ANNOUNCEMENTS VICE-PRESIDENT FAUSKE- Welcome back. He was busy over the break with the Directors. The Code of Conduct is in everyone's boxes for next week so please read over it and see him if you have any questions or concerns. It is pretty much common sense. There are two Director positions open and they are on the agenda tonight. There are five open Judicial Board seats and he will be holding interviews next week. Joy is here to talk about Career Day so please listen; SENATE PRESIDENT DAVY- Welcome back. The open Senate seats are on the agenda tonight. Monica will be running the meeting on the 4th because someone very close to her will be running the Olympic Torch. Everyone please help her out since it will be her first time running the meeting. She will be student teaching so her office hours will be after school from 4-9pm. You can always reach her by e-mail or cell; PRESIDENT MORADKHAN- There will be an Executive Board meeting to discuss the budget. They are working on the video yearbook. If any organization has an event they want taped let him know. Campus Address- Good evening and welcome, as we begin another semester here at the University of Nevada, Las Vegas, it is part of the Student Government tradition that I deliver my state of campus address, at the first Senate meeting of the Spring Semester to you my fellow classmates and colleagues. As students, we are often faced with challenges, situations, and scenarios, that are unique not only to Student leaders across our campus but to everyone of our students. We as students are often posed with the question why do we believe in the college experience. Often it is questioned what its role has done to the fabric of evolution of our own institution. I personally believe in the collegiate experience, which is a creator of friendships and bonds. It is important to believe in its brave idealism, stirring every valiant emotion and rousing every potential talent. To believe in its compelling drive for academic development, for diversification of cultures, and for business integrity. I believe in the college experience, which is the maker of students and the foundation of leaders. With the understanding of the student life and the college experience, and its need to expand and to flourish, the role of CSUN does play a role in a student's life. Typically, this role has been one of supplement rather than a primary supporter for our fellow students. It is within this role, that CSUN is ever evolving and changing. CSUN has started to become an image of diversification and support amongst the student body. Never before has students been so committed to their fellow students in term of allocating funds to scholarships, student organizational funding, and academic resources, and most importantly involvement. The days of each branch working for their own objective goals, has fallen to the side and today, each group within CSUN works together for the same collaborative goals and is committed to communicate within its operations. It is this sense of responsibility to our students that CSUN has committed itself to balance its commitments not only to the students but also to the entire university community. It is a student association that supports academic persist, leadership training and conferences, and has become partners in programming that otherwise would not have occurred for our students. It is with this sense of responsibility, that each of us has to his/her position and to our fellow classmates and colleagues that when external agents test CSUN, this student agency demonstrates its true strengths. When tested as either a collective whole of students or as a single individual for its actions, it demonstrates that CSUN and the students that compose of this most complex learning laboratory is often resilient to criticism. But CSUN members surpass all doubt in times of challenges and adversity. When other student association are criticized for lack of internal management or student support, CSUN has been the leader in these areas. It is with this past performance, that I am confident that CSUN will complete the objective set forth by the UCCSN audit without any difficulty. Student Government has constantly been wise in its allocations of its funds and has been a dependable contributor to many campus programs and events. As a result of this behavior, CSUN has been able to dedicate funds to student oriented projects that at times requires substantial capital improvement funds. And as a result of our own management of funds, CSUN has been able to under the take of establishing the Rebel Radio. Which I am pleased to announce that it is almost close to completing Phase I of the project, which is the launching of internet broadcast. Also, as being competed to the Student Body BHS Annex conversion Over the last several semesters, Senators, Directors, and Executive Board Members have adopted the philosophy to be responsive to student needs and concerns to the level were students feel that we are focusing on the issues that they feel are important to them. It is refreshing to see the initiatives that has taken place in