Halsted: I have yours of April 19th on the subject of water supply at Lynndyl, Utah* We have many times considered the question you suggest on this subject in Utah, but knowing the individual temper and disposition of the Public Utilities Commission of this state we have always decided that it was the better part of wisdom to refrain from any such undertaking because the statute of Utah is so definite and the disposition of the Commission so positive we know from experience in other- matters that it will but assert that it has no discretion but that its duty is to administrate the statute according to its clear and positive . declarations. Consequently I think it would be unwise to bring this matter to the Commissions attention at all, and to do so would perhaps be the means of instituting an inquiry and bringing to its attention a matter that it has thus far not dealt with. We have similar situations in other states and are consequently beset with difficulties in Idaho and Montana that grow out of like situations that we are fearful of in Utah. cc - Mr. W. R. Armstrong.
