Hubert Edward Sampley was born in Fordsville, Kentucky to Fredrick P. and Ada Sampley. He later moved to Pasadena, California and served in World War II. He married Nellie Louise Lamb in California and the couple moved to Las Vegas, Nevada in 1950. Sampley worked as a casino dealer. He passed away in 2004.

He moved to Las Vegas, Nevada in 1955 and went to work for the Planning and Development Division of the City of Las Vegas, and worked for the City of Las Vegas for over twenty years. He was active in the community and died in Las Vegas on January 25, 1987.
