I think the Chamber itself, and 1! talking now about the business people of the community, outside of gaming and resort hotels, I think the Chamber Board, and this is primarily our duty and Cod?╟╓s duty, I think we?╟╓ve got to upgrade our part of this too ?╟÷ I think we?╟╓ve got to have a wide program to go to the merchants and sell them on the value of this thing to them. I think Albright is right, the restaurants, the service stations, the people that benefit from this horde of tourists that's coming thru here, are going to have to come up with a larger participation than they have in the past and we have to sell them on it, and then 1 think we?╟╓re going to have to get united? the Chamber of Commerce, the busi- ness people, uptown, the business people on the Strip, all of us, and we have to solicit the help of maybe some of our friends up north arid we?╟╓ve got to go to the legislature next time and get some of money that's going up there in tremendous sums from gaming revenue; we?╟╓ve gotta get it earmarked for promotional purposes. Hhat%??aybe as a starter if you have the Chairman of your Committe here, f you have Bud Albright, because he pepresents the Fair Board, and you had Ced Olson, representing the Chamber of Commerce uptown, let them $it down between now and your next meeting and see what they f^tsan- come up with, with a i?ig over-all program that will raise enough loney from all sources, and make it as fair as they can, the News Bureau, so that you will have enough money to operate all the legitimate functions of the News Bureau and you have some over? nnwf T 11 fee ^Qgr?╜ Freeman*s idea in this? I think that if you wait until you?╟╓ve ~ t^^C*ir^surprus in the News Bureau fund or in your Livewire fund to do some of these big special promotional things you want to do, Hou wait a long time? it?╟╓s like me telling myvife that we?╟╓re going o put this off till we have enough money left over to do it, well PSpi never have enough money left over. I think what we need to do is segregate out of the Livewire Fund, a Special Fund that you will not use in the News Bureau, you?╟╓ll save that for special big projects, you?╟╓ll use it as a matching fund maybe for what the Chamber of Commerce comes up with and the Fair Board comes up with, you?╟╓ll use that for Vi woux special big projects and you won't touch it to pay salaries in \\/the News Bureau or in the Chamber of Commerce or any else. W/That * s just a starter, I think something like that might work [myself. -LEE FISHERs Mr* Chairman, with your permission, among other things that you need to do in that regard is to provide for a continuity of ah amount of money which, say, the,se three fellows can talk about getting their heads together a figure it would take to do the job for Las Vegas ?╟÷ for the Fair and Recreation Board - for the Chamber of Commerce ?╟÷ for the Livewire Fund -- but we can?╟╓t go on the stagger- ing hit and miss basis from one year to another. It?╟╓s going to create another crisis. We must arrange to have a continuous flow of money into the overall treasury that will permit us to operate from year to year without looking forward as to what may happen or what might not happen. We cannot wait until the money is in the bank. We have to know its coming in year after year after year because programs of this kind, this scale, are projected well in advance and must put to rolling and with the impetus created, must be kept rolling?
