SENATOR JORY moved to strike the second J and replace with K under roll call in minutes 28-11. SENATOR CARTWRIGHT moved to strike Federal, and replace with Executive in minutes 28-11 under the Good of the Senate. Move into a vote. Motion passes 21-0-0. IV. ANNOUNCEMENTS: SENATE PRESIDENT PRO-TEMPORE TRUJILLO stated that pictures were here and he is sorry he was a little late. He is still working on a date for the caucus, possibly early on a Monday. He also apologized to both SENATOR BINETTI and the Senate Secretary because their plaques were ordered with the gray background. SENATE PRESIDENT MOORE stated that BUSINESS MANAGER MOORE did some research on a new photocopier and we could get a copier to do what we would like for about $11,000.00. To buy would be much better than to lease it by quite a large amount of money. He will forward this onto the next Executive Board and hopes they will look into budgeting for it. The computers in the office are working, and we had letterhead enter into the office last week but it disappeared from the front desk as most things do in the office. V. BOARD AND COMMITTEE REPORTS: A. Senate Committee Reports: 1. SENATOR SHAPIRO stated that Ways and Means will be tentatively meeting two weeks from today. There should be about five organizations on the agenda. The Impeachment Committee met last week and the next meeting will be on Friday, March 27th. 2. SENATOR KIMBROUGH stated that Rules and Ethics will be meeting on Monday at 5 p.m. in the Senate Chambers. He expects to see all of the Senators there, particularly SENATOR CLEMENS. 3. SENATOR COLEN stated that the Constitutional Revision Committee was able to make quorum, and their new vice-chair is SENATOR BINETTI and they were able to pass the CSUN Constitution revision. 4. SENATOR ZARANTI stated that the Rebel Yell Advisory Board met this past week. They have 14 issues left and applications for Editor-in-Chief are due 2 SENATE MINUTES 28-14/ March 16, 1998 by April 3rd at 5 p.m. The next meeting is Wednesday, April 13th in FDH 312 from 1:30 to 4:00. SENATOR WEINBERG enters at 7:11. 5. SENATOR LAZAROFF stated that the MSU Needs Assessment Committee has met the last two Fridays and will be meeting March 20th at 1:30 p.m. inside the lounge and will continue to meet every Friday. B. Faculty Senate/University Committee Reports: 1. SENATOR GARCIA stated that the CSUN Leadership Committee will be meeting this Thursday at 1:30 p.m. SENATOR SHAPIRO asked SENATOR CANEPA when the library opens. SENATOR CANEPA stated that she has not heard anything. C. Director Reports: 1. NSA DIRECTOR CONTINE stated that last week there were Regents meetings. One of the main things they were discussing were increased fees, particularly one for the Student Health Center. They are talking about increasing the Student Health fee by $13 and right now it is $20. At UNR it is $57.00. Some concerns were brought up that there are 2 and a half hour waits for walk-ins. However, when they continued to ask what the $13 increase would produce, the Regents really didn't have an answer. They also discussed graduation, orientation, and thesis fees. PRESIDENT MILLS responded to the $13 increase by saying that this should be something that should be put on the ballot for students. He agrees, but he feels that there was not a lot of confidence in this body. SENATOR LAZAROFF told DIRECTOR CONTINE the student health fee is not going to increase, but it is to impose a $13 health fee was for the summer term. SENATOR WHITAKER leaves at 7:15. 2. Elections Board DIRECTOR FLEISCHMAN stated that the ballot questions are due by March 24th. She wishes there was a J.C. because the Elections Board had to hear two appeals now on some decisions. If there was a J.C. they would be sending it to them. She tried to find out yesterday what would happen if there was nobody to swear in the new Executive Board and there is no contingency plan because they have never had this problem before. On March 3rd, she had to go handle the debate and she put her walkman on her desk. Somebody took it and she would like to get it back. SENATOR WHITAKER returns at 7:18. SENATE MINUTES 28-14/ March 16, 1998 3. O-BOARD ASSISTANT DIRECTOR DORSEY stated that the meeting went well last Tuesday night. He thanked DIRECTOR FLEISHMAN and former SENATOR MARSHALL for helping him out. They had a Directors meeting on Wednesday. They are going to post a note on the mailboxes to all of the organizations that if they don't have their rosters in by next Tuesday's meeting, they have to go through the entire recognition process again. There are going to be about 6 items on next week's agenda. 4. E & P ASSISTANT DIRECTOR HIRSCHTRITT stated that One Race, One People, One Peace is tonight. There were numerous questions and discussion about REBELPALOOZA. SENATOR CARTWRIGHT leaves at 7:23. 