MOULIN ROUGE ($5.50 Package) Jimmie Rodgers' return to Frank Sennes' Moulin Rouge Tuesday night didn't fare as well as his first stopover here last year. Whether it was opening njght jitters or that Rodgers had a cold, the young singer's voice didn't ring true at this performance. At times, in fact, his warbling was noticeably off-key. Rodgers, who during his turn mixes in some boogie woogie pian- istics and strums the guitar, is in need of a well-rounded act. Possibly a little more patter between songs could help. The Roulette diskery star's repertoire included "This Is My Lucky Day," "Kisses Sweeter Than Wine," "Oh, Oh, I'm Falling In Love Again," "Honeycomb" and his latest platter click, "Bimbom- bey." Backing up Rodgers is Frank Libuse with Margo Brander, standard mixed team that weaves its click comedy routine around Libuse's slapstick 88'ing in accomp to Miss Brander's attempted operatic vocalizing. Libuse injects additional laughs in-between shows by working in the audience as a comic waiter. The Donn Arden Revue holds over and the Dick Stabile band supplies tip top backing to show and dancers.
