESIDENT PRO TEMPORE BROWDER: Welcome to new Senators. Next week come dressed to take your picture. That goes for everyone who hasn't taken their picture as well. Your pictures have to go up. Dress up next week. I'm not going to make any exceptions after this. VICE PRESIDENT CHRISTIANSEN: I'm still taking applications for the Judicial Council. It closes Friday. Two seats are open. 1 PRESIDENT MORADKHAN: Legal services has been working very well. Please promote this to your students. Wednesday at 5pm and Thursday at 12pm if they want an appointment to make it with the business manager. The next Board of Regents meeting is on campus at the Desert Research Institute. It's all the student fees. We'd like to get some sweatshirts for the Senators. One of the biggest problems is that students don't know who or what we are. Career day is this Wednesday. You all are invited to the luncheon at the Si Redd room. I'm meeting with the controller about the tax structure for stipends. We need a revision to change the amount that we are bonded for. April 19 Dr. Fain will be coming to our Senate meeting to present the campus master plan. I've contacted the athletic director, but it's a little chaotic over there. Associate Provost Reese is coming to one of our meetings. I received a letter from the Chancellor stating that UCCSN has been changed to Nevada System of Higher Education (NSHE). In regards to the Rules and Ethics committee, I really think they should have a revision to the Bylaw so that due process is put in there as well as that a copy of the allegations will be given at that time. I'm on the Inter-athletic council and I received a box seat to tonight's game and I will be taking Jessica Adler with me. SENATE PRESIDENT PRO TEMPORE CIANCI: The new Senators, I think all of you have turned in your speeches to me and if you could stay after so I can get your contact information. Desks, keys have been distributed to the chairman's of the committees. If you could start achieve your minutes and agendas so we can build our archives. I handed out Statutes to everyone. Everyone should have them. SENATE PRESIDENT AMES QUIT A: New business action items B, C, and D have been withdrawn, and item F asked to table it. You all should've received two memos from me. One was about the agenda items for this meeting. We have looked to see what went wrong, we fixed it, and I will do my best not to let it happen again. The second is an FYI. The directors' area is sensitive. If you want any copies, common courtesy is to ask them for it. If you feel your not being accommodated please let me or the Vice- President know. The other part is that of the environment. I don't like it that the directors are being told to go to the other side to work. There's no reason for you to be over there. If they need the area to work you should move. Also, when I receive the grade verifications, f there's a discrepancy, we've worked with them. That's the process. If there's a problem with that let me know. REPORTS Senate Committee Reports SENATOR MULLINAX, RULES AND ETHICS CHAIRMAN: I need to see the Rules and Ethics committee so we can discuss a time to meet. The last meeting went well. PRESIDENT MORADKHAN: Can you report what happened? 2 SENATOR MULLINAX: The Rules and Ethics committee met concerning the Senators that failed to turn in their classroom speech form, and it was decided to put in the OSI page telling everyone that they failed on their job. We'd like to set a precedent that we will take action and there will be repercussions. There will be an agenda item next week. SENATOR CORPUZ, WAYS AND MEANS CHAIRMAN: Thanks to all my committee members. Thank you to SENATE PRESIDENT AMES QUIT A for the help with procedures, policies, and running my committee. Thank you to everyone who has encouraged me and thanked me because it has helped me do my job. Senate Ways and Means meeting 34-03 went rather well. MECHA issue was approved. If you want my opinions ask me on a personal level. We will have one more meeting for the last fall funding requests and in the coming weeks we will have a meeting for the spring requests and then later for the budget. Faculty Senate/University Committee Reports SENATOR DONNELLY: I sit on the search committee for the new college. It's called the B A of University Studies. We hope to have it filled by the end of spring, and it will be starting on July 1. I have the info about the requirements such as 124 credits with a 2.0-2.5 GPA. 40 uppers and a three-credit practicum. It's like two majors, but you only have to take 18 credits in each college. SENATOR MAYER: I'm on the planning committee for the MSU/SRC project. Believe it or not it's the funnest four hours that we did. We went over all these plans. It's going to end up being a great student recreation center. I pushed to make it the most unique in the country. I suggested that we make the outdoor pool a wave pool with a beach. The Rebel Yell Advisory Board was today. I was there for 45 minutes until I had to leave to go take a test. We talked about restructuring their payroll. They're about $50,000.00 in debt. They're getting an $11,000.00 advertising contract, and they should be commended