The Chairman may place reasonable limitations as to the amount of time individuals may address the Senate. The Chairman may elect to allow public comment on a specific agenda item when that agenda item is being considered. VI. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT GOATZ:.. .lots going on during break PRESIDENT SCHUCK:.. .thanks for coming VII. UNFINISHED BUSINESS A. Action Item: Approval of an amount not to exceed $5,000.00 for purchase and installation UNLV Wireless for the Great Hall in the Engineering College. Cost to be encumbered from the CSUN 2702 FY 05 Senate Reserves Account. As submitted by Senator Huerta and Senator Roth. i UNLVCSUN S T U D E N T G O V E R N M E N T CSUN SENATE MEETING 35-06 FRIDAY, DECEMBER 17, 2004 MSU 201,5:30PM SENATOR JOHNS: move to approve SENATOR SORVONGSAVANH 2nds SENATOR ROTH: hopefully everyone read what I posted. SENATOR CRAWFORD: have you spoken to any other colleges about including them into the deal? Have you thought about asking other departments about adding money to the pot? SENATOR ROTH: yes, but •• •.. SENATOR HUERTA: since it is wireless it will be added when they add other buildings-••.. SENATOR CRAWFORD:...so the education department has wireless on the outside SENATOR ROTH: no, just the inside- • •. PRESIDENT SCHUCK: • • • ..tried to use but it's shotty.. SENATOR BOWERS: can you give an example of how this applies academically. I don't think it's a good idea to have to download music - • • SENATOR HUERTA: currently have server called boby. so for example I can connect to bobby right now. we do have a comp sci room, but sometimes rooms are packed or comops are down. SENATOR BOWERS: how many students are there, usually? SENATOR HUERTA: 1900. close to 2k. PRESIDENT SCHUCK: don't know if it's possible. SENATOR CRAWFORD and I were talking about this before. ..Good point that the College of Education and other departments can chip in, if not, 250 or 500 towards this. Getting a dean or chair to chip in we can do without breaking a sweat. Once group approves funds - • - SENATOR CRAWFORD and I had the idea that when we come back we can have SENATOR HUERTA and SENATOR ROTH report back as to what the deans or chairs said - • • SENATOR ROTH: point out that the internet access in the Education College is not UNLY- • -in the engineering we have to put the 2 infrastructure in there. Roy Hessinger of O.I.T. is located in that building - • • so when we say that building' s ready, they don't have UNLVwireless at this point. Their conversion is a lot easier. SENATOR JOHNS: call to question SENATOR DONNELLY 2nds SENATOR BOWERS, SENATOR MARAZITA, SENATOR JIMENEZ, SENATOR FLORES, SENATOR CRAWFORD oppose 9-5-0 motion FAILS SENATOR BOWERS: would it be better to look at it as like setting up a wireless fund instead of just- • -how many of your colleges would it be a benefit to? Consider doing a matching program. Buildings do need wireless, but it's a lot of money. SENATOR HUERTA: point out that I'm cruising the internet right now and I'm not delayed whatsoever. SENATOR ROTH: trying to talk less, but certain professors don't want wireless available in the classroom so they're working on that- • -most classrooms already have to add computers - • • SENATOR CRAWFORD: you're talking about how the education department has that stuff. Going around to different colleges in the area will benefit from the capacity. We can ask for money since they will benefit. SENATOR ROTH: O.I.T. is willing to put it all up without help from us. Once infrastructure exists in engineering college - • - as far as other colleges it would be my suggestion that other senators do what we've done, a month and a half worth of work. SENATOR MOSES arrives late at 6:02pm SENATOR PIRO: you guys spent all this time talking and all I want to say is we're going to approve it, but afterward we want to ask other colleges to chip in after that. PRESIDENT SCHUCK: is that something you're willig to do? Because Samantha got 500 form the dean of her college in one day. Adrian- • • .got pledge, too. All I'm asking is that something you're willing to do? If you are, I'm happy with this. I just want the effort to be made because- • • 3 SENATOR ROTH: I'd really rather not because I've got other things on my agenda, but if you want me to do it, yes, I'll do it. SENATOR BOWERS: moves to amend item by striking 5k and inserting 3k. SENATOR DONNELLY 2nds SENATOR HUERTA: just to buy six acess points would cost us 3200. 