Senate Committee Reports Senator Powell- The Constitutional Revisions Committee was unable to meet because of agenda problems so they will meet next Monday; B. Faculty Senate/ University Committee Reports Senator O'Daniel - She is on the Search Committee for the Director of Architecture. They are bringing in three people to take a tour of the campus and speak to the students; Senator MacDonald- Yields the floor to the chair of the Rebel Yell Advisory Board, Kelly Martinez; Director Martinez- There is a Rebel Yell Advisory Board meeting on March 20 at 2pm. The Editor in Chief applications are due the 15tn of March at 5pm; Vice President Pro-Tempore Hale- She is on the Search Committee for the Dean of the Honors College. They had they last meeting and they gave their recommendations; C. Business Manager Report Presi dent Moradkhan- He passes out a copy of the revised budget for when we get to Action Item H. The original attachment had a mistake on it and this one has been corrected; D. Directors' Reports Jennifer Angell- Elections She was in Reno for the Board of Regents Meeting last week. It just so happens that the two days she was there was their primary elections so she got to walk around and check things out. It was very interesting and she learned a lot. She used to go to school there so she knew some people on the board and got lots of information out of them. She has contact information and answers to some of her questions. Just so you know they only have about a six percent turnout for their primaries and we have about ten. They do a lot of advertising and their school newspaper has a timeline for elections. Senator Berry enters at 6:10pm; j I ! | | Senator Zarndt- Have you considered how the ballot is going to be put together? Are there going to be spaces for none of the above? Her concern is that we don't count none of the aboves so she' d prefer we don't give that option; Senate President Davy- Point of Information: It's in the Constitution n^ne of the aboves count as abstentions, so therefore it must be there must give the students an option to utilize it; • Michael Bond- Office of Student Information that 60 to the website to hear Director Lucchese's best movie phone voic We so copy ada A1 Heck- Nevada Student Affairs Speaking on behalf of Director Heck is Christopher' Ho, Assistant NS A Director- Up in Reno they discussed the Board of Regent's Awards that are going to be handed out. They decided to make that after graduation it's a separate entity all in its own. The Fine Arts College received an activities award. They also received in the 1993 so it's a real honor to receive it twice in such a small time frame. All of you should have a of the notes he took at the Board of Regents meeting. They talked about the college salary increase. They also talked about the part-time salary increase. Already, we are the highest paying part-time college in Ne\ Basically what they want to do it add the part-time salary paying system to thje full-time one so they will go up simultaneously. That will completely be vpted on at the next Board of regents Meeting, but it passed unanimously while we were up there. Also, the tuition proposal is also on there. They last few pages are the sample increases if the vote goes through at the next meeting; Senator Amesquita enters at 6:12pm; Senator Powell- He just wanted to say that he is really impressed. This is great. He's never seen anyone come back with a packet like this from a Regents Meeting; Senator Sanders- He also wants to express his appreciation. He was wondering if they gave a time frame for implementing the part-time salary increase? Assistant Director Ho- As soon as it completely passes at the meeting in April. Everyone is very happy; David Himmel- Rebel Radio He was not present and had nothing to report; Joseph Lucchese- Entertainment & Programming Hello Senators. Welcome to another meeting. The Major Motion Picture Show was on North Field today if you didn't notice. It is part of a national tour that goes from college campus to college campus. They gave away free prizes and food. This evening at 7pm they are showing Monsters Inc. What they did for Rebel Palooza is advertise off that as well as adding a 7,000 square foot interactive village to our event. On Wednesday, 98.5 KLUC will be on campus for a radio promotion. Assistant Director, Steve Lockwood- The goal of having 98.5 on campus is to get the vibe out and let everyone know Rebel Palooza is bigger and better this year. He wants to combine with other fraternities and sororities that are going to be out to get the buzz around; Director Lucchese- Dallas was in charge