developing new ways to better serve and represent our students that has been occurring in the. It is this type of direction that we must continue as a collective group to fellow as we enter the spring semester. We must keep in our mind set that we are here to serve our fellow students and to allow them the opportunity to have the collegiate experience that we have as members of CSUN Student government been fortunate to experience; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Moves to move out of the order of the day to Public Comment; Seconded by SENATOR GONZALEZ; Move into a vote; Motion carries unanimously; PUBLIC COMMENT Joy Sprecher, Career Services- She is in charge of recruiting volunteers to act as hosts for Career Day on February 27, 2002. There is a list of employers on the Career Services homepage. You will have to fill out an application and provide a resume and references. They are looking for mostly juniors and seniors with good presentation and communication skills. You would assist the employers during set up from 7:30-9:30am and also host and promote different aspects of Career Day with T-shirts and flyers. She met with Director Lucchese and choose the areas they want to partner with CSUN on. Joe's team would assist with promotions and take down from 2:30-5pm. They are open to having entertainment as long as there is no charge to students and it won't interfere with traffic. They discussed attaching RebelPalooza promo cards to items, but would need help attaching them. It would be nice if CSUN had a table with one representative to collect business cards from employers. They would possibly like Paul to introduce himself to the employers and explain his role. "Rebel with a Future" is the theme. They are open to decoration ideas. You can contact her at 895-0612. They would like to make this a worthwhile event with CSUN; Tracy Logan- She would like to get involved and has applied for one of the Judicial Council seats; Doyle Wooster- He is a nontraditional student and put in an application for the Judicial Council; Damien Stepick- He is a transfer student from New York. He wants to take his experiences and share them with students and make a difference because of 9-11. He is a Fine Arts Film major with experience on Broadway and with ESPN. He believes his experiences and humor can add something to the group; Peter Goatz- He is undeclared and this is his first year at UNLV. He is a Las Vegas resident and wants to take a more active role; Brandon Lindley- He is from Colorado and is also undeclared. He is honored to be here and check everything out; Lee Cofer- She is a Junior majoring in Fine Arts. She would like to just welcome everyone back; Christopher Ho- He is a Fine Arts major and wants a degree in Choral Education. He would just like to say hi; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Moves to move back into the order of the day to Approval of Minutes; Seconded by SENATOR MACDONALD; Move into a vote; Motion carries unanimously; APPROVAL OF MINUTES SENATOR SCHROCK- Moves to approve the Minutes 32-01, 32-02, 32-03, and 32-04; Seconded by SENATOR CHASIN; There were no additions or corrections to the Minutes; Move into a vote; Motion carries unanimously; BOARD AND COMMITTEE REPORTS A. Senate Committee Reports SENATOR POWELL- The 1st issue of the UNL Voice was finished. The deadline for articles is the first Wednesday of the month as stated in the Senate Rules. Like promised when he campaigned for the Business seat, he will hold the first Town Hall Meeting Tuesday, February 5th from 1- 2pm; B. Faculty Senate/University Committee Reports There were no reports; C. Business Manager Report- Pam Levins She has four areas to cover in her announcements. The first is eligibility for positions. As stated in the Constitution, Bylaws, and Judicial Council Rules in order to be a Senator you must be a matriculated CSUN member, an undergraduate, complete six credits a semester, and be enrolled in the college you represent. For example say Senator Powell was enrolled in the College of Business, you can't be a Senator for the College of Education; SENATOR MACDONLAD leaves at 6:24pm; You also have to have a minimum semester GPA of a 2.0 and be in good standing in the college you represent. SENATOR MACDONALD enters at 6:25pm; The same holds true to serve as an Executive Board member and a Director except Directors must have a minimum CUM GPA of a 2.0. To be a Justice the same holds true, but you have to have a 3.0 minimum semester GPA and be in good standing with you college. The second area is the six credit fee waiver for Senators. If you are a Nevada resident the waiver was for $459.00. If you are on the WUE Program it was for $689.00. The amount for Out of State students and Good Neighbor students was $963.00. The third area is the audit. They are working with the CSUN accountant and there will be an auditor working in the conference room pulling files and documents. The forth area is in regards to the budget. There is a budget meeting Friday and next Monday at 4:30pm. She hopes to have the revised budget ironed out. General revenue for the