3k would only allow us 5. If you're going to amend it, amend it to 4k. The labor alone will be twice as much as this. SENATOR BOWERS: it's not a question of what it's going to cost, after listening to SENATOR ROTH saying he'd go get money if he had to. It's the same thing we tell the clubs when they come in. To do it and exhaust every aspect that you have. PRESIDENT SCHUCK: do it to 3k and you guys make the effort and if the other departments say no, I'll approve another 500 over the break. If they say no at least the effort' s made. SENATOR JIMENEZ: after that comment, what other colleges will benefit from this? SENATOR HUERTA: Education, Anthropology • • SENATOR JIMENEZ: they did the hard work, we should go ask, too. SENATOR ROTH: how you vote is entirely up to you, my whole point is these colleges whould be able to start working on their own projects, if we wanted to we could fundraise the rest of our lives and build a dome over the entire campus. I'd like to see some appreciation for all the work we've done. SENATOR CRAWFORD: I think we're trying to hold ourselves to the same standard we hold everyone else who comes to us. We shouldn't just be dishing out student money on stuff we want and grill them. SENATOR HUERTA: we did do extra work. We wouldn't have got 3k from Lori Temple. She's saying she's wiling to comit this, if you guys • • - if you would've read the e-mail, we're not getting wireless internet in there until 2007. We did do our work. I don't know other people's deans. I hope they do, that way I'm willing to go present - • T can make time, not a big deal. 4 SENATOR BOWERS: for my final comment, with 3k, I would do a bylaw match program to match up the 3k. Avoid precedent. I'd rather have it at 3 than 5. SENATOR TEMPLETON: I see what you mean by • • but it's really a matter of circumstance. I think the 3k is sufficient, there's gonna be ot her action items, projects - • - we shouldn't be trying to outsmart ourselves right now. SENATOR ROTH: if you want to bring me to your collge with you, I'm there. SENATOR HUERTA, SENATOR ROTH, SENATOR JOHNS, SENATOR SORVONGSAVANH, SENATOR KONNER, SENATOR FLORES, SENATOR JIMENEZ, SENATOR PIRO oppose 7-8-0 amendment FAILS SENATOR HUERTA: also have some video if anyone wants to see. 15-0-0 motion PASSES B. Action Item: Approval of an amount not to exceed $3,000.00 for purchase of (6) couches for the Great Hall in the Engineering College. Cost to be encumbered from the CSUN 2702 FY 05 Senate Reserves Account. As submitted by Senator Huerta and Senator Roth. SENATOR HUERTA: move to approve SENATOR ROTH 2nds SENATOR HUERTA: move to amend by striking 3,000 and inserting 1.5k and striking 6 couches and inserting tables and chairs. SENATOR TEMPLETON 2nds SENATOR MOSES: wondering if you checked it out. Is there room in there, already? SENATOR HUERTA: we'll be replacing blocks. SENATOR BOWERS: did you, do you have pictures or anything? SENATOR HUERTA: yes. (plays video) SENATE PRESIDENT AMESQUITA: glad, 'cause had big concerns about the couches. Glad you chose tables and chairs, and not couches. The biggest thing was that people would love to take naps. The big thing is, if you ever see engineers work, these people are spread out, couches are a waste of money. Tables would benefit them. SENATOR ROTH: I move to withdraw to for reconsideration SENATOR HUERTA: " Action Item B withdrawn for reconsideration VIII. NEW BUSINESS A. Action Item: Nomination/Selection of one (1) student to serve as a Senator for the College of University Studies for the remainder of the 35t h session. As submitted by Student Senate President Amesquita. Motin to postpone until 35-07 SENATOR FLORES 2nds 15-0-0 Postponed unanimously B. Action Item: Approval of $6,000.00 for the purchase of 2 digital video cameras to be used by the Office of Student Information. Costs to be encumbered from the CSUN FY 05 OSI Discretionary Budget. As submitted by Senate President Amesquita. SENATOR MARAZITA: Move to approve SENATOR DONNELLY 2nds SENATOR MARAZITA: motion to