    Motion seconded by Commissioner Sharp and carried by the following vote: Commis­sioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 36, SECTION ll6, CODE OF LAS VEGAS, NEVADA, 1949, AS LAST AMENDED BY ORDINANCE NO. 583 BY ESTABLISHING A PARKING METER ZONE WITHIN THE CITY; PROVIDING METHODS OF DETERMINING WHERE PARKING METERS SHALL BE PLACED WITHIN SAID PARKING METER ZONE; PROVIDING OTHER MATTERS PROPERLY RE­LATED THERETO, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THERE­WITH, was read by title and referred to Commissioners Sharp and Whipple for recommen­dation. An ordinance entitled: AN ORDINANCE REGULATING DISTRESS MERCHANDISE SALES; DEFINING DISTRESS MERCHANDISE SALES; REQUIRING PERSONS CONDUCTING SUCH SALES TO OBTAIN A LI­CENSE; PRESCRIBING PROCEDURES AND STANDARDS THEREFOR; PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF; AND PROVIDING OTHER MATTERS PROPERLY RELATED THERETO, was read by title and referred to Commissioners Bunker and Whipple for recommendation. An ordinance entitled: AN ORDINANCE TO REPEAL ORDINANCE NOS. 514, 595 AND SECTION 204 OF ORDINANCE NO. 676, BY ABOLISHING THE BOARD OF APPEALS AS PROVIDED IN EACH OF SAID ORDINANCES; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, was read by title and re­ferred to Commissioners Bunker and Sharp for recommendation. An ordinance entitled: AN ORDINANCE TO AMEND THE WARM AIR HEATING CODE OF THE CITY OF LAS VEGAS AS ADOPTED BY ORDINANCE NO. 607, BY PROVIDING FOR PERMITS FOR THE INSTALLA­TION OF EVAPORATIVE COOLERS; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; PRO­VIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, was read by title and referred to Commis­sioners Bunker and Sharp for recommendation. City Manager A.H. Kennedy recommended that the bids received for the installation of electric service to the City Garage building be rejected and permission granted to negotiate for the installation up to $2,000 for a portion of the work and the Electrical. Department will finish it. Commissioner Sharp moved the recommendation of the City Manager be approved, and a11 bids received on Bid No. 56.8 be rejected. Motion seconded by Commissioner Fountain and carried by the following vote: Commis­sioners Fountain, Bunker, Sharp,Whipple and His Honor voting aye; noes, none. Commissioner Sharp moved the City Manager be authorized to advertise for sale five acres of City property located on the northwest comer of Washington and Bruce, with the appraisal fee to be paid by the purchaser. Motion seconded by Commissioner Fountain and carried by the following vote: Commis­sioners Bunker, Fountain,Sharp,Whipple and His Honor voting aye; noes, none. Commissioner Sharp moved the motion granting the subdividers of Charleston Heights No. 4 an extension of 90 days be amended to include that installation of streets, curbs, gutters, sidewalks and the relocation of the water line and repair of sewer line to Red Rock School be completed within 30 days. Motion seconded by Commissioner Bunker and carried by the following vote: Commis­sioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. City Attorney Howard Cannon gave a report on the telephone situation. He stated that he had contacted Mr. Robert Allen of the Public Service Commission to request that this Commission appoint someone to check over the records of the Telephone Company. Mr. Cannon said he had not received a reply from Mr. Allen but he had heard over a radio broadcast that the Public Service Commission was not going to investigate since they are receiving only six to eight complaints per month. He suggested that the public be requested to send their complaints direct to Mr. Allen with a copy to his office. There being no further business to come before the Board at this time, Commissioner Sharp moved this meeting recess until April 11th, 1956. Motion seconded by Commissioner Bunker and carried by the following vote: Commis­sioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none.
