All materials Including necessary pipe, valves and fittings and including frame and cover for pressure reducing valve box will be furnished by and at the expense of the Water Company, f.o.b. its yard or Railroad Freight Depot, with the exception of materials for re-w inforced concrete pressure reducing valve box, which will be furnished ? ^ b y the Contractor.