5. OSI DIRECTOR AYON stated that is has been a busy week. He stated that they have his agenda item right now on the agenda and he passed around a copy of the new logo. SENATOR CARTWRIGHT returns at 7:27. There were several questions and discussion. D. Residence Hall Liaison Report: JENNIFER PECK stated that they have a new channel which is Comedy Central, and a lot of the students are really excited about it Their national residence hall honorary is doing community building activities. The first one is penny wars between all of the floors and they raised over $200.00. They are taking 14 students to their national conference in May and they are representing two programs. They have come to the conclusion that it would be best to keep their relationship like it is now. She stated that they will encourage their Executive Board members to be on the Senate Committees so that it is not all laying on the shoulders of the President. E. Student Athlete Advisory Board Liaison Report: DARON DORSEY stated that the baseball team won two out of three this weekend. They have 65 student athletes will be escorting around children on April 22nd. The softball team has a double header that day and they will hanging out with the kids and answer any of their questions. There is also a gender equity survey that is going along with the NCAA certification committee. SENATOR KIMBROUGH asked how the golf tournament went. DARON DORSEY stated that it went very well and we finished third. SENATOR ZARANTI asked him to turn the microphone off. SENATE MINUTES 28-14/ March 16, 1998 F. Ethnic Student Council Liaison Report: ( SENATOR CLEMENS stated that Ann apologized for not being there. He stated that the diversity training workshop went well last Lhursday. They are hoping to plan more workshops in the future. The C'amore fashion show is April 19th at 5 p.m. The next meeting is on Thursday at 9:30. The newsletter is tentatively scheduled to come out after spring break. G. Business Manager Report: BUSINESS MANAGER JIM MOORE read the expenditures for the week: $80.00 to upgrade the memory of the office computers, $277.40 to upgrade the computer software, $320.00 to the Rebel Yell for 2 advertisements for One Race, One People, One Peace, $23.03 for new keys to the CBC annex, $55.00 to Vegas pizza for pizzas for the Nevada Student Alliance meeting, $500.00 for the letterhead stationary that has disappeared, $85.00 for picture re-takes for the Senators, and $64.80 for food for the elections party. He also stated that after several months of frustration about the computers, he asked Dr. Ackerman if he would intervene for us and last week the computers were fixed. The gentleman that fixed them stated that there has been a lot of tampering with the computers. When they brought back the Senate Secretary's computer, they installed a password on it, and the only 2 people that have the password are the Senate President and the Senate Secretary. The OSI computer is up and operating and the other one is still functioning as a community-type computer. They are looking into installing levels of usage for the computers so that you could still use the programs but you couldn't upgrade anything or store on the hard drive. SENATOR KIMBROUGH asked his opinion about what the next Executive Board should do about the copy machine. BUSINESS MANAGER MOORE stated that it is completely the decision of the Student Government. VI. UNFINISHED BUSINESS A. Action Item: Discussion/Approval of spending $9,500.00 to cover 2,000 XL Student Government T-shirts to be encumbered from the CSUN 2707 (GenAcct), as submitted by SENATOR JORY; (tabled at Senate Meeting 28-13) Motion to remove from the table made by SENATOR AUGUSTIN, seconded by SENATOR TRUJILLO. Move into a vote. Motion passes 22-0-0. Motion to approve made by SENATOR CECI, seconded by SENATOR ZARANTI. SENATOR TRUJILLO stated that he likes the logo and the survey looks good but they may change the format. 5 SENATE MINUTES 28-14/ March 16, 1998 SENATOR AUGUSTIN asked if it is CSUN 2702 or 2707. ( SENATOR ZARANTI moved to strike 7 and replace with 2, seconded by SENATOR LAZAROFF. Move into a vote. Motion passes 22-0-0. There was extensive discussion about the T-shirts and the surveys with DIRECTOR A YON. Move into a vote. Motion passes 13-6-3. (SENATORS FISK, BINETTI, LEHMAN, KIMBROUGH, HAMILTON, and ZARANTI opposed, SENATORS HEMINGTON, CLEMENS, and COLEN abstained.) VII. NEW BUSINESS VIII. PUBLIC COMMENT Katie Auer stated that she is a junior in the College of Health Sciences and she wanted to introduce herself to the Senate and to ask them to consider for appointment to the open Senate position. SENATE PRESIDENT MOORE stated that he is working with DIRECTOR A YON to get fliers made up to advertise the open position. He is keeping it open until he gets at least two applicants. Aaron Rogers spoke about the cigar club. He stated that many students from various colleges have been coming to the meetings and it is a good way to get in touch with the students. The next meeting is at 4:30 at the Fog City Diner. Sally Mills read from the Ides of March and wished everyone a happy spring. IX. EXECUTIVE BOARD