Written on the back it says, "It required this number of electricians and more (those on shift were not able to appear in the picture), to complete the electrical work on Hoover Powerplant. Ralph Lowry, fourth form the left in the front row, was in charge of all the work in the powerplant, and on his left his Wilbur (Slim) Handley, chief electrician, and next to last in the back row on the right is Morgan J. Sweeney, who provide this picture."