amend striking 6k and inserting 7500. SENATOR KONNER 2nds SENATOR TEMPLETON: I'm looking at this and it says for 7k DIRECTOR BOURDET: type-o. Misjudgement. SENATOR TEMPLETON: it'd be good to have some specs on this. Each camera's worth 3k and does that include tripod and power source? DIRECTOR BOURDET: no... 6 SENATOR MARAZITA: if you want some specs on these cameras, these are the best camcorders. These are top of the line. These are what reality tv. and sporting events use. She's asking for 7.5 'cause she'll need frame filter, lighting, etc... SENATOR CRAWFORD: I spoke to PRESIDENT SCHUCK about this earlier, it's a good idea, we can do a lot of things. It'd be a really cool way to market some of the events we put on. They have some really good potential uses. SENATOR BOWERS: on the sheet it says it usually costs 2k for a two hour event. DIRECTOR BOURDET: Michael Moore, lectures, you have to pay for operators for the camera, connections, we can just have O.S.I, board members do it. SENATOR BOWERS: how come we don't do these other...? DIRECTOR BOURDET: we can only run it for that period. PRESIDENT SCHUCK: this is the first year that ... SENATOR BOWERS: is it necessary to have that high quality for events that people either come to or don't? DIRECTOR BOURDET: yes. Poor qualitiy makes us look bad. Plasma screens are huge. PRESIDENT SCHUCK: in the future events will be in McDermot or Ham. If you've gone to the big lectures we've had on campus, those were all set up with the camera. We're competing with those lectures now. Bourdet: if people are looking at same view all the time, it gets pretty boring. SENATOR BOWERS: I don't agree with letting students check them out. I don't support the amendment. SENATOR HUERTA: what website did you find them at? PRESIDENT SCHUCK: the vendor we use on campus for all our technology stuff. SENATOR HUERTA: we just let a class borrow it? What responsibility falls where? 7 VICE PRESIDENT GOATZ: we can invest or make money back. PRESIDENT SCHUCK: have fundamental belief that CSUN is a resourse to students. SENATOR CRAWFORD: Point of information, they have insurance available for stuff like that, don't they? PRESIDENT SCHUCK: yeah. SENATOR JOHNS: sound like a good idea. Are these the same kind that we rent or are these better? PRESIDENT SCHUCK: the ones we rent are better. The quality on screen's just as good. SENATOR TEMPLETON: how much do we have in discretionary right now? PRESIDENT SCHUCK: It's coming out of O.S.I, discretionary. SENATOR TEMPLETON: as with plasmas, I'd like to see something on item in terms of warranty or insurance or both. Senate wants to know what we're really paying for. SENATOR SORVONGSAVANH: call to question SENATOR KONNER 2nds SENATOR BOWERS opposes SENATOR HUERTA, SENATOR CRAWFORD abstain 12-1-2 question is called SENATOR TEMPLETON opposes SENATOR HUERTA abstains 13-1-1 amendment PASSES SENATOR BOWERS: it's out of her budget. SENATE PRESIDENT AMESQUITA: yes. 9 SENATOR TEMPLETON: just wanted to note that it says sponsor cannot record... PRESIDENT SCHUCK: already got approval from them. SENATOR ROTH: are we gonna make any money off of this? PRESIDENT SCHUCK: no. We're going to try and get sponsorships from the liberal arts college and outside organizationl. Michael Moore is a bad standard to look at. Most of our lectures we're not going to.. .we're not opening to public. It's at Ham and there are only 2k seats in there and we're not going to turn the students away. SENATOR FLORES: on behalf of the liberal arts college, we'd like to help you get sponsorships. PRESIDENT SCHUCK: thank you. I've passed it off to SENATOR JIMENEZ. SENATOR TEMPLETON: not open to public, so I'm under the impression because we had a left winged speaker last semester and we're trying to balance it.. .we're trying to have a different type of speaker... SENATOR BOWERS: what is he gonna galk about? PRESIDENT SCHUCK: I think the title of his lecture is terrorism or something. SENATOR MOSES: he's the governor of New York. He has been rumored to run for president in '08. He's a pretty popular guy. SENATOR BOWERS: do you really think his talk is beneficial to students, or name to UNLV? PRESIDENT SCHUCK: both. SENATOR FLORES: if he gets appointed homeland security, does the contract still stand? PRESIDENT SCHUCK: no. He's the only governor who can... SENATOR BOWERS opposes 14-1-0 motion PASSES K. EXECUTIVE BOARD SUMMATIONS VICE PRESIDENT GOATZ: happy holidays. Have a happy and safe one. I'm sure the three of us will be working. PRESIDENT SCHUCK: talk to you guys for 3 seconds about senate discretionary. I moved almost 15k into discretionary which replenished you guys which put you up 1750 more than what you started with. The biggest reason I did this, I'd like to foster a new way of thinking. 