of the Major Motion Picture show if you enjoyed that event you want to give your thanks to him. We have gone through over five hundred Rebel Palooza tickets for students already. We have a quarter page ad in Las Vegas City Life running from last week until the day of the event. CD Warehouse is buying a full page ad in Las Vegas Weekly for us in return for a vendor booth at the event. That will come up the not this week, but the week after. This is just another form of advertising for us. If you can talk to your classes again about the tickets. Also, he wants to go over what we have for free food and drink for students at Rebel Palooza. There will be free food from 4pm to 8pm, which will coincide with the alcohol sales. There will be a $200.00 cash prize give away at Rebel Palooza from the sponsorship money they have generated so far. The specifics are still being worked out, but that's a pretty exciting thing for the students. The Interactive Village is going to feature Red Bull and they are bringing out motorcycles to display everything. Not to mention Red Bull is paying for the band Sugar Cult and also donating free product for the backstage area for all these different groups. SA Marketing is giving us the Interactive Village and $1,000.00. Colgate will be doing another promotional tour. As far as the Interactive Village we are going to have bungee jumping depending on the weather and us getting the proper insurance certificates. There is going to be a forty-foot truck with thirty-nine game counsels on it with X-Box, Play Station, or Game Cube. We have twelve vendors in the Interactive Village and four different food vendors. It's going to be a great festival. He's very excited and his staff is working hard. Action Item: Discussion/ Approval of an amount not to exceed $2,000.00 for sponsorship of the UN Model Nations Project. Another source of money that the students can hit up is the Rotary Club and some other private donors; Senator Schrock- He has some concerns about the amount of money in the Discretionary Account. Can someone comment on that? He yields the floor to President Moradkhan; President Moradkhan- Well, currently until we approve the budget you don't have any money. You have about $6,000.00 in that account before this item. Senator Chasin- Last week you were speaking that we were going to try and match whatever the amount the College gave; Senator Gonzalez- That's the figure that Dean Frey came back with so it's up to us what we want to do; There was discussion from Senator Lloyd regarding the budget; Senator Powell- At this point in time given we still have a long ways to go in this fiscal budget. He wants to help sponsor this thing, but he can't support anything given that the students knew that they were doing to have this fee before they registered for the class and especially coming to us asking for $10,000.00 before they asked anyone else. We are going to have other people coming to us asking for money on things that are going to be campus wide. He would like to fund it, but he just doesn't think we have the money; Senate President Pro-Tempore Moradkhan- She is sorry he feels that way. She thinks we should fund this because it is academics. Yeah, we only have $6,000.00 left and we'll have to decide what to give other groups that come to us. Yes, maybe they knew they had to pay for this trip, but maybe some students can't come up with the money for it. She thinks we should sponsor it. We've had a week to sit on it. Yields the floor to President Moradkhan; President Moradkhan- The Executive Board did approve $2,000.00 as a recommendation to the Senate. He definitely thinks we shouldn't go any lower; Senator Chan- Moves to amend the item striking $2,000.00 and inserting $1,000.00; Seconded by Senator Schrock; There was discussion from Senators Schrock, Lloyd, Chan, Moradkhan, Gonzalez, Zarndt, Stewart, and Salsaa; A student from the class spoke; Move into a vote on the amendment; Senator Moti O Da Motjion Fails 10-12 -1; (Senators MacDonald, Izzolo, Wagner, Lloyd, Stewart, Berry, Schrock, Salsaa, Lindley, Amesquita, Zunini, and Moradkhan oppose; Senator Gonzalez abstains); Senator Goatz- It sounds like if we don't give you enough money to go ypu aren't going to go at all. Yields the floor to the representative, Brooke Buchanan; Brooke Buchanan- She doesn't know how to answer that; 1 I Senator Goatz- You won't get this check foil at least four to six weeks, so is that going to affect anyone? Brocke Buchanan- Definitely it could. Certain people can afford it, some can't; Senate President Pro-Tempore Moradkhan- Sinqe most of us voted to fajl the amendment we