for willing to cut their paychecks. BUSINESS MANAGER HILL: $446 for Baby Boy and $448.25 for The Color Purple. It pays for the licensing. Director's Reports PUBLICATIONS DIRECTOR GEORGE: Got the newsstands in. I thought they would be bigger, but they've proven to be very effective. The next batch goes out Wednesday. Those will give out submission updates inside. Since we don't have an OSI Director, once we get them all out we'll only have two boxes left. Mitchell Stapleton contacted me to sit on my board, and I'm looking forward to it. If you wonder why we haven't done the body outline, I contacted facilities, and he said we used paint, but we used electrical tape. So we're going to do the Easter egg hunt probably in April. Deadline for submissions is March 12, 2004. ELECTIONS DIRECTOR EVANS: We had our candidates meeting and I think it went pretty well. A couple things I stressed was the conduct of the candidates about complaints and trying to act the way you would want them too. For those of you who know me personally, and call me on weekends, but that's not the time to call me and talk about elections. That's for during my office hours. I wanted to let you guys know about that. When I see you guys out don't ask me about elections I deal with it enough. As far as our office goes, don't use it for the next few weeks. Elections are March 3 and 4 and NEVADA STUDENT AFFAIRS DIRECTOR TEGANO is going to talk about the forum and Pizza, Pop and Politics. There are five candidates for President and Vice President, and three for Senate President. So there is a primary for all three. You're going to see all the bios come out. There were a lot of candidates that sent me revisions. The only ones that I'm using are the ones that are turned in. So I'm using the ones turned in at 5pm. If you have any questions let me know so I can clear it up. For the two days of elections, the Vice President got me the use of radios. If you need to get a hold of me, I'll have it posted on my desk what channel I'll be on. Tomorrow Joe from Clark County is coming out to make sure everything is ready and testing the system on Wednesday. So if your available Wednesday morning from 9am-11 am come talk to me afterwards. SENATOR MULLINAX: Is it true they're not letting anyone post in the dorms? Because I had an acquaintance who was told that there was too many people running. I believe that it's in the students' best interest to know who's running for what. 4 ELECTIONS DIRECTOR EVANS: I'll contact them and if worse comes to worse then I'll make something for each race. ENTERTAINMENT AND PROGRAMMING DIRECTOR LONG: Baby Boy is going on right now. It is a licensing and copyright fee that we pay for. I have tickets for Liz Faire and House of Blues tickets. I have a board meeting tomorrow at 4pm for Rebelpalooza, and my items didn't get on the agenda so expect them on the next. SENATOR ESPINOZA leaves at 6:40pm. NEVADA STUDENT AFFAIRS DIRECTOR TEGANO: I have two lectures this week. The first is tomorrow, which is film advances inn the avant-garde. I brought flyers for it for all of you. The next one is on Thursday. Talk to your classes. Monday next week, 7:30pm, we funded Dr. Jack who is giving a lecture on Real Bad Arabs. I have worked with SENATOR CAZARES to bring in Dr. Jose Guiterza who will hopefully be coming to campus in the next weeks. Elections, ELECTIONS DIRECTOR EVANS and I are working on Pizza, Pop, and Politics, which will be from 1 lam-lpm on the North field on Monday. We'll be working up a worksheet. It's going to be conversation starter. We're going to try to host one on Tuesday as well. When we provide free food they will come, and Rebel Radio will be providing the music. For the general, we will have a debate forum. Hopefully the Rebel Yell will be questioning them. I've worked with VICE PRESIDENT PRO TEMPORE BROWDER on book scholarship stuff. The CSUN research survey, one of my main concerns is to make it viable for them. We're getting a high estimate at $9,000.00. The agenda, SENATOR CIANCI is on the agenda to be on my board. He comes to meetings so approve him. VICE PRESIDENT CHRISTIANSEN: Unfortunately the OSI Director was also left off the agenda and that was my fault. I'm working this week with some people to get some of the html done this week. It will be on next week. We had four applications; we forwarded two names Eric Guiden and Range Larson. Some of the stuff we went through in making our decision was we wanted someone computer savvy to maintain the site, and a street team. It needs to be a street team. We looked for more than just to design and maintain the site. That's why we forwarded two names. If anything needs to get done in the next five days email me. We're looking to not pay them not as much. As well as toning down the credits. PUBLICATIONS DIRECTOR GEORGE: There was supposed to be a Programming Director on here as well as an Advertising Director and we'll have a schedule next week. If you have any events you want advertise email them to me. I don't want to do that much with marketing because I don't think the radio is up to par. I think when the schedule comes out the DJ's will be promoting it themselves. CSUN