university is down, but they hope to get more money from student fees. There will be minor changes in the Entertainment and Programming budget and a decrease in Rebel Radio and an increase in the Elections budget. They seemed to be off on the projection of the salaries accont and it appears to be over. January stipends will be posted for the meetings on the 3rd and 10th. Unfortunately February will only be based on one meeting; SENATOR MACDONALD- Wants to know the status of the checks for the student organizations; Business Manager Levins- The first batch is out and the second is still being processed; Directors' Reports Michael Bond- Office of Student Information Welcome back. He hopes everyone had a good holiday. Thanks for passing out flyers he put in your boxes. He will be putting out more for the Judicial Council and the Business seat tonight. He is working on Al's upcoming events. Check out the sign for RebelPalooza on the Thomas & Mack screen. He is also making posters and flyers and looking into starting a classified section on the web page. He wants to make it similar to Ebay where you will be able to sell your books etc. He is working with Jeff to make the site look smoother. It's very easy to update your bio. Just ask Senator Wagner. He will walk you through it if you see him after the meeting. Good work Senator Powell on the UNLVoice. Be nice to the auditors, they are your friends; A1 Heck- Nevada Student Affairs He has some items on the agenda. He will explain them when we get to items P-T; Joseph Lucchese- Entertainment & Programming Welcome back. We have a great semester ahead of us. He didn't commit anything for Career Day that his department couldn't do. RebelPalooza is going well. The Nelson's are here to talk about TCA 376E. Kathy Nelson- She is excited about RebelPalooza and glad Joe brought them on board. She teaches one of the capstone classes which is pure hands on experience and the perfect project for her class. Joe was very instrumental in designing the class in the first place. She is happy to work with CSUN and if this is successful then they will consider adding a special topics class; Mr. Nelson- RebelPalooza has come a long way since his first one; Kathy Nelson- She has been involved for the last four years and she thinks this is the most organized its been at this point. She is impressed with that and thinks it could be a very professional event. There is a good budget and she is happy to be involved; Director Lucchese- He can't make any specific remarks besides what is on paper as to the headliner. He wants to thank to E-board and the staff for working with him. He is dealing with top name entertainment and there are legal councils and agents to deal with. If you have any questions or doubts please talk to him. He won't be able to announce the headliner until next week since we have to keep what we can closed until after a certain time in February; SENATOR POWELL- If we are going to loose entertainers name if we announce it he would suggest picking another headliner. He wonders how we are going to sell tickets if we can't go public; Kelly Martinez- CSUN Services Welcome back. Spring packets out and they are due March 4th at 5pm. She posted flyers so some organizations don't miss out and there are more in your boxes if you can help her out with that. She is all moved into the SORCE room with the exception of her computer and phone line. She is still waiting on the second batch of checks. If any organizations come upstairs please direct them to her so they aren't given misinformation; Ali Laman-Lyons- Director of Elections Welcome back. She will no longer be a Director due to personal issues that could not be avoided or foreseen. She loved working with everyone and wants to stay active on the Elections Board Committee. Some believes both candidates are qualified to fill the position; Davin Hill- Rebel Radio Welcome back. He will also be stepping down as a Director for personal reasons beyond his control. Thanks to everyone for helping him with the Radio Station- DJ, Paul, David Himmel, Rebecca Mills, and the Senators for entrusting the station to him. The fact that they recognized his leadership meant a lot to him. They have found a way to broadcast over the web for the meantime. He will endorse David Himmel as the next Director of Rebel Radio. There is no man more qualified for the job; Liaison Reports Greek Advisory SENATE PRESIDENT PRO-TEMPORE MORADKHAN- She is the new President of Order of Omega. There was about 55 students at the Greek Leaders Retreat. The Greek Interactive Summit is on February 10th; Multicultural Student Affairs SENATOR STEWART- The Cultural Leadership Retreat is February 1st- 3rd and it's the best reason to try and join. You won't miss Super bowl. The last day to apply is Wednesday; Residence Hall Association SENATOR CHAN- This is an exciting time to be a resident at UNLV. There were twelve video game systems set up from CA in the Dining Commons and about forty residents attended. There were around five hundred people at the hypnotist in the Ballroom. They went inner tubing at Mt. Charleston and there