are in favor of giving $2,000; Chan- Calls the question; Seconded by Senator Schrock; Move into a vote on calling the question; on Fails 11-12-0; (Senators Goatz, Chasin, Zunini, niel, Powell, Moradkhan, MacDonald, Izzolo, Rowland, Gonzalez, Berry, and Fauske oppose; Senator [Powell- He has a question for the instructor of the course. One of his main problems With this item is that we have what seemingly is a very expense trip that the students are more or less forced to go on and it's creating a financial burdfen upon them. He wants to know the order of events. Did the students know they were going to have to go on this $500.00 trip before they registered for the class ? Was it written in the course catalog? Or Was this something that was mentioned on the first day of class after they had already registered and paid for the class? I | \ : Professor- It was announced first day. They knew they would be going to this competition and they were going to different sources of funding to help pay for the travel costs, but there would be some costs each student would incur; : : ! : Senator Stewart- Students could have dropped the class if they didn't want to pay for the trip. Most students do research before they go into a class; Senator Amesquita- Yields the floor to Vice President Fauske; Vice President Fauske- We are not here to be judges. Let's not go back in time and see what happened. If it makes you feel any better you cannot financially obligate a student to a field trip. It's in the University Code of Conduct. However, we know what the trip is for, they've come here for the second week in a row, and it's supported by E-Board. It's your money, but let's just do this. If you think it's a worthy cause, let's go, get them out of here. We don't need to question what happened six months ago. They have things to do, you have things to do. $2,000.00 on the table. Let's do it, let's go; i Senator Amesquita- He doesn't appreciate Vice President Fauske telling us to move on. He thinks we should give at least $2,000.00 if we can. Action Item: Discussion/ Approval of changes to Senate Bylaw 33. As submitted by Senator Powell. (See Attachment 32-10.4); Senator Powell- Moves to approve; Seconded by Senator Berry; Senator Powell- Moves to remove off the table; Seconded by Senator Berry; Senator Powell- This was basically to clarify some of the ambiguous language in our bylaws creating a uniform standard for the eligibility requirements; Senator Lloyd- He's lost; Senate President Davy- Attachment 32-10.4; There was discussion from Senators Moradkhan, Powell, Lloyd, MacDonald, Amesquita, and Wagner; Chasin, Senate President Davy- This does not undermine the Constitution, it adds to what the Constitution says. The Constitution simply says you must be in good standing with you college. The bylaw adds to that you must also have a 2.0 or greater semester GPA. It's not undermining the Constitution or lowering it, it's adding to it; Move into a vote to allow Senator Powell to speak for his third time; Motion carries 18-4-1; (Senators MacDonald, Bowland, Chasin, and Zunini oppose; Senate President Pro-Tempore Moradkhan Moradkhan abstains); Senator Powell- You keep saying this bylaw goes further than the Constitution. Can you tell me what college has the minimum requirement of a 2.0 semester GPA or lower? Senate President Davy- Student Development; Senator Powell- It seems to me that the bylaw is creating less of a standard of measure, with the exception of Student Development, than the Constitution does; Senate President Davy- You still have to be in good standing with you college no matter what their requirement is and then additionally you have to have a 2.0 or greater; Senator Powell- So then the bylaw is useless how it is written now? Senate President Davy- No, it still applies to whatever college is lower than a 2.0; Senator MacDonald- With this bylaw, she sees it as she doesn't want to say free ticket, but it some ways that way. Sometime people go into a semester, what the hell, let's say her. Here we go, why not. She went into last fall with 3.0 and came out of last fall with a 2.6. Because she did poorly last semester she got a 2.2. She doesn't really care about sharing these things with you guys, but she will. Do you think by us keeping this bylaw she is hurting or helping her college. She thinks she is a pretty good senator and because she screwed up this bylaw helped her out so she could stay in here and represent her college. She made a mistake, this bylaw helped her. Now, she can continue with her education and do better and still represent her constituents the same way she has in the