I know you advocated the bringing in ©f the Lae Vegas area under the provisions of the Act back in 1939 and as a result of your desires a certificate was signed by Las Vegas Land & Water Company, the County Commissioners of Clark County, and the City of Las Vegas, and I am wondering if you are now acting under that certificate or whether tne petition called for in the Act was presented to you* that if the proper petition has not been presented, it is the intention of some of ay clients to have a proper petition prepared, signed and presented to y so that you may, with authority, administer all of provisions of that Aet.