1200 per senator, 2400 for SENATE PRESIDENT PRO-TEMPORE MULLINAX. The idea here is that if you're going to bring an idea to the senate, you're willing to put the 1200 behind that item. You either get other members of college to put their 1200 or negotiate with other senators from other collges. I think a big reason is that every time we approve for another college the thought is that we're reducing funds in our own colleges. Find something in your college that's merit worthy of that 1200. It'll cut down a ton on the discussion. Also moved 2k+ into campus events. It'll encourage you guys to look to your colleges to benefit... SENATOR CRAWFORD: is this going to be like an explicit for..., or is it going to be an unwritten rule? PRESIDENT SCHUCK: trying to find out how to do it for real. If you come to me and say you want to spend 400 for candy canes, I'll sign it. If you were around for last session, we fought board of regents, were in all campus publications, this year, we jumped 16%. When mike spoke to faculty senate he kept telling me to tell them to say that only 60% were turning their slips. We're at 91% now. That's approximately 100k back in the hands of the students. Stan said he gave back 100k plus. SENATE PRESIDENT AMESQUITA: thanks for showing up. SENATOR CRAWFORD has something weird with his yahoo thing. I'm going to go thorugh it again. The next meeting will be in January. The agenda will look a little different. I'm going to discuss putting time limits on action items. I hope you all did well. There's usually one or two people I get who go below academic standards. Be safe, good. Happy holidays. Info's online. 12 X. GOOD OF THE SENATE SENATOR WONG: Sorry, I was asleep during part of the meeting. SENATOR PIRO: be safe. SENATOR DONNELLY: reminder, trying to rearrange senate chambers over break.. .week after Christmas. Will e-mail everybody. SENATOR TEMPLETON: enjoy precious time with loved ones and enemies. Take care. Hope you travel, get out of city, go see some nature. Think of ideas for money.. .glad finals are over. SENATOR CRAWFORD: speeding up the meetings, they do a consent agenda, you don't talk about it unless someone brings it up. Have a good break. Will put together agenda for bylaws. SENATOR KONNER: my first official duty, we have official.. .ceremony. I made a congratulatory letter, (reads letter) pinning ceremony. When Florence Nightingale was at height of nursing duties... SENATOR FLORES: have a great holiday SENATOR JIMENEZ: enjoy your break. See you next year. Only problem, I think we'll be passing a lot of things. A lot of senators forget to read their stuff. SENATOR MOSES: have a good holiday. Big game on Saturday night. My birthday's Wednesday. SENATOR BOWERS: commend engineering college for research they did. To touch on SENATOR JIMENEZ'S stuff, maybe that'll make senators read their stuff. Have a happy holiday. SENATOR MARAZITA: have a nice xmas. I'll be gone for a whole month, so if anyone wants to watchmy cat, let me know. SENATOR HUERTA: thanks everyone for supporting our action item. Marc and I actually did do work. Have a good break. Be good, and safe. Don't drink and drive. SENATOR ROTH: happy holidays to everybody. In my personal pursuit to save Rebel Radio. A couple of students and I are trying to put together a trip to go to L. A. and see a very successful internet radio. I think we can breathe life into this project. SENATOR JOHNS: have a happy holiday. Going to New York on the 6th. Don't drink and drive, just drink. 13 SENATOR SORVONGSAVANH: best wishes in the new year. Take this, tell your family members and loved ones, because you just never know. My sister had a horrible accident and .. .it's not worth it. XI.