ANNOUNCEMENTS AND SUMMATIONS SENATE PRESIDENT MOORE asked PRESIDENT MILLS to start them off tonight. PRESIDENT MILLS stated that VICE PRESIDENT VALERA goes first. SENATE PRESIDENT MOORE stated that they can change things so if he would like to go first, he is offering the floor to him. PRESIDENT MILLS stated that he will let VICE PRESIDENT VALERA go first. SENATE PRESIDENT MOORE told him to speak now or forever hold his peace. VICE PRESIDENT VALERA stated that they should have received a memo and about the Faculty Senate Awards and he needs one candidate from each college by Monday. He stated that the Rebel game went well and had a great turnout and he thanked DIRECTOR AYON for all of his work. He stated that regarding Paula Jean's comments last week that 6 SENATE MINUTES 28-14/ March 16, 1998 his father came into the CSUN office and there was no receptionist, he spoke with his father and he said that he did go into the Student Government office but he spoke with Kelly Rose who is one of the receptionists. He and SENATE PRESIDENT MOORE went to Boulevard Trophy because there had been some weird expenditures made for the plaques for the Executive banquet. He gave the Senate a breakdown of exactly what it was spent on and stated that PRESIDENT MILLS went ahead and ordered the plaques but they are not very happy about what the orders were. He wanted to let the Student Body President know that if these plaques are not turned over to him immediately, he will not be involved in any expenditures that will take place for the Executive banquet. VICE PRESIDENT VALERA then discussed some of the problems with the plaques, including that his middle name is wrong on his plaque, as well as DIRECTOR FLEISHMAN'S first name. There were 4 or 5 Directors and Assistant Directors who were overlooked. There was also a plaque made for the CBC 111 Student Government lounge, and VICE PRESIDENT VALERA stated that he is hoping that CBC 111 can make it to the banquet. He stated that PRESIDENT MILLS' plaque was over $100.00, and he thinks it is unnecessary to spend that much for a plaque. He stated that if PRESIDENT MILLS doesn't hand over all of the plaques, there will be no banquet. The reason for that is because he doesn't trust PRESIDENT MILLS to hand over the plaques at the banquet. SENATOR TRUJILLO stated that he signed for the plaques but none of this information was presented to him at that time. There was nobody else in the office to sign for them but this was not the information that was attached to the L.P.O. that he signed. SENATOR LEHMAN leaves at 7:58. There was some additional discussion about the plaques. SENATOR LEHMAN returns at 8:01. SENATE PRESIDENT MOORE stated that this is funny. For the last three years he has been involved with Student Government, he has seen PRESIDENT MILLS take on the responsibility as Vice President in planning the Executive Board banquet. It is the Vice President's job as tradition dictates to plan the Executive Board banquet. He stated that he was upset when he saw this because he saw SENATE PRESIDENT PRO-TEMPORE'S plaque and it reminded him of when he was a Pro-Temp 2 years ago because it is the exact same plaque that PRESIDENT MILLS ordered for him when he was a Pro-Temp. It is small and has a little gavel glued onto it. It is not something that he appreciated and not something that he wanted to get for the service that SENATE PRESIDENT PRO-TEMPORE has done. They might have to send the expenditures to the Senate to vote on since it will be going over $500.00. It will be an on campus event and they are probably going to have it in the Boyd dining room. He stated that he has been trying to get through these next 6 weeks until he turns the gavel over. He told the Senate to keep their heads up because he has been hearing a lot of negative talk in the office about each other and Student Government. He said to remember that they are doing a good job for their students and they should keep being proud of their work.. SENATE MINUTES 28-14/ March 16, 1998 GOOD OF THE SENATE SENATOR AUGUSTIN stated that they are still revising their surveys for the Liberal Arts College. He commended the OSI DIRECTOR for putting up the fliers for the Princeton game. He saw a lot of them up fast and he was really impressed. He also stated that the plaques are unbelievable. SENATOR ZARANTI thanked SENATORS FISK, BINETTI, ASSISTANT DIRECTOR HIRSCHTRITT, and JENNIFER PECK for helping him hang up the postcards for UNLVino. It is March 28th at Bally's. He is working with SENATORS KAWAZOE and CANEPA about a survey and a possible forum. He stated that one of their Assistant Deans is extremely sick. There are Rebel baseball games on Tuesday and Wednesday night at 7:05. He is also glad to see a Rebel Yell representative there. SENATOR CECI echoed the comments about the plaques and thinks it is unreal to spend that much money on a 17" brass plate to be bought for yourself. He thought the Land of Not cartoon in the Rebel Yell today was amusing. He