I am wondering i f it would not be a good idea for the Union Pacific to f i l e a proof of appropriation on this water, inasmuch as their rights are not of record in this o ffic e . I think that the waters of the Big Spring are the only waters that the company has not perfected it s rights to through proofs of appropriation and the gaining of c e rtific a te s.