past. So think of it in that way instead of us holding ourselves to these high standards. Senator MacDonald- Yes; Senator Powell- Senator MacDonald neVer had a problem; Senator MacDonald- She withdraws; Senator Fauske- Just to clear things up, i gets a 4.0 one semester and then gets a 0 are they allowed to stay? Senate President Davy- It depends on their college and if they change their standards; Senator Fauske- He thinks we should keep it how it is because that requires Senators to not only be good Senators, but also get 2.0s each semester; vvas written out helped you 'we change it. If someone 0, but still has a 2.0 CUM Senator Gonzalez- If its not broken, just shouldn't even be talking about this. Th leave it as it is. We re are other important things we need to get through. NEW BUSINESS A. Action Item: Discussion/ Approval of an amount not to exceed $2,000.00 to Clark County Elections Board for overtime expenses during the General Elections; Senator Salsaa- Moves to approve; Seconded by Senator Zarndt; Senator Powell- Moves to amend the item inserting "Costs to be encumbered from the CSUN 2702 FY01-02 (Elections) Account."; Seconded by Senator Zarndt; Move into a vote; Motion carries unanimously; I Senator O'Daniel- Do we have enough money in the account? Senate President Davy- Yes, this was actually budgeted in the Elections Account and we had more because we didn't have primary elections; Move into a vote; Motion carries unanimously; B. Action Item: Discussion/ Approval of an amount not to exceed $2,500.00 to the Multicultural Student Affairs Department to co-sponsor the Unity Fest 2002 performance of the band Yom Hadash on April 17, 2002. Costs to be encumbered from the CSUN 2702 FY01-02 (General Discretionary) Account. (See Attachment 32 10.5); Senator O'Daniel- Moves to approve; Seconded by Senator Berry; Senator Zarndt- Didn't we pay $5,000.00 to MSA already? ( Senate President Davy- We paid for their retreat. It's the same department, but for a different event; Senator Zarndt- Yields the floor to the representative from MSA so she can explain a little bit about the item; MSA Representative (Name cannot be heard on tape)- They are hoping to fly in a band from Boston for Unity Fest; Senator Zarndt- She thinks it's a great event, but she wants everyone to remember that they already gave $5,000.00 to this department and with our tight budget; Senator Amesquita- Asks about their other sources of funding; MSA Representative- They are mainly asking for funding from CSUN; ! Senator Powell- Wants to know how much the entire event costs; MSA Representative- $5,000.00; Senator Powell- So you are basically asking us for half the sponsorship. What type of sign goes up that says CSUN co-sponsored the band? MSA Representative- They are going to advertise mostly through the Jewish Community Center; i Senator Powell- This is coming out of E & P Discretionary. How is that account looking? Yields the floor to President Moradkhan; President Moradkhan- We haven't made that amendment yet, but that Executive Board recommends it and he's pretty sure there are funds to cover this expenditure; Senate President Davy- In E-Board we voted to take it out of the E & P Discretionary Account, if you choose to make that amendment and it passes in the Senate then this won't come out of your account and it might free up some more money for upcoming things; Senator Powell- He's sure everyone in this room thinks he's a really big penny pinching ogre and everything, but he's been here in past at this point in the year and he knows we are going to have other people coming to us asking us for money. At this point it's important to maximize the number of students we benefit per dollar we spend. He is in support of this, especially because it's coming out of E & P; Senate President Pro-Tempore Moradkhan- Moves to amend the item prior to General Discretionary inserting E & P; Seconded by Senator Chasin; Move into a vote; Motion carries unanimously; Senator Wagner- Is there a specific reason why they need this band. She's all for Unity Fest and she's very involved herself, but she knows there are plenty of local bands that will play for free; MSA Representative- They are big in the Jewish Community and a lot of bands are already taken. They are also very well known and they've done their research. There are also not very many Jewish bands that would be willing to come to Las Vegas; Move into a vote; Motion carries 20-0-3; (Senators Wagner, Lloyd, and Stewart abstain); Action Item: Discussion/ Approval of an amount not to exceed $1,500.00 to the UNLV Student Health Center to co-sponsor World AIDS Day 2001.