was having trouble meeting with his dean and spoke with Provost Ferraro about it, and then all of the sudden he had no problem meeting with his dean and will do so sometime this week. SENATOR HAMILTON stated that they are spending $9,500.00 for T-shirts and they can't pay the hardworking people there barely a hundred dollars extra. She believes in T-shirts but they need to put it in perspective. SENATOR KIMBROUGH stated that he enjoyed the part of the Regents meeting that he was able to attend and it was good to see the NSA Director there and to meet some of the people from Reno. He enjoyed talking to provost Ferraro and he asked him the question about the bylaw that he presented two weeks ago. He stated that the bylaws have to be re-written and the dean was in charge of that committee so she was the one that didn't follow through on her job. SENATE PRESIDENT MOORE asked how he introduced himself to his UNR counterparts. SENATOR LAZAROFF stated that she is concerned about the incident on Friday with PRESIDENT MILLS signing in students. She discussed having friends in the Student Government office and stated that it is important that when you bring somebody in to the office, they leave when you leave. The chambers are for the Senators and not for their friends to sit in there and have a good time. She is also concerned about the E & P Assistant Director, because REBELPALOOZA is no longer being decided by them and most of the activities are being decided by Brian and Bogus Productions. It is her understanding that they are selling 1,000 tickets through Ticketmaster to the community. She has been the only Senator at the E & P meetings and would like to the other Senators there. She put up UNLVino signs but they were ripped down. SENATE MINUTES 28-14/ March 16, 1998 SENATOR HEMINGTON stated talk about having something to hang over your fireplace. SENATOR LEHMAN showed the Senate one of the goals for the year which is a newsletter for their College and she calls it "Destination Education". They only have a few short weeks left. She also stated that they know what comes with turkey platters. SENATOR CARTWRIGHT wished a Happy Birthday to Jennifer Peck. SENATOR SHAPIRO had no comment. SENATOR MILMEISTER gave the floor to VICE PRESIDENT VALERA. VICE PRESIDENT VALERA clarified that he needs the plaques by this Wednesday, March 18th, at 1:00. SENATOR MILMEISTER stated that he has been at several E & P meetings and SENATOR LAZAROFF is right that Brian pretty much runs everything. SENATOR WEINBERG thanked DIRECTOR A YON for the Rebel game. He stated that the plaque situation is a tragedy and is really obnoxious. One Race, One People, One Peace is at 8:00. He stated that ASSISTANT DIRECTOR HIRSCHTRITT needs a lot of information and Brian Saliba knows the business well. But ASSISTANT DIRECTOR HIRSCHTRITT is doing a good job. SENATOR CLEMENS stated that there should be no unescorted minors at UNLV events. The dinner theater is on Thursday. He stated that if PRESIDENT MILLS is impeached, he would like to buy a plaque to hang in the office. SENATOR BINETTI stated that she saw "As You Like It" and the acting was good. She also discussed the Executive Board plaques. SENATOR FISK stated that there is still no J.C. He went to "As You Like It" and he didn't like it. He submitted something about the preschool for next week's agenda. He needs the Campus Safety information. He thanked SENATOR LEHMAN for her work on the newsletter. He is also concerned about REBELPALOOZA. SENATOR GARCIA stated that he went to the play on Friday and it was nice to see a lot of Student Government there. He will be attending a reception tomorrow at 5:30. SENATOR COLEN stated that their dean doesn't have time for them. They went to the play and the second half was funny. She is also concerned about REBELPALOOZA and thinks they should all try and attend the E & P meetings. Spring begins the 20th and they should all be happy and smile. 9 SENATE MINUTES 28-14/ March 16, 1998 SENATOR WHITAKER stated that he has his Dean for his first class. He stated go candidate Nigel. SENATOR JORY stated that he saw "As You Like It" and some guys can break a lot of hearts. SENATOR CANEPA had no comment. SENATOR KAWAZOE stated that he is sorry they lost last Thursday. He also stated the plaque situation is interesting. SENATOR TRUJILLO stated that he is going to submit a NCAA resolution for the women's bowling on next week's agenda. He apologized for being duped and signing that paper and stated that he would be more than willing to take his plaque. He defended the Senate President and he said that he will be tighter on the gavel and more laxed with the Senators. He stated that they contracted Bogus Productions for REBELPALOOZA. Beta Theta Pi is sponsoring a fund-raiser and are bringing in 2 bands and it is $7.00 for a ticket and is at the Beach. XI. ADJOURNMENT Motion to adjourn the meeting made by SENATOR TRUJILLO, seconded by SENATOR ZARANTI. Move into a vote. Vote to adjourn passes 22-0-0.