SERVICES DIRECTOR IZZOLO: The organization meeting, the mandatory one we hold twice a semester was held this past Thursday and went really well. Please keep in mind that the last meeting is March 3 at 6pm. It's in MSU 203. We will be posting flyers; we're going to start on that real soon. We've been getting a lot of our packets in. 5 I went ahead and warned all the organizations about posting over candidates flyers. Funding is going great we've been getting in there SS-4 forms. The next meeting I'm going to be late, but my assistant will be here to field any questions. Liaison Reports Greek Advisory SENATE PRESIDENT AMESQUITA: March 7 is Greek Leadership Day as well as Greek 101. IFC and NPHC have a Greek Week Planning committee meeting. IFC has agreed to meet at the Thomas and Mack center to reserve seats to tonight's game and have an all IFC basketball game where we can all sit together at 8:15pm. I'm in charge of it because I'm IFC Vice President for Programming so I might have to leave the meeting early. SENATOR MULLINAX: There's no plan about themes for Greek Week yet? SENATE PRESIDENT AMESQUITA: No. Sabrina and I want them to be empowered, so that's there's no theme right now. They should be coming back in two weeks. SENATOR DANESHFOROOZ: The IFC are, can anyone go? SENATE PRESIDENT AMESQUITA: Everyone was asked to wear letters. It's focused on the IFC. Multicultural Student Affairs NONE Residence Hall Association NONE Student Athletics NONE Student Body President's Advisory Council JESSICA ADLER: The computer that I use left the Senate chambers so my hard drive was wiped out. The template and the contact info, was all gone. I'm back to square one. I'll give you a report of my last meeting, which was on the 12, at the next meeting, and we did decorate the last basketball game and they won. Student Health Advisory Committee NONE ROTC 6 CADET ACOBA: Nothing to report. Leadership Advisory Board SENATE PRESIDENT AMES QUIT A: They're taking new applications. Just meeting with various professionals to meet our needs. PRESIDENT MORADKHAN: When does CSUN appoint the new member and will they be going to Leadershape? SENATE PRESIDENT AMES QUIT A: There's something for Leadershape that will be on the upcoming agenda. Rebel Yell Report CHELSEY ANKENBAUER, ADVERTISING ASSISTANT, REBEL YELL: Today at the Rebel Yell Advisory Board meeting, it had a lot to do with Senators. Tomorrow the burrito contest got cancelled again because of the rain. I've gotten quite a few complaints about the quality of the paper. I don't know if you noticed that the word "asshole" was in there, and we're just trying to keep it so that advertisers are happy. If you wouldn't mind emailing your concerns, because you guys represent the student body to the editor. I've got the email addresses for them as well as they're printed in the front cover of every issue. We discussed about letting senators write in the paper. You can write for the paper, so long as you don't get paid and that it's in a press release form or opinion. I like the public humiliation on the OSI page from SENATOR MULLINAX. SENATOR JIMENEZ leaves at 7pm. SENATOR CAZARES: Is their anything in writing in your rules to permit you from writing such obscenities. ANKENBAUER: When it comes to be humiliating, that's when I have problem with it. JUSTIN CHOMINTRA, MANAGING EDITOR, REBEL YELL: About CSUN writing for the people, I mean it's always at the discretion of the editors. Like the CHIEF JUSTICE MO AS, he's employed by CSUN, and I allowed him to write because I deemed them not to be in conflict. As far as the Senators wanting to write for their major and college, but that's why I was here disbursing my business card so I can assign my guys to it. With the obscenity it's like ass. I don't think that any of you are honestly offended by it. I don't think that it's obscene. SENATOR JIMENEZ enters at 7:07pm. Action Item: Approval of an amount not to exceed $1,500.00 to be paid to UNLV Student Involvement & Activities for co-sponsorship of an Impact Assessment Survey to be conducted by The Cannon Center for Survey Research. Action Item: Approval of Senate Bill 34-07, which proposes changing the CSUN Constitution Article VI. As submitted by Senators Cazares and Cianci. (See attachment 34.10.02). SENATOR CIANCI moved to replace attachment 34.10.02 and insert minutes' attachment 34.10.01. SENATOR CAZARES seconded the motion. g. Action Item: Approval of Senate Bill 34-07, which proposes changing the CSUN Constitution Article VI. As submitted by Senators Cazares and Cianci. (See minutes' attachment 34.10.01). VICE PRESIDENT CHRISTIANSEN: This is for the overall amendment. It's the only thing that holds back that, that this will push it back. So we wouldn't know who, how many people are enrolled. If we wait until the Monday after it would be too late. I'd like to see it changed to the 1 or 15 of August. SENATOR CIANCI: What we were trying to do is base the numbers on that of the Election Director. 