We must arrange to have a continuous flow of money into the overall treasury that will permit us to operate from year to year without looking forward as to what may happen or what might not happen. We cannot wait until the money is in the bank. We have to know its coming in year after year after year because programs of this kind, this scale, are projected well in advance and must put to rolling and with the impetus created, must be kept rolling?