were only a few minor injuries. The biggest excitement will be on February 11th. RHA will be buying out Seven from 10pm-2am and opening it up to the entire UNLV campus with your student ID. If anyone wants to help let him know. He hopes to see everyone there; Student Athletics SENATOR ZARNDT- John Robinson is the new Athletic Director and he will be doing a lot to promote woman's sports. Athletes spent the break talking to local schools. They put tickets for the Air Force game in Vons and 4,600 attended the game. It broke the record and doubled Pack the Mack's attendance. The last game 4,700 attended and tickets weren't free for the community. The new softball stadium just opened; Student Health Advisory Committee There was no report; ROTC There was no report; SENATE PRESIDENT DAVY calls a five-minute recess at 7pm; SENATE PRESIDENT DAVY- Calls Meeting 32-05 back to order at 7:05pm; VI. Action Item: Nomination/ Election of one (1) undergraduate student to serve as a senator for the College of Fine Arts; Combined and tabled; Motion carries unanimously; C. Action Item: Nomination/ Election of one (1) undergraduate student to serve as a senator for the College of Business; Combined and tabled; Motion carries unanimously; D. Action Item: Discussion/ Approval of Revised CSUN Budget for 2001-2002; SENATOR POWELL- Moves to table; Seconded by SENATOR MACDONALD; Move into a vote; Motion carries unanimously; ( Action Item: Discussion/ Approval of CSUN Executive Board 2002-2003 Elections Packet; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- Moves to approve; Seconded by SENATOR SALSAA; SENATOR POWELL- He is concerned about the fine for piggybacking. It's two dollars per offense and if you get one or two of them its going to rack up a lot of money awful quickly, but then he doesn't agree with piggybacking; SENATE PRESIDENT DAVY- For clarification, piggybacking used to be if your flyer even touched someone else's flyer. Now its changed to if it obstructs something meaningful; SENATOR AMESQUITA- Wants to know if there is a reason why they just received the packet. He usually checks his box pretty regularly and he just checked his box 3pm today and the packet wasn't in there; SENATE PRESIDENT DAVY- She passed out a memo to all the Directors reminding them of the law that attachments have to be placed in her box along with the submissions. By law, it says it has to be available and it was available at the front desk Wednesday morning. It wasn't in your boxes until this afternoon, but you could have asked for it; SENATOR AMESQUITA- Are we not expected to have things in our boxes? Should we go to the front desk?; SENATE PRESIDENT DAVY- If it's not there Wednesday morning go to the front desk and ask for it, but from now on if the attachment is not with the submission she isn't taking it. So you shouldn't have to worry about it from now on; Director Laman-Lyons- Just for clarification on what happened with that. It was her absence. They had to get this in immediately. There was an attachment submitted with only minor changes to it; SENATOR ZARNDT- Has a question regarding Section 2 c. under Fines on page 12; Director Laman- Lyons- Pre-campaigning is different than actually handing out handbills and candy on days you aren't allowed to. Pre-campaigning would be like talking to your classes before campaigning actually begins. Campaigning starts after the mandatory candidate meeting after the last day of filing. The handbills can only be handed out on election days; SENATOR CHASIN- Wants to know if any problems from last year were resolved; PRESIDENT MORADKHAN- It had to do with the Board of Regents and that problem has been fixed; SENATOR POWELL- Moves to amend on Item IX Fine- Section A-Item 2 C. striking fifty percent and inserting one hundred percent; Seconded by SENATE PRESIDENT PRO-TEMPORE MORADKHAN; SENATOR POWELL- The reason he would like to make this change is because distributing candy and handbills is the primary reason people will vote for you and to only fine for half their filing fee means that person has a really big advantage. That would also conduce others to campaign when you aren't supposed to. It is something that should not to tolerated at all; SENATE PRESIDENT PRO-TEMPORE MORADKHAN- She doesn't know if anyone else realizes how much it litters our campus which is why they canceled it in the first place and she agrees with Senator Powell; SENATOR ZARNDT- Loss of one hundred percent of the filing fee will result in disqualification. So are you wishing to disqualify a candidate that hands out candy?; SENATOR POWELL- Yes; SENATOR ZARNDT- Wants to know if there is some sort of rule regarding doubled fines for repeated offenses; SENATE PRESIDENT DAVY- She thinks there is something in there; SENATOR POWELL- Wants to reword the amendment striking 'will result in a fine fifty percent of the total filing fee' and replacing with 'will result in disqualification'; Seconded by SENATE PRESIDENT PRO-TEMPORE MORADKHAN; SENATOR POWELL- With this item if you commit any of these offenses you are doing it with full knowledge that you are breaking a very important rule.