10 PRESIDENT MORADKHAN: You have to think that Senators would be under represented. You need to think when the cut off date should be. You should table it for a week and then wait. SENATOR CAZARES: We spent time talking about the date of elections so we thought that we could get the highest number after the drop date. It would be the Monday after. SENATOR MAYER: So what your saying is you're seeing a discrepancy? VICE PRESIDENT CHRISTIANSEN: Filing is the first ten days of school in September; you could run into it where the Monday is the first full day. I'd like to see a cutoff date. But I think it's a great step in the right direction. So there's students in the nursing college, so there's students not being represented. I think this will give every student enrolled by the 15 of August so the current situation only incorporates next year. SENATOR MAYER: By doing it August 15, it wouldn't be as complete. Do you think that if we did the next business day do you think that would work? VICE PRESIDENT CHRISTIANSEN: That would work if it worked down to the next day. In this writing we will never be here on Monday. I don't know if that's the right time. SENATOR CRAWFORD: Don't those dates change every year. I think it would be great to do it like SENATOR MAYER said. So the last day you can enroll in classes. Dates shift all the time. Just like Labor Day. SENATOR THOMPSON: Does anyone know how long it takes us to gets the numbers. They can run for office, so they don't need to know how many seats there are. SENATOR SUMNER: If we can't set a date, if the university allows you to enroll in classes up till then, so it should go to the next day. VICE PRESIDENT CHRISTIANSEN: You run into the same problem. I think it's a huge change but being established before a cutoff date would be good. If you just lay out a date, so the first Monday in August, so we can set everything up. It won't matter for the candidates, but for the Elections Director. So I'm just letting you know from the Election Director viewpoint. The first two weeks it's hectic around here. SENATOR MAYER: So we start school August 28? We were looking at it starting August 23 we're looking at a poor wording of the constitution. We can't put it that close, it's vital to use the most current numbers. Amendment PASSES UNANIMOUSLY 23-0-0. I have two tickets for the game tonight, I'm not going. VICE PRESIDENT CHRISTIANSEN: For the Senators that didn't speak, it's their job. I'd like to see a stipend reduction. It's not much of a threat, if that's the precedent you're going to do. New Senators welcome. I hope you get an opportunity to meet me. I am serious, but I'm also fun. Make sure that you're up to date on your agendas. PRESIDENT MORADKHAN: I attended a Foundation lunch. It was to recognize students who got scholarships and SENATOR CRAWFORD got one. The Constitution revision changes, is that in section B about the Allied school. SENATE PRESIDENT AMESQUITA: We are the advocates for students. Let us be their voice. Some professors are here to do research not to teach. So if you have a problem I'm sure other students have the same one. Do something about it. It might not be bringing $15,000.00 to the Hotel College. Read the memos, be nice, play fair, be good. GOOD OF THE SENATE SENATOR MACDONALD: I was sick last week and I agree that ruling was kinda weak. The Hotel college puts out a newsletter, 6-12 issues a year, that goes to alumni and this one featured everyone that was in student government. Yield. They did a lot of work over winter break. The labs have a lot of software and you can burn it for free and it only takes like ten minutes. Other than that have a good week. Yield. The last thing I hope you listen about the Rebel Yell, and I hope you say something about that to them. They only put in negative stories. I'm going to send an email and say something about it. I'm sorry for passing notes in the meeting. Delta Zeta is having Turtle Tug and there are coin jugs in the MSU next week and the money goes to children that are speech and hearing impaired. Yield. SENATOR MAYER: The, we're too nice committee, was really weird. Me and SENATOR CIANCI were the only ones to meet. The other two were being brought up on charges and SENATOR MACDONALD was sick. We talked about many options and the decision was made to put their names in the paper. The meetings are open, it's tough for a committee to be criticsized when no one made a comment on what to be done. The Senate can still amend the punishment to the stipend or the ruler thing that would be funny. That's it. Yield. SENATOR CIANCI: Thanks to SENATOR SOLDANO for doing the Bylaw meeting. The computers upstairs, they've all been cleaned. The only one that doesn't work is the one on the end next to the water and they're rebuilding it. And the one across from Jessica can't print or use the internet. Put in a new hub so that every comp will be working. The work order for the keys has been put in to be made, and if you can give me update of the discretionary. The Constitution amendment, I don't think the Constitutional Revision is not fulfilling their part as a committee. New Senators give me your number and for those of you haven't given me your class schedules I need that too. I think we need to change, at revising a business statute, so that Saturday and Sunday, they should count. If you have any submissions I'